Monday, June 20, 1966
Mayor Stewart called the regular meeting of the City Council of the
City of Huntington Beach to order at 7:30 P.M.
The Pledge of Allegiance was given by all present in the Council
Chamber.
The Invocation was given by:Reverend-Rbbert',Largon,..Grade Lutheran
Church.
ROLL CALL
Councilmen Present: Coen, Bartlett, Gisler, Kaufman, Green, Stewart
Shipley arrived at 7:55 P.M.
Councilmen Absent: None
AWARD PRESENTATIONS
Mayor Stewart presented a Resolution to Raul Duarte commending him
for saving the life of Sari Steorick on April 23, 1966, from drowning
in the ocean at Corona del Mar, California.
Mayor Stewart presented a service plaque to Councilman Kaufman for his
many years of service as a City Planning Commissioner.
MINUTES
On motion by Bartlett, second Green, Council approved the minutes of
the regular meeting of June 6, 1966 as prepared by the Clerk, corrected
and mailed. Motion carried.
HIGHWAY DEPARTMENT - FREEWAY ROUTES - ADOPTION
On motion by Kaufman, second Green, transmittals of Resolutions of the
California Highway Commission advising the City of adoption of routes
07-ORA-1 and 07-ORk,2-40aere received and ordered filed. Motion carried.
STREET NUMBERING CHANGE - PROTEST
On motion by Green, second Gisler, a petition submitted by Leonard
Wright, requesting that the City retain the present numbering system
in the "old town" area, was received and ordered filed. Motion carried.
UV 66-22 - APPEAL
The Clerk presented an appeal to the decision of the Planning Commission,
filed by Councilman Coen requesting that Council set a public hearing
on Use Variance 66-22.
On motion by Coen, second Bartlett, Council ordered a public hearing
for Tuesday, July 5, 1966, at 7:30 P.M,:, or as soon thereafter as
possible, and directed the Clerk to publish notice of same, on Use
Variance 66-22. Motion carried.
On motion by Stewart, second Gisler, Council waived the appeal fee
for the filing of appeal by Councilman Coen on Use Variance 66-22.
Motion carried.

BOUNDARY REALIGNMENT - HB-FV
On motion by Green, second Bart-lett, .'Resolution from the City of
Fountain Valley encouraging boundary adjustment between the Cities,
was received and ordered filed. Motion carried.

CONCESSION SIGH? REPLACEMENT - SMITH
On motion by Gisler, second Coen, a request from Ronald Smith for
permission to replace a sign on his concession on the pier, was
granted subject to compliance with requirements of the Huntington
Beach Ordinance Code, Motion carried.
PUBLIC HE (RING TRACT MAP 5664 - ARLO_ DEV
Mayor Stewart presented the appeal from Arlo Development Company for
continuation of a. public Bearing which had been opened at the meeting
of the Council on June 6, 1966 and deferred to June 20, 1966, appealing
conditions #5, §21 and ;25 imposed by the Planning Commission in
approving Tentative Tract Map 5664®
Mr. Alex Bowey of Rutan & Tucker Attorneys for Arlo Development,
addressed the Council and gave a resume' of development plans for
Tract 5664 to date and declared }ed that a hardship existed due to the
size, shape and development of the property, Mr, Bowey further
reported on the meeting of the Planning Commission meeting at which
Tentative Tract 5664 was approved, and requested that the CC & R4s
be approved with conditions,
Mr, Richard Schmid of Williamson -Schmid Civil Engineers, addressed
the Council relative to Condition //21 (Drainage), stating that he
felt there would be no problem, as drainage would flow into the Tlood
control channel or could drain down Bushard Street.
Mr, Bill. Olson, 9252 Tahiti. Circle, City, addressed the Council and
stated that he favored condominiums, and made inquiry relative to
access to the tract from the proposed Coast.Fi-eeuay.
There being no one further present to speak on the matter, and there
being no further protests filed, either oral or written, the hearing
was closed by the Mayor,
The Planning Director gave a resume' of the reasons for the Planning
Commission's imposing said conditions on the tracts The Director of
Public Works stated that; he was opposed to the deletion of Condition
21 relating to drainage,
A motion was made by Kaufman and seconded by Gisler to defer action
on the mutter until CC & R ° s were submitted for consideration, but
both motion ,,and second were withdrawn before vote.
On motion by Kaafman, second Shipley, Council upheld Condition #21
imposed by the Planning Commission relating to drainage in Tentative
Tract 5664, Motion carried,
On motion by Green, sec.ond. Coen, Council upheld Condition //5 imposed
by the Planning Commission relating to radii and street widths in
Tentative Tract 5664. Motion carried,
On motion by Green, second Stewart, Council upheld Condition //25
imposed by the Planning Commission relating to statutory condominiums
in Tentative T.raot 5664, Motion carried.
UV 66:-13 - CONDITI0NAL EXCEPTION - ARLO DEV CO
The Clerk presented a communication from the Planning Director
recommending approval. of Conditional Exception UV 66-13, with conditions,
on property located on the southwest corner of Bushard and Brookhurst
Streets, involving "viati.ons -to R2 and R3 Districts and the Sub-
division Or^dinance'Code for planned residential development - Tentative
Tract Map 5664,
On motion by Green, second Bartlett, Council sustained the recommendation
of the Planning Commission and directed the City Attorney to prepare
a Resolution approving UV 66-13, with conditions as stipulated by the
Planning Commission, Motion carried.

PUBLIC HEARING - ZONE CASE 66-15 - DENIED
Mayor Stewart -announced that this was the day and hour set for a
public hearing on Zone Case 66-15, on property located between Knox-
ville and Memphis Avenues, and between Beach Boulevard and Florida
Street, and directed the Clerk to read the legal notice.
The Clerk read notice of public hearing on Zone Case 66-15, as published
in the Huntington Beach News on June 9, 1966, setting the hour of
7:30 P.M., or as soon thereafter as possible, on Monday, the 20th day
of June, 1966, in the Council Chamber of the Civic Center, Huntington
Beach, California, as the time and place for public hearing for
the purpose of considering a petition for a change of zone to regula-
tions of the Districting Ordinance, from R3 Limited Multiple Family
Residence District and C4 Highway Commercial District, to R3-0 Limited
Multiple Family Residence District, combined with oil production, and
C4-0 Highway Commercial District, combined with oil production and with
setback provisions.
The Clerk informed the Council that they had been provided with copies
of the Planning Director's transmittal and the Resolution of the
Planning Commission, recommending approval of Zone Case 66-15, and
read several communications and petitions protesting Zone Case 66-15
from Mr. & Mrs. Howard Moses, Mr. and Mrs. William Cochran, Mrs.
Margaret E. Cooper and 18 others, Mr. Wm Londeree and 39 others, and
Mr. and Mrs. Fredric Hepp and 54 others.
Mrs. Audrey Hagler addressed the Council and protested Zone Case 66-15
which would allow oil drilling and steam injection. Mrs. Hagler
stated that she purchased her property with the assurance that there
would be no further oil drilling in the area.
Mrs. Margaret Cooper, 1201 Huntington Street, City, addressed the
Council and protested Zone Case 66-15.
Mr. Jack Lemley, Field Superintendent for Standard Oil Company,
addressed the Council and presented their position of Standard Oil
Company in Zone Case 66-15.
Mrs. Billie Weide, 708 Knoxville, City, addressed the Council and
protested drilling and steam injection in a Residential area and
requested Council to consider denial of Zone Case 66-15.
There being no one further present to speak on the matter and there
being no further protests filed, either oral or written, the hearing
was closed by the Mayor.
On motion by Coen, second Green, Council overruled the decision of
the Planning Commission and denied Zone Case No. 66-15. Motion
carried.
RECESS
Mayor Stewart called a recess of the Council at 9:25 P.M. Council was
reconvened at 9:40 P.M. by the Mayor.
PUBLIC HEARING - ZONE CASE 66-24 - APPROVED
Mayor Stewart announced that this was the day and hour set for public
hearing on Zone Case 66-24, on property located north of Atlanta
Avenue and east of Brookhurst Street, and directed the Clerk to read
the legal notice.
The Clerk read notice of public hearing on Zone Case 66-24, as pub-
lished in the Huntington Beach News on June 9, 1966, setting the hour
of 7:30 P.M. or as soon thereafter as possible, on Monday the 20th
day of June, 1966, in the Council Chamber of the Civic Center, Hunt-
ington Beach, California, as the time and place for a public hearing
for the purpose of considering a.petition for a change of zone to
regulations of the Districting Ordinance from C2 Community Business
District to Rl Single Family Residence District.

The Clerk informed the Council that they had been provided with copies
of the Planning Director's transmittal and the Resolution of the
Planning Commission, recommending approval of Zone Case No. 66-24,
and stated that he had received no communications or written protests
to the Zone Case or to the recommendation of the Planning Commissions
Mayor Stewart declared the hearing opens
There being no one present to speak on the matter, and there being
no protests filed, either oral or written, the hearing was closed
by the Mayor,
On motion by Bartlett, second Green, Council sustained the recommenda-
tion of the Planning Commission and directed the City Attorney to
prepare an Ordinance effecting the change 6f zone in Zone Case 66=240
Motion carried,
PUBLIC HEARING - ZONE CASE 66-25 - DEFERRED
Mayor Stewart announced that this was the day and hour set for a public
hearing on Zone Case 66-25, on property located south of Atlanta Avenue
and east of Brookhurst Street, and directed the Clerk to read the legal
notice,
The Clerk read notice of public hearing on Zone Case 66-25, as published
in the Huntington Beach News on June 9, 1966, setting the hoar of 7:30
P.M., or as soon thereafter as possible, on Monday the 20th day of June,
1966, in the Council Chamber of the Civic Center, Huntington Beach,
California, as the time and place for a public hearing for the purpose
of considering a change of zone to regulations of the Districting
Ordinance, from RA-0 Residential Agricultural District, combined with
oil production, to RI Single Family Residence District.
The Clerk informed the Council that they had been provided with copies
of the Planning Director's transmittal and the Resolution of the
Planning Commission, recommending denial of Zone Case 66-25, and read
a letter of appeal received from Essex Land Company, together with the
required filing fee®
Mayor Stewart declared the hearing open,
Mr. Eugene So Rosenfeld addressed the Council representing the Essex
Land Company and appealed to the Council to consider approval of
Zone Case 66-25 as petitioned for„`by .-Essex-' Land' Company.
There being no one further present to speak on the matter and there
being no further protests filed, either oral or written, the hearing
was closed by the Mayor®
On motion by Kaufman, second Shipley, Council deferred the action on
Zone Case 66-25 until the meeting of July 5, 1966. Motion carried,
PUBLIC HEARING - ZONE CASE 66-26 - APPROVED
Mayor Stewart announced that this was the day and hour set for a
public hearing on.Zone Case 66-26, on property located at the south-
east corner of Heil Avenue and Algonquin Street, and directed the
Clerk to read the legal notice.
The Clerk read notice of public hearing on Zone Case 66-26, as pub-
lished in the Huntington Beach News on June 9, 1966, setting the hour
of 7:50 P.M�, or as soon thereafter as possible, on Monday, the 20th.
day of June, .1.966, in the Council Chamber of the Civic Center, Hunt-
ington Beach, California, as the time and place for a public hearing
for the purpose of considering a change of zone to regulations of
the Districting Ordinance from R2 Two Family Residence District to

Council and offered to answer any questions they may have concerning
Zone Case 66-26.

being no protests filed, either oral or written, the hearing was
closed by the Mayor.
On motion by Kaufman, second Gisler, Council sustained the recommenda-
tion of the Planning Commission and directed the City Attorney to
prepare an Ordinance effecting the change in zone in Zone Case 66-26.
Motion carried.

Mayor Stewart announced that this was the day and hour set for a public
hearing on Zone Case 66-27, on property located north of Yorktown
Avenue and west of Brookhurst Street, and directed the Clerk to read
the legal notice.
The Clerk read notice of public hearing on Zone Case 66-27, as pub-
lished in the Huntington Beach News on June 9, 1966, setting the hour
of 7:30 P.M., or as soon thereafter as possible, on Monday the 20th
day of June, 1966, in the Council Chamber of the Civic Center, Hunt-
ington Beach, California, as the time and place for a public hearing
for the purpose of considering a change of zone to regulations of the
Districting Ordinance from RA Residential Agricultural District, to
RI Single Family Residence District.
The Clerk informed the Council that they had been provided with copies
of the Planning Director's transmittal and the Resolution of the
Planning Commission, recommending approval of Zone Case 66-27, and
stated that he had received no communications or written protests to
the Zone Case or to the recommendation of the Planning Commission.

BID AWARD - ASSESSMENT DISTRICT 6603 - GW STREET LIGHTING
The Clerk presented bids for the construction of street lighting
facilities on the Golden West College Campus - Assessment District
No. 6603, which had been opened at 9:00 A.M. on Monday, June 20, 1966,
in the Council Chamber of the Civic Center by the City Clerk, City
Attorney and Director of Public Works, as follows:

The Clerk presented the Affidavit of Posting Notice Inviting Sealed
Bids and a communication from the Director of Public Works informing
Council that the bids on Assessment District No. 6603 had been
revkewed and found to be in order, and recommending that the contract
be awarded to the low bidder, Luminetics, Riverside, on their bid in
the amount of $28,489.00`,
The Clerk read Resolution No. 2400 by title - "A RESOLUTION AWARDING
CONTRACT - ASSESSMENT DISTRICT NO. 6603 - HUNTINGTON BEACH, CALIFORNIA."
On motion by Kaufman, second Gisler, Council waived further reading of
Resolution No. 2400, and passed and adopted same by the following
roll call vote:

On motion by Stewart, second Gisler, Council ordered public hearings on
Zone Cases 66-4, 66-13, 66-14, 66-17, 66-29, 66-30 and 66-33, and
Master Plan Amendment 66-2 and proposed Code Amendment 66-9 for Tuesday
July 5, 1966, at 7:30 P.M., or as soon thereafter as possible, and
directed the City Clerk to publish notice of same. Motion carried.

The Clerk presented a communication from the Planning Director
recommending approval of Conditional Exception - Use Variance 66-23 -
Oakhurst Land Company, on property located north of Hamilton Avenue
and west of Bushard Street, involving deviations to the R2 Two Family
Residence District requirements and the Subdivision Ordinance Code
for Tentative Tract Map 6278.
On motion by Bartlett, second Kaufman, Council sustained the recommenda-
tion of the Planning Commission and directed the City Attorney to
prepare a Resolution approving Use Variance 66-23, with conditions as
stipulated by the Planning Commission. Motion carried.
UV 66-26 - CONDITIONAL EXCEPTION - SECURITY FORE CORP
The Clerk presented a communication from the Planning Director
recommending approval'of Conditional Exception - Use Variance 66-26 -
Security Fore Corporation, on property located south of Atlanta Avenue
and east of Newland Street, involving deviations to the R3 Limited
Multiple Family Residence District requirements and to the Subdivision
Ordinance Code for Tentative Tract Map No. 5972.
On motion by Shipley, second Green, Council sustained the recommenda-
tion of the Planning Commission and directed the City Attorney to
prepare a Resolution approving Use Variance 66-26, with conditions as
stipulated by the Planning.Commission. Motion carried.
t� TRACT 6181 - SUBDIVISION AGMT - DOYLE DEVELOPMENT
The Clerk presented a communication from the Director of Public
Works transmitting Monument Bond, Agreement -in -lieu of Improvement
Bond and Subdivision Agreement for Tract 6181 - Doyle Development
Company.
On motion by Stewart, second Bartlett, Council accepted Monument Bond
No. 1360260 - Travelers Indemnity Company, approved the Three -Party
Agreement and the Subdivision Agreement, and authorized the Mayor
and City Clerk to execute same on behalf of the City. Motion carried.

TRACT 5717 - SUBDIVISION AGMT - SECURITY FORE-CORP-
The Clerk presented a communication from the Director of Public Works
transmitting Monument Bond, Improvement Bond and Subdivision Agree-
ment for Tract 5717 - Security Fore Corporation.
On motion by Kaufman, second Shipley, Council accepted Monument Bond
No. 566233 and Improvement Botid No. 566232 - General Insurance Company
of America, approved the Subdivision Agreement and authorized the
Mayor and City;;PCle.rk':to execute same on behalf of the City. Motion
carried.

CC-042 - STREET IMPROVEMENT
The Clerk presented a transmittal from the Director of Public Works
of Plans and Specifications, Resolution and Notice Inviting Sealed
Bids for the improvement of various streets in the City, Project CC-042.
On motion by Green, second Bartlett, the Plans and Specifications for
Project CC=042 were approved and ordered filed. Motion carried.
The Clerk read Resolution No. 2391 by title - "A RESOLUTION OF THE
CITY OF HUNTINGTON BEACH ESTABLISHING THE GENERAL PREVAILING RATE OF
HOURLY WAGES FOR EACH CRAFT OR TYPE OF WORKMEN OR MECHANIC NEEDED FOR
SLURRY SEAL OF THE FOLLOWING STREETS: ACACIA AVENUE BETWEEN ELEVENTH
STREET AND SIXTH STREET; HUNTINGTON AVENUE BETWEEN JOLIET STREET AND
MEMPHIS STREET; GENEVA STREET BETWEEN ALABAMA AVENUE AND DELAWARE

CC-043 —STORM DRAIN CONSTRUCTION - EAST SIDE
The Clerk presented a transmittal from the Director of Public Works
of Plans and Specifications, Resolution and Notice Inviting Soaled
Bids for the construction of an asbestos cement pipe storm drain
system and appurtenances within the alleys in the streets in the City
Project CC-043.
On motion by Green, second Gisler, the Plans and Specifications for
Project CC-045 were approved and ordered filed. Motion carried.
The Clerk read Resolution No. 2393 by title - "A RESOLUTION OF THE
CITY OF HUNTINGTON BEACH ESTABLISHING THE GENERAL PREVAILING RATE OF
HOURLY WAGES FOR EACH CRAFT OR TYPE OF WORKMAN OR MECHANIC NEEDED
FOR THE CONSTRUCTION OF'AN.ASBESTOS CEMENT PIPE STORM DRAIN SYSTEM

to advertise for bids when notified by the Director of Public Works.

REIMBURSEMENT AGMT 106 - HUNTINGTON HARBOUR
The Clerk Presented a transmittal from the Director of Public Works
for reimbursement from the Water Fund in the amount of $5,761.65 and
from the Sewer Fund in the amount of $11,523.60, as per Reimbursement
Agreement #106 - Huntington Harbour.
On motion by Kaufman, second Gisler, Council approved the refund of
$5,761.65 from the Water Fund to Huntington Harbour, as per Reimburse-
ment Agreement #106. Motion carried.
The Clerk read Resolution No. 2392 by title - "A RESOLUTION OF THE
CITY COUNCIL OF HUNTINGTON BEACH AUTHORIZING THE EXPENDITURE OF
MONEY FROM THE SEDER FUND."
On motion by Green, second Gisler, Council waived further reading
of Resolution No. 2392, and passed and adopted same by the following
roll call vote:

CC-036 - STEINY�& MITCHELL - PROGRESS PAYMENT #1
On motion by Bartlett, second Coen, Council authorized Progress Payment
#1 to Steiny and Mitchell in the amount of $29,322.09, for work
completed to date on signalization of Edinger -Edwards, Adams -Cannery
and Brookhurst6Hamilton - CC-036. Motion carried.
�C-038 - STEINY & MITCHELL - PROGRESS PAYMENT 21
On motion by Kaufman, second Stewart, Council authorized Progress
Payment ,#1 to Steiny & Mitchell in the amount of $11,088.36, for work
completed to date on signalization of Warner-Bolsa Chica and Edinger-
Bolsa Chica - CC-038. Motion carried.
DOI CHANNEL R/W - CITY TO FLOOD CONTROL DISTRICT
The Clerk presented a communication from the Director of Public Works
transmitting a right-of-way deed on the D01 Channel located south
of Atlanta Avenue and east of Beach Boulevard, from the City of Hunt-
ington Beach to the Orange County Flood Control District, and
recommending approval of same.
On motion by Coen, second Green, Council approved the D01 Channel
right-of-way deed from the City to the Orange County Flood Control
District, and authorized the Mayor and City Clerk to execute same
on behalf of the City. Motion carried.
AGREEMENT - SOUTHERN PACIFIC RR - CROSSING SIGNALS & GATES
The Clerk presented an -',agreement between the City and Southern Pacific
Company covering the installation of flashing signals and automatic
crossing gates at the Edinger Avenue railroad crossing No. 6NC-3020,
together with a recommendation of approval from the Director of Public
Works.
On motion by Bartlett, second Coen, Council approved the agreement
between the City and Southern Pacific Company and authorized the
Mayor and City Clerk to execute same on behalf of the City. Motion
carried.

TRACT 5366 --DEDICATION OF IMPROVEMENTS
The Clerk presented a communication from the Director of Public Works
recommending acceptance of dedicated improvements and authorization
to release the Improvement Bond and terminate the Three Party Agree-
ment and Subdivision Agreement.
On motion by Green, second Coen, Council accepted improvements dedicated

RECREATIONAL FACILITIES AGREEMENTS & ADDENDUMS - SCHOOLS
The Clerk presented the 1966-67 Agreement and Addendums for Joint
Recreational Facilities between the City and the Ocean View, Fountain
Valley, Westminster, Huntington Beach School Districts and the Hunt-
ington Beach Union High School District, for approval.
On motion by Bartlett, second Gisler; Council approved the 1966-67
Joint Recreational Facilities Agrieements and Addendums, and authorized
the Mayor and City Clerk to execute same on behalf of the City.

The City Administrator presented a letter from Mrs. Lois M. Naylor,

BEACH AREA ZONING - S1
The City Administrator presented the matter of rezoning portions of
the shoreline to S1 Zone to allow public use only, for Council
consideration.

beach within the corporate limits of the City to Sl Shoreline Zone.

The City Administrator informed Council that the Huntington Beach
Daily Pilot had again planned to publish the promotional and public
information issue entitled "Your Community and You," and recommended
that Council consider purchasing the double center pages for City
advertising again this year, at the cost of $850.00.
On motion by Shipley, second Stewart, Council approved the recommenda-
tion of the City Administrator and authorized payment of $850.00 for
advertising in the 1966 issue of "Your Community and You," published
by the Huntington Beach Daily Pilot. Motion carried.

MEMO IAL PLAQUE
The Administrator read a letter from W. R. Neeld relative to the
updating of the memorial plaque at Civic Center.
On motion by Kaufman, second Gisler, Council deferred action on the
purchase of an additional memorial plaque for Civic Center. Motion
carried.

LEGAL AID SOCIETY - REQUEST OFFICE SPACE
The City Administrator presented a request from the Orange County
Legal Aid Society requesting the City to donate space for a part time
legal aid to assist the public under the "War on Proverty" program.
Following considerable discussion relative to City space available,
Council directed the City Administrator to check into the possible
use of office space in the City.

ABC APPLICATION WITHDRAWN - PIZZA SPECIALTY CORP
The City Administrator informed the Council that he had received a
letter from Dr. Max Forney of the Huntington Beach Union High School
District, regarding an application for an Alcoholic Beverage License
for the on -sale of beer and wine at a Pizza Restaurant, stating that
the school had received notice of withdrawal of said application.
No action was taken by the Council on this matter.

GIRLS ATHLETIC ASSN - SOLICITATION
On motion by Shipley, second Gisler, Council granted permission to the
Girls Athletic Association of Huntington Beach High School to sell
candy door-to-door during the last two weeks in October, 1966, subject
to solicitors registering with the Police Department. Motion carried.
CONGIESSION SIGN - MC CULLAH
The City Administrator presented a request from Mr. Carl McCullah for
permission to erect a lighted sign on his pier concession building.
On motion by Gisler, second Bartlett, Council granted Mr. Carl McCullah
permission to erect a lighted sign on his concession, subject to
compliance with the sign ordinance. Motion carried.
PAVALON LEASE - PROPOSAL
The City Administrator presented the matter of leasing of the Pavalon
building for discussion by the Council.
On motion by Kaufman, second Shipley, Council directed the City Attorney
and City Administrator to draw up a proposed lease for Council consid-
eration on June 27, 1966. Motion carried.
POLICE PHYSICIAN - APPOINTED
The City Administrator presented a recommendation that Dr. Lawrence
Whittaker be retained as the Police Physician for the handling of
blood alcohol tests at an annual retainer fee of $100 for which he
would be available 24 hours a day, and payment for services at the
rate of $12.00 per hour.
On motion by Green, second Gisler, Council appointed Dr. Lawrence
Whittaker as Police Physician for the handling of.blood alcohol tests
for the Police Department, and authorized payment of a $100 annual
retainer fee, for which he would be available 24 hours a day, and
further authorized payment for services at the rate of $12.00 per
hour. Motion carried.

dC11LIFEGUARD AGREEMENTS - COUNTY & HARBOR DISTRICT
On motion by Gisler, second Bartlett, Council approved the Proposed
Agreement between the City and the Orange County Harbor District
for use of City lifeguards on beaches under the jurisdiction of the
District, and the Proposed Agreement between the City and the County
of Orange relative to the granting of financial assistance pursuant
to Section 25550 of the Government Code, and authorized the Mayor
and-,'ity Clerk to execute same on behalf of the City. Motion carried.
=�.\ULI STEERING COMMITTEE - RECOMMENDATIONS - APPROVED
On motion by Kaufman, second Gisler, Council approved the Urban Land
Institute Steering Committee recommendation, and appointed Robert
Merriman and Martin Fenton to said Committee. Motion carried.
HUNTINGTON CONTINENTAL STREET LIGHT - BILL
On motion by Gisler, second Bartlett, Council authorized payment of
an outstanding street lighting bill for Huntington Continental,
accrued prior to the date said dedications were entered on the tax
rolls. Motion carried.
LETTER TO SUE BRUDERLIN - MISS HUNTINGTON BEACH

, 0n motion by Shipley, second Kaufman, Council, directed the City
Administrator to forward a letter of congratulations to Miss Susan
Bruderlin for being chosen Miss Southern California at a recent
pagent. Motion carried.

COMPLAINT - GEO ARNOLD
Mr. George Arnold, City, addressed the Council and issued a complaint
against a business in Huntington Beach operating two parking lots on
one business license.
On motion by Kaufman, second Green, Council referred Mr. Arnolds
complaint to the City Administrator. Motion carried.
ADJOURNMENT_ TO 6/27/66
On motion by Green, second Bartlett, the regular meeting of the City
Council of the City of Huntington Beach adjourned to Monday, June 27
1966, at 6:00 P.M. Motion carried.
