AREA VARIANCE NO. 66-37 - continued - Applicant - Forbeck-Montgomery Conference Room, City Hall Huntington Beach California Wednesd'ay, June d. 1966 Herbert Day, Richard Harlow. To allow the construction of an 81-high block wall on the east and west side property lines, in deviation to the 61 height -limit. Located on the north side of Morningstar Drive, 400' west of Edgewater Lane and legally described as Lot 75 of Tract 5360.- Richard Harlow, Secretary, read a letter from the applicant,-Forbeck-Montgomery, requesting withdrawal of their request. - A MOTION WAS MADE BY-HARLOW AND SECONDED BY DAY TO APPROVE SHE APPLICANTS REQUEST TO WITHDRAW AREA VARIANCE NO. 66-37. ROLL CALL VOTE: AYES: Mandrell, Day, Harlow. NOES:_ None. ABSENT: None. THE MOTION CARRIED._ USE PERMIT'NO 66-I6 - continued Applicant - Church of the -Nazarene 4 = To allow construction of"a-church and educational facilities in the R4-X Suburban*Residential District. Located 580' east of Beach Boulevard and 6401 north of Garfield Avenue and legally described -as the SW4, NE4, SW-4 SW4 of Section 36-5-11... John Mandrell felt that drainage of the property presented a problem due to the possible failure of the Flood Control Bond election. Rev. Brickley, -the applicant, stated that he f&lt access to the property did not present a problem in this area. He also stated that drainage,was not a problem and unless there would-be a tremendous rain, this area would not be affected. Rev. Brickley stated that the maximum church capacity would be 175 to 180 persons, which would require parking for_. approximately 60: automobiles . - - H8 also informed the Board that the church would face -towards Constantine Drive as,shown on the Precise Plan for the-accessment district. - Paul Co#, Traffic Engineer, reviewed the request and stated that the proposed use will not present a traffic problem. A -MOTION WAS MADE BY HARLOW AND SECONDED BY MANDRELL TO ::APPROVE U 66-76 WITH THE FOLLOWING CONDITIONS: 1. The water, sewer and•fire hydrant system shall -be approved by the Department of Public Works and Fire'Department. 2. Sufficient evidence shall be provided that'the 40'feet alley located at the -southeast corner of the parcel provides access to the -subject property from Garfield.Ave. :Said alley shall be paved to Building Department standards --to a minimum width of 40 feet. 3. The alley shown on the east side of the parcel shall be.private 4. Constantine Drive shall be -dedicated to City Standards. 5. Said property.shall participate.in the proposed assessment district. 6.; Off-street,.parking facilities including landscaping, arrangement, access, paving and striping of all parking _ spaces shall conform to Article 979. 7. The necessary provisions -for -solving the drainage•problems in the area shall meet with the approval of the Department of, ,Public Works . S. A masonry wall shall be constructed along the south property lines to City Standards. The height of said wall shall be such that the top will be six (6) feet above the highest - ground surface within twenty (20) feet of the common property line. 9. Preliminary and final soil reports shall be submitted by ,an approved private -soils engineer to the City prior to issuance of a building permit.. 10.. A -plan conforming to the grading ordinance shall be sgbinitted to the Department of Public Works for approval prior to issuance of a building permit. 11. No structures; other -than -those shown on the approved plot ¢tan which.are indicated for immediate construction shall be constructed within the project. 12. A plan conforming to the above conditions shall be submitted for approval by the Board of Zoning Adjustments prior to issuance of a--building--permit. FOR THE • FOLLOWING 'REASONS 1. Although the assessment district has not been formed the --applicant•has;.been required to solve the drainage problems to the satisfaction -of the Department of Public Works.-­ 2. The traffic engineer-indicates-that,the proposed use will not -present a•traffic problem.
