USE VARIANCE NO. 66-24 Engineer: - Galloway and Associates ZONE CASE NO. 66-31 The Staff Report and the Subdivision Committee Report were read by the Secretary. The hearing on Use Variance No. 66-24 and Zone Case No. 66-31 was opened to the audience. Gene Rosenfeld, applicant, addressed the Commission and gave his reasons for requesting the commercial zone. There being no other comment, the hearing was closed. USE VARIANCE NO. 66-28 Engineer - Toups Engineering, Inc. ZONE CASE NO. 66-34 Located 487 feet north of Atlanta Avenue, east of Cannery Street. The Subdivision Committee Report and the Staff Report were read by the Secretary. The hearing on Use Variance No. 66-28 and Zone Case No. 66-34 was opened to the audience. Willis Warner, representing the applicant, addressed the Commission and stated that there were no objections to the conditions suggested in the Subdivision Committee Report and the Staff Report. There being no other comment, the hearing was closed. A MOTION WAS MADE BY LAWSON AND SECONDED BY MILLER TO APPROVE TENTATIVE TRACT MAP NO 6283 WITH THE FOLLOWING CONDITIONS: 1. The Tentative Map received June 16, 1966, shall be the approved layout. 2. Approval of this Tentative Map shall be null and void unless UV # 66-28 is approved by the City Council. 3. All public streets shall comply with City Standards. 4. "F" Drive shall be 60 ft. wide between Lots 58 and 59• "A" Lane shall be 60 ft. wide between Lots 1 and 102. 5. Cannery Street and Atlanta Avenue shall be dedicated and fully improved to City Standards around the "NOT A Part" parcel. 6. The "Proposed Drainage Easement" along the north side of Lot 96 shall be a private easement. 7. The flood control channel shall be fenced to Flood Control Distract Standards. 8. All utilities shall be installed underground. 9. All "Standard Conditions of Approval" for tentative tracts that are applicable shall be complied with. Planning Commission Tuesday, June 21, 1966 A MOTION WAS MADE BY LAWSON AND SECONDED BY WORTHY TO RECOMMEND APPROVAL OF USE VARIANCE NO 66-28 TO THE CITY COUNCIL UPON THE FOLLOWING CONDITIONS: 1. All streets shall comply with standards proposed by the Department of Public Works and approved by both the Planning Commission (August 3, 1965) and City Council (September 7, 1965). 2. The minimum front yard shall be 10 ft. except the minimum front yard for garages entered directly from the street shall be 22 ft. This condition of approval is not general in nature and a precise plan shall be submitted to the Planning Department for approval prior to issuance of any building permits. Said plan shall delineate the house location on each lot. 3. A full-grown tree, as approved by the Park Supervisor, shall be planted.in the front yard of each lot and in the exterior side yard of each corner lot. 4. The minimum lot frontage shall not be less than 50 ft. wide with 5000 square ft. of lot area. RESOLUTION NO. 66-34 A Resolution of the City Planning Commission Recommending Approval of Zone Case No 66-34 to the City Council. A MOTION WAS MADE BY LAWSON AND SECONDED BY MILLER TO ADOPT RESOLUTION NO 66-34, RECOMMENDING APPROVAL OF ZONE CASE NO 66-34 TO THE CITY COUNCIL FOR THE FOLLOWING REASONS: 1. There is an approved Tentative Map on the subject property. 2. The request will change the zoning of the property to conform to its proposed use. ROLL CALL VOTE: AYES: Miller, Worthy, Bazil, Lawson. NOES: None. ABSENT: Crabb, Larkin. THE RESOLUTION'WAS ADOPTED. ZONE CASE NO 66-32 Change of zone from R-A Residential Applicant - Joseph Holtz Agricultural District to R-1 Single Family Residence District and 0-4 Highway Commercial District with setback provisions on 40 acres. The hearing was opened to the audience. Robert Raab, representing the applicant, addressed the Commission and submitted renderings of the proposal. Planning Commission Tuesday, June 21, 1966 RESOLUTION NO 6�-32 A Resolution of the City Planning Commission Recommending Approval of Zone Case No 66-32 to the City Council. A MOTION WAS MADE BY WORTHY AND SECONDED BY MILLER TO ADOPT RESOLUTION NO 66-32 RECOMMENDING APPROVAL OF ZONE CASE NO 66-32 TO THE CITY COUNCIL FOR THE FOLLOWING REASON: 1. The request is in conformance with the Master Plan of Land Use. ROLL CALL VOTE: AYES: Miller, Worthy, Bazil, Lawson. NOES: None. ABSENT: Crabb, Larkin. THE RESOLUTION WAS ADOPTED. USE VARIANCE NO 66-29 To permit the construction and Applicant- George Nagamatsu operation of a roadside vegetable stand to sell and dispose produce in the R-3 Limited Multiple Family Residence District. The Secretary read a letter submitted by C.B. Graham, 6301 Warner Avenue, Huntington Beach, endorsing the request. The Staff Report was read by the Secretary. The hearing was opened to the audience, there being no comment the hearing was closed. A MOTION WAS MADE BY WORTHY AND SECONDED BY LAWSON TO APPROVE USE VARIANCE NO 66-29 UPON THE FOLLOWING CONDITIONS: 1. All sales shall be limited to produce grown on the subject property. 2. The produce stand shall be constructed to Building Department Standards. 3. A $100 cash bond shall be posted to guarantee removal of the building. 4- Use Variance No. 66-29 shall expire June 21, 1967. ROLL CALL VOTE: AYES: Miller, Worthy, Bazil, Lawson. NOES: None. ABSENT: Crabb, Larkin. THE MOTION CARRIED. MASTER PLAN AMENDMENT NO 66-1 Parks, Open Spaces, Schools and Recreation Element to the Master Plan of Land Use. CODE AMENDMENT NO 66-4 - ARTICLE 998 Floyd Belsito, Associate Park and Recreation Fees Planner, made a presentation of Master Plan Amendment 66-1. -4- 6/21/66 Page No. 5 Minutes: H.B. Planning Commission Tuesday, June 21, 1966 CODE AMENDMENT NO 66-5 - ARTICLE 974 Richard Harlow, Associate Park and Recreation Fees on existing Planner, explained Code subdivided property Amendments 66-4 and 66-5. The hearing was opened to the audience on Master Plan Amendment 66-1, Code Amendment No 66-4 and Code Amendment No 66-5. Richard Hollingshead, representing the Ocean View School District, addressed the Commission and spoke in favor of the proposals.- Also speaking in favor of all three items were Norman Worthy, Recreation and Parks Director and Jack Froggett, Huntington Beach,Company representative. Gil Covell, 20800 Beach Blvd., repre- senting Deane Brothers and John Mullen 13794 Beach Blvd., representing Voorheis-Trindle-Nelson, Inc.., addressed the Commission and opposed Code Amendment No 66-4. There being no other comment, the hearing was closed. RESOLUTION NO 66-1 Resolution of the City Planning Commission Recommending Approval of Master Plan Amendment No 66-1 to the City Council. A MOTION WAS MADE BY LAWSON AND SECONDED BY WORTHY TO ADOPT RESOLUTION NO MPA 66-1 RECOMMENDING ADOPTION OF MASTER PLAN AMENDMENT NO 66-1 PARKS, OPEN SPACES, SCHOOLS AND RECREATION ELEMENT TO THE MASTER PLAN OF LAND USED TO THE CITY COUNCIL FOR THE FOLLOWING REASONS: 1. Provide a well-balanced recreational program for the citizens of Huntington Beach. 2. Implement the Urban Land Institute recommendations. 3. Provide a sound basis for purchasing park sites by establishing criteria for the type of recreation, site location and space required. 4. Wherever possible, locate neighborhood parks adjacent to school sites. 5. Acquire at least three recreation, centers; a municipal golf course and central city lake and natural area. 6. Purchase land for parks, open space and recreation prior to development. 7. Utilize all financing programs that are available to the City. -5- 6/21/66 Page No. 6 Minutes: H-.B. ROLL CALL VOTE: AYES: Miller, Worthy, Bazil, Lawson. NOES: None. ABSENT: Crabb, Larkin THE MOTION CARRIED. REPORT ON OIL ZONES Assistant City Attorney, George Shibata, GEORGE SHIBATA addressed the Commission and gave an oral report on'the "0" Oil Zone in the area bounded by Nashville Avenue, Hartford Avenue, Alabama Street, and Florida Street. PETITION TO REMOVE "0" FROM The Secretary read a NASHVILLE, HARTFORD, ALABAMA,AND FLORIDA. petition submitted by Mr..and Mrs. Jack Weide and Mr. and Mrs. Lusker Copper, requesting the Planning Commission to initiate a change of zone to remove the "0" designation from property bounded by Nashville Avenue, Hartford Avenue, Alabama Street and Florida Street. COMMISSION BY-LAWS Assistant City Attorney, George Shibata, LAWSON, SHIBATA submitted an amendment to the Commission By -Laws. ABSENT: Crabb, Larkin THE MOTION CARRIED COMMUNICATION: The Secretary read a communication submitted by the Orange County Planning Commission regarding Use Variance No 5742, which would permit construction of a three story, four unit apartment having covered off-street parking spaces with less than the required width in the C-2 General Business District. The Commission reviewed the request and it was their unanimous recommendation that this variance be denied because the project will result in excessive lot coverage, in- adequate turning radius and inadequate parking spaces.
