The regular adjourned meeti.ng.of the City Council of the City of
Huntington Beach was.called to order at 7:00 P.M..:by Mayor -Pro Tempore
Shipley, in the absence of Mayor Stewart..
The Pledge of Allegiance was. given by all present in the„ Council
Chamber.

RECREATION & PARKS COMMTSSION.APPOINTMLNTS:
On motion by Green, Councilauthorized the following.;appointments to
the City Parks and Recreation.Commission:
Mrs. Norma Gibbs to term ending June 30, 1970.
Mrs. Lorraine Faber to term.ending.June,30 ..1969.._
Motion carried.
CAPITAL IMPROVEMENT PROGRAM
Councilman Kaufman discussed the preparation of a Resoluti.oncovering
a definite capital improvement program -;for. the City,.with.the-City
Administrator to be responsible for the.preparation of.said..program
by February.lst of each year, based.-ona five.year projection -,.in
order that sAid program,mgh.t;be included in the annual budget
On motion by Kaufman, Council :directed the City.Attorney to prepare
a Resolution covering_a definite capital improvements program,.and
submit same to Council. Mo-tion carried;
,, � APPEAL FEES- TENTATIVE TRACTS
Councilman Kaufman discussed the method used in app+ealing..the filing
and conditions stipu:lated,on Tentative Tract Maps.
On motion by Kaufman;; Council directed that:appeals•on;Tentative�..Tract
Maps hereafter be filed without the charge of any fee therefor.

ANNEXATION PROPOSAL

Councilman Kaufman discussed the proposed location of the desalination
plant, stating that the Planning Commission had recommended the
annexation by the City of the beach and ocean area off Sunset Beach
and Surfside Colony, in August of 1965. He stated that he believed
it would be to the advantage of the City to pursue such annexation.
Chief Lifeguard Moorhouse addressed the Council to point out that
such annexation would probably involve reduction of payments now
being made by Orange. County for lifeguard service in county areas.
Following some discussion by the Council on the matter, a motion
was made by Kaufman directing the City Administrator to study the
annexation proposal and report back to the Council. Motion carried.
.�� LEGAL AID SOCIETY — OFFICE SPACE
Councilman Green mentioned the matter of availability of space for
an office for the Legal Aid Society of Orange County in the City on
a one day per week basis.
The Administrator informed Councilman Green that an..arrangemont'
had been worked out to permit the use of the U.L.I. quarters by the
Legal Aid Society on a one day per week basis.
i,ITRASH ON SIDEWALKS
Councilman Green discussed the problem of the throwing of trash and
garbage in front of businesses in the downtown area, and suggested
that the Administrator might send letters to the vendors quoting
Chapter 73 of the Huntington Beach Ordinance Code.
OIL WELL EQUI - NUISANCE
Councilman Green then discussed a matter of oil well equipment being
left in parkways along the east and west sides of 18th Street between
Olive and Walnut Avenues, and along 17th Street in the same area.
He stated that he felt that the City should let property owners
know of violation of the Ordinance Code in this respect.
On motion by -Green, Council directed the City Administrator to
investigate and to:take steps to correct any possible villations
of the Ordinance Code by oil operators. Motion carried.
PROPERTY ASSESSMENTS IN CITY
Councilman Coen discussed at some length the assessment of vacant
land in the City, covering some 600 acres which had been investigated
by a citizen. He stated that he thought the City might want to
investigate the possibility of their assuming assessment practices.
On motion by Coen, Council directed the City Administrator to contact
the County Assessor and request:that he appear before the Council to
explain assessment practices, and to verify figures presented.
Motion carried.
,,� CIGARETTE REVENUE
Councilman Coen also discussed possiblLe revenue which might be
derived through the levying of a City cigarette tax, and stated
that he believed the matter should be investigated.

Councilman Kaufman discussed possible revenue which might be derived
through the levying of an oil well tax, and suggested that the City
Administrator obtain copies of the Long Beach and Seal Beach oil
ordinances to check their provisions.

`'OFF SHORE OIL RIGHTS
On motion by Kaufman, Council directed the City staff to investigate
procedures involved in the acquisition by the City of a tideland
grant of all surface'` rights off shore within the City limits, and
to notify the districts legislators that the City proposes to take
such action. Motion carried.
UNDERGROUND UTILITIES
fi Councilman Kaufman informed the Council that he believed the City
should initate, from a Council level, the cleanup of Pacific Coast
Highway; and take further steps to have utilities placed underground.
On motion by Kaufman, Council directed the institution of a feasibil-
ity study for putting utilities underground on City property, and
the preparation of a Resolution to the State of California informing
them of such policy, requesting that they take steps to get utilities
on state property underground. Motion carried.
BILLBOARDS & ADVERTISING SIGNS ON CITY & STATE PROPERTY
Councilman Kaufman discussed the billboard situation in the City,
stating that there are four or more on City property, and expressing
his opinion that steps should be taken to eliminate them.
Following discussion by the Council, Councilman Kaufman moved that
directional and advertising signs on municipal property be eliminated,
as soon as possible. Motion carried.
On motion by Kaufman, Council directed the City Attorney to prepare
a Resolution requesting the State of California, Division of Highways,.
to have all billboards on State property within the City limits
removed as soon as possible. Motion carried.
rN UNDERGROUND UTILITIES - PROCEDURES
Councilman Kaufman further discussed the utility situation and
recommended.that the City Attorney be directed at the next meeting
to prepare procedures stipulating that all new utilities be installed
underground. The matter was discussed at some length by the Council
and the City Attorney.
P C HWY DEVELOPMENT - ARCHITECTURAL REVIEW BOARD
Councilman Kaufman presented the matter of the development of a
master plan for the Pacific Coast Highway in the very near future.
He expressed concern about the construction presently taking place
and due to develop in the immediate future. Councilman Kaufman
discussed a proposal for the establishment of an Architectural Review
Board to pass on any proposed new construction.
City Attorney Bush advised the Council that they have the authority
to declare an interim holding zone in selected areas df the City.
Councilman Kaufman requested that action be taken to have a study on
procedure for establishing an interim holding zone on Pacific Coast Hwy.
and to establish an Architectural Review Board.
On motion by Kaufman, Council directed the City Administrator to
provide the information requested on the interim holding zone and
the Architectural Review Board. Motion carried.

U.L.I. STEERING COMMITTEE - €2.ECOMNfENDATIONS AUTHORIZED
The City Administrator read a letter from the Urban Land Institute
Citizens�Steering Committee requesting Council to authorize a basic
survey in the old commercial section of the City to determine the
extent of deficiencies in the area in respect to the Building Code
Fire Code, Utilities and Zoning, and direct that studies be conducted
within various City departments involved; that such study be
coordinated through the Administrator and department heads involved;
and that Council make available any required funds in connection
therewith.
On motion by Kaufman, Council approved the request of the U.L.I.
Citizens Steering Committee, and authorized appropriation of necessary
funds. Motion carried.
POLICY - DISPOSAL AREA

Councilman Green presented the matter of junk cars, move -in houses,
and old `oil derricks being brought into the City for disposal. He
recommended that the Council issue a statement of policy against
using Huntington Beach as a dumping grounds and disposal area.
•A motion was made by Green that Council go on recoro in making a
statement of policy with regard to junk cars, old oil derricks, and
some houses being brought into the City for disposal, stating that
such practice will not be tolerated, and that Ordinances will be
prepared, as necessary, to prohibit same. Motion carried.
WOODEN OIL DERRICK - PRESERVATION
� Councilman Shipley suggested that Council give some thought to
retaining one old wood oil derrick to be placed in a selected spot
as a monument to the City°s past oil booms.
On motion by Coen, Council directed the City Attorney to prepare
a Resolution calling for the preservation of an old wooden oil derrick
for the edification of future generations. Councilman Coen withdrew
his motion before it was put to vote.
On motion by Coen, Council directed the City Administrator to
investigate the possibility of obtaining and relocating an old wooden
derrick. Motion carried.
OIL FIELD SUPT - APPOINTMENT BY ADMINISTRATOR

The Council held some discussion on the employment of an Oil Field
Superintendent, with regard to procedure to be used.
On motion by Kaufman, Council directed the City Administrator to
employ an Oil Field Superintendent. Motion carried.
REFERENCE LIBRARY PROPOSAL
-_,Councilman Kaufman discussed the possibility of setting up in a
small section of the Public Library, a department where all codes,
Council, Planning Commission, Parks and Recreation, and other
Commission and Board minutes, various periodicals received by the
City and miscellaneous matter, could be kept for the use of the
Council, City Officials, and the general public.
U,L.I. INDUSTRIAL CONFERENCE - PRESENTATION
�� Mr. John Costello, coordinator for the ULI Citizens Steering Committee,
`' discussed with the Council a proposal which had been made by Mr.
Robert Merriman, a member of the Committee, that the Huntington Beach
Chamber of Commerce Industrial Committee study be used for presenta-
tion to the ULI meeting in Portland, Oregon.
On motion by Kaufman, Council directed the ULI Steering Committee
to contact the Huntington Beach Chamber of Commerce regarding the
preparation of a program to be presented to the ULI meeting in Port-
land Motion carried.

DATA PROCESSING SYSTEM

The City Finance Director addressed the Council and requested that
they take action on the endorsement of a Data Processing System
for the City, so that they could proceed with further study of the
program.
On motion by Bartlett, Council endorsed the Data Processing System
so that the Finance Department could proceed with the program.
Motion carried.
ADJOURNMENT
On motion by Kaufman, the regular adjourned meeting of the City
Council of the City of Huntington Beach adjourned. Motion carried.
