To allow the construction of 107 apartment units on 5.976 acres -,in the C-1 and 'C-10 -zone-. The Secretary -informed the Commission that the mean high ,tide line ,sttl,l :has not been determined; -therefore, the public -hearing should be continued ;to September 7., 1966.. The hearing was opened to.the audience, there being.no comment., the hearing was closed. Galloway The Staff Report and the Subdivision Com- mittee Report were read by the'Secretary, The hearings on Use Variance -No. 66-24 and Zone Case No._66-.31 were opened.to the audience. There being no comment, the hearings .were closed.. A MOTION WAS MADE BY CRABB AND SECONDED BY MILLER TO APPROVE TENTATIVE TRACT MAP NO. 6277 UPON THE FOLLOWING CONDITIONS: 1. The Tentative.Map received July 6, 1966, shall be the approved layout. 2. The property line radius of all cul-de-sac streets shall be 46 feet. 4. All public streets shall comply with City Standards. 5. All utilities shall be installed underground. 6. The tract shall be approved for construction of single family homes only. 7. All "Standard Conditions of Approval" for tentative tracts that are applicable shall be complied with. A MOTION WAS MADE BY MILLER AND SECONDED BY CRABB TO RECOMMEND APPROVAL OF USE VARIANCE NO. 66-24 TO THE CITY COUNCIL UPON THE FOLLOWING CONDITIONS: 1. All streets shall comply with standards proposed by the Department of Public Works and approved by both the Planning Commission (August 3, 1965) and City Council (September 7, 1965). 2. The minimum front yard shall be 10 ft. except the minimum front yard for garages entered directly from the street shall be 22 ft. This condition of approval is not general in nature and a precise plan shall be submitted to the Planning Department for approval prior to issuance of any building permits. Said plan shall delineate the house lo- cation on each lot. 3. A full-grown tree, as approved by the Park Supervisor, shall be planted in the front yard of each lot and in the exterior side yard of each corner lot. 4. The minimum lot frontage shall not be less than 50 ft. wide with 5000 sq. ft. of lot area. An average lot width of 60 f t . of frontage with 6000 sq , f t . of lot area shall be provided for each six contiguous lots in a block. 5. All other requests are denied. RESOLUTION NO. 66-31 A Resolution of the City Planning Commission Recommending Approval of Zone Case No. 66-31 as modified to the City Council. A MOTION WAS MADE BY LARKIN AND SECONDED BY CRABB TO ADOPT RESOLUTION NO. 66-31 RECOMMENDING APPROVAL OF ZONE CASE NO. 66-31 AS MODIFIED FOR AN R-1 TO THE CITY COUNCIL FOR THE FOLLOWING REASONS: -2- 7/6/66 Page No. 3 MINUTES: H.B. Planningg Commission Wednesday, July 6, 1966 1. There is an approved Tentative Map on the subject property. 2. The request will change the zoning of the property to conform to its proposed use. ROLL CALL VOTE: AYES: Larkin, Miller, Worthy, Bazil, Crabb, Tom, Lawson. NOES: None. ABSENT: None. THE RESOLUTION WAS ADOPTED. TENTATIVE TRACT MAP NO. 5525 USE VARIANCE NO. 66-30 Subdivider: Flallon Corporation ZONE CASE N0. 66-35 Engineer: Millet, King & Assoc. The Staff Report and the Subdivision Committee Report were read by the Secretary. The Secretary informed the Commission that he received a telephone call from the Westminster School District stating that the School District did not have objections to the proposed development. The hearings on Use Variance No. 66-30; and Zone Case No. 66-35 were opened to the audience. The following persons addressed the Commission and spoke in favor: Elias Miller, 6303 Wilshire Blvd, Los Angeles; George Smith 433 N, Palm Drive, Beverly Hills and Norman Craig, 145 East 18th Street, Costa Mega. was closed. There being no other comment, the hearing Commission discussion was held. The Secretary suggested that the Planning Commission take action on the zone case prior to acting on the Tentative Tract and Use Variance. He pointed out that this corner is currently master planned and zoned for commercial use, containing 8.2 net acres and that the applicants are propos- ing to reduce this to 1.7 net acres. RESOLUTION NO. 66-35 A Resolution of the City Planning Commission Recommending Approval of Zone Case No. 66-35 to the City Council. A MOTION WAS MADE BY CRABB AND SECONDED BY LAWSON TO ADOPT RESOLUTION NO. 66-35 RECOMMENDING APPROVAL OF ZONE CASE N0, 66-35 TO THE CITY COUNCIL FOR THE FOLLOWING REASONS: 1. There is existing commercial zoning on a half mile segment. 2. Property to the west is zoned industrial and the remaining area is built up with residential uses, -3- 7/6/66 Page No. 4 Minutes: H.B. Mr. Adams•, applicant, addressed the Commis- sion and gave his reasons for the request. There being no other comment,- the -hearing was closed. It was the consensus of the Commission to continue the hearing on Use Variance No,. 66-31 in -order to give the applicant time to contact the, State of California regarding his lease. THE MOTION CARRIED., CODE AMENDMENT NO. 66-14 S-1 SHORELINE DISTRICT The Secretary informed the Commission that this proposed code amendment will.expand'the, uses permitted in the S-1 Shoreline Zone. He pointed out that private recreation facil- ities and concessions will be permitted subject to the approval; of a Use Permit by the Planning Commission.. In addition, off-street parking, yards and signs wi11_be determined by the Planning Commis- sion. The hearing was- opened' to the'audience.. Richard Volpert,, 433 S . Planningg Commission Wednesday, July 6, 1966 addressed the Commission and stated that the proposed ordinance should be more specific and needs additional guidelines for the Commission. There being no other comment, the hearing was closed. It was the consensus to continue the discussion on Code Amendment No. 66-14 to the Study Session meeting on'July 26, 1966 and to continue the public hearing to August 2, 1966. NOES: None. ABSENT: None. THE MOTION CARRIED. ZONE CASE NO. 66-36 RESOLUTION OF INTENT S-1 ZONE The Secretary informed the Commission that this zone case was initiated by the City Council, and includes all R-1 property along the beach and all water from the mean high tide line to the 3 mile limit and proposes to place it in the S-1 Shoreline Zone. The hearing was opened to the audience. Randolph Karr, 610 S. Main Street Los Angeles, representing the So..Pacific Railroad Company, addressed the Commission and informed them that the railroad will be aban- doned approximately by September 1, 1966. Richard Volpert, representing the Bolsa Beach Corporation addressed the Commission and opposed the subject zone case. There being no other comment, the hearing was closed. A MOTION WAS MADE BY CRABB AND SECONDED BY MILLER TO CONTINUE THE HEARING ON ZONE CASE NO. 66-36 TO AUGUST 2, 1966. Planningg Commission Wednesday, July 6, 1966, DISCUSSION: The Commission discussed adopting an interim holding zone for the beach and adjacent property to allow time for.adoption of a Master Plan. Assistant City Attorney, George Shibata, stated that,such,zoning was within the authority of the City under Government Code S. 65806, but that it requires the City to adopt or plan to adopt a master plan-in:the area under question. He stated that this zoning is only valid -for one year. A MOTION WAS MADE..BY CRABB AND SECONDED BY LAWSON TO INSTRUCT THE STAFF'TO WRITE A LETTER OF TRANSMITTAL TO THE CITY COUNCIL'RECOMMENDING ADOPTION.OF AN INTERIM ZONE FOR THE BEACH AND ADJACENT AREAS'AND TO ENCOMPASS WHATEVER AREA THE CITY COUNCIL FEELS -.SHOULD COMEIUNDER THE MASTER PLAN FOR THE BEACH AND DOWNTOWN VICINITY. ROLL CALL VOTE: AYES: Larkin, Miller, Worthy;,Bazil,'Crabb, Tom,-Law'son. NOES: None. ABSENT: None. THE MOTION CARRIED. INFORMATION; The'Secretary informed the Commission that the City Council has requested that all capital improvements=projects be reviewed by those depart- ment heads concerned and by the Planning Commission prior to submission of capital projects to the City Council for their consideration. COMMUNICATION: WARNER.TELEPHONE EXCHANGE BUILDING PARKING LAYOUT Richard.Harlow, Associate Planner, addressed the Commission and stated that he has received a plot plan of the proposed parking l:ayout.for General Telephone Company's Exchange Building. Mr. Harlow stated that the code does not state the parking ratio for this' -type of,use; therefore, the subject re- quest was brought to the Commission for consideration and decision. It was the consensus -of the Commission that the Staff should determine the parking requirements. INFORMATION: The Secretary informed the Commission that the City Council has referred the Master Plan of Land.Use Study Area II back to the Commission for further study and report. It was the consensus to continue any dis- cussion until the study session meeting on July 26, 1966. -7- - 7/6/66 Page No. 8 Minutes: H.B. Planningg Commission Wednesday, July 6, 1966 Richard Biegler: Richard Biggle r, landscaped architect, addressed the Commission and displayed a sketch of the proposed Murdy Park Site. The Commission discussed parking ratios, directional arrows for traffic, orientation of the tennis courts and location of the recreation building and service facilities. It was noted that this is in line with the City Council policy to have the Planning Commission review capital projects. THERE BEING NO FURTHER BUSINESS, THE MEETING ADJOURNED. K.A.
