BOARD MEMBERS ABSENT: None. MINUTES: The minutes of the June I and S. 1966 meetings were accepted as transcribed. DIVISION OF LAND NO. 66-14 ADDlicant - Union Oil'Comuan To allow a division of land into two separate parcels located at the southeast corner of Warner and Springdale. Legally•described as a portion of the NW4 bf-Section 27-5-11. Further legal description on file in the Planning Department -Office. The hearing was opened to the audience. r Mr. Loyis Weir, representing the applicant, explained the reasons for the reg6est, and was given a copy of the Conditions of Approval. Mr. Richard Harlow, Secretary, stated that the filing of a parcel map should be -added to the list of conditions. There being no lfurther comment, !the hearing was closed. Board discussion followed. A MOTION WAS MADE BY HARLOW-AND SECONDEDtl BY DAY T6)APPROVE DIVISION OF LAND NO. 66-14•SUBJECT TO THE•FOLLOWING CONDITIONS: 1. Warner Avenue and Springdale Street shall -be dedicated and fully improved to City Standards. Improvements shall include -street trees, street signs, and street lights. 2. All streets shall conform to City of Huntington Beach Standards Master Plan of-Krterial Street and Highways Standards shall apply where applicable. Street sections shall be determined by soil 11R11 value and traffic index. 3. Water supply shall be through the City of Huntington Beach's water system. 4. Sewage disposal shall be through the City of -Huntington Beach's sewage system. 5. The property shall participate in the local drainage assessment district at the time of development. 6. Preliminary -and final soil reports shall be submitted by an approved soils engineer.to the City prior to issuance of buildingi.•permits. 7. A plan conforming tolthe grading ordinance shall be submitted to the Department of Public Works for approvallprior-to issuance -of a building permit. S. All utilities shall be installed underground at the time of development. 9. The water, sewer, and fire hydrant -system shall be approved by the Department of Public Works and Fire Department. 10. A six (6) inch wide wall shall be constructed along the south and east property lines. The height of said wall shall be such,•that the top will be six (6) feet.above the highest ground surface within twenty (20) feet of the common property line. 11. To reduce the height of the land- caping separation wall as required by Article 979 from 42" to 32". Located at the northwest corner of Pacific Coast Highway and 1st Street. Legally described as lots 1, 2, 3 and 4 of block 101,11Huntington Beach Tract. ,T,he hearing was opened to the audience. The applicant's representative stated that the application was filed to'provide'greater safety, because of the amount of foot traffic at this location. He also stated that similat.;requests-_have been approved by the City. John Mandrell stated that street improvements must be installed to City and/or State Standards as per City Ordinance. There being no other comment, the hearing was closed. Board discussion followed. A MOTION WAS MADE BY HARLOW AND SECONDED BY DAY TO APRROVE AREA VARIANCE NO. 66-36 FOR THE FOLLOWING REASON: 1. The request conforms to the proposed amendments to Article 979-. Off Street Parking - WITH THE -FOLLOWING CONDITION: 1. The wall shall be setback 5 feet from the edge of the driveways for site clearance purposes. ROLL CALL VOTE: AYES: Mandrell,?Day, Harlow. NOES:- None. ABSENT: None. THE MOTION CARRIED. AREA VARIANCE NO. 66-38 Applicant - Richard L. Giordini To permit a 20' 6" setback for a garage entered directly from the street in deviation to the required 22feet setback and to permit a garage to -be enclosed on 3 sides. Located at 5552 Dollar Drive and legally described as Lot 10, Tract 4368. The hearing was opened to the audience. Mr. George Jeffers, representing the applicant, explained the reasons for the, -request. There being no'other comment, the hearing was closed. Board discussion followed. A MOTION WAS MADE BY HARLOW AND SECONDED BY DAY TO:APPROVE AREA VARIANCE NO. 66-38 FPR THE FOLLOWING REASONS: 1. The garage will appear to be enclosed when viewed from the street. 2. The setback for the garage is the same as the existing garage setback. 3. Other garages in the area have the same setback. -2- H. Montgomery To permit an auto service center in the C-4 Highway Commercial Disttict.. Located east of Beach Boulevard, approximately 367.71 feet south of Talbert and.legally described as the north half of the.following.described property: Parcel 1: Beginning at a point 186.29 feet north of the, southwest corner of the northwest quarter of the northwest quarter of}tre north- west quarter of Section 36, Township 5 South, Range 11 West, S.B.B. & M.,•thence North 106 feet to a point 367.71 feet South of the nortwest corner of -said Section 36, thence east 33O'feet; thence South 106 feet to a point 186.29 feet North of the South line of the northwest quarter of the northwest quarter of the northwest quarter of said Section 36; thence West 330 feet to the point of beginning. He also stated that the requirements vary from 1 space per 200 square feet to 1 space per 500 square feet with the majority averaging 1 space per 300 square feet -of building area. It was also noted that the parking requirement for service stations is 1 space per 300 square feet. were given to the applicant. The conditions of Approval Board discussion followed. A MOTION WAS MADE BY MANDRELL AND SECONDED BY HARLOW TO APPROVE USE PERMIT NO. 66-17 SUBJECT TO THE FOLLOWING CONDITIONS: 1. A six (6) inch wide wall shall be constructed along the east property line. The height of said wall shall be such, that the top will be six (6) feet above the highest ground surface within twenty (20) feet of the common property line. 11. No structures, other than those shown on the approved plot plan, shall be constructed within the project. FOR THE FOLLOWING REASONS: 1. An ordinance is in the process of being adopted which will allow reduction.of the Iandscaping separation wall to 32 inches. 2. The parking need is similar to that of a service station. 3. The average off-street parking requirements for this type use for other cities, is one space per.300 square feet of. floor area.' ROLL CALL VOTE: AYES: MANDRELL, DAY, HARLOW. NOES: NONE.
