TUESDAY, JULY 19, 1966 COMMISSIONERS PRESENT: Larkin, Miller, Worthy, Bazil, Crabb, Tom, Lawson. COMMISSIONERS ABSENT: None. MINUTES: On motion by Worthy and seconded by Miller, the Minutes of the Huntington Beach PlaiU. ring Commission of May 17 and June 7, 1966, were accepted as tra-u- scribed and mailed by the Secretary. EXTENSION OF TIME - TENTATIVE TRACT MAP NO 6028 Subdivider: Deane Brothers Engineer: Vooirheis-Trindle-Nelson, Inc. The Secretary read the Subdivision Committee Report. A MOTION WAS MADE BY MILLER AND SECONDED BY WORTHY TO RECOMMEND EXTENSION OF TIME FOR TENTATIVE TRACT'.,MAP NO 6028 TO THE CITY COUNCIL UPON THE FOLLOWING CONDITION: 1. All conditions of approval of the previously approved tentative map shall be complied with. ROLL CALL VOTE: AYES: Larkin, Miller, Worthy, Bazil, Crabb, Tom, Lawson. NOES: None. ABSENT: None. Adams property lot lines for a mobile home park. To move existing fences to property line along Highway -1. And to add 15 or more trailer spaces in the R-A-Q•-District. The hearing was opened to the audience. Rowan C. Adams, applicant, addressed the Commission --and gage his reasons for the request. Harold A. Yates, State Division of Highways Property Management Section, addressed the Commission and opposed construction of any permanent structures, such as a'block wall. There being no other comment, the hearing was closed. A MOTION WAS MADE BY LAWSON AND SECONDED BY WORTHY TO APPROVE USE VARIANCE NO 66-31 UPON THE FOLLOWING CONDITIONS: 1. A change of zone application from R-A to R-5 shall be filed on the property prior to final inspection. 2. The drainage, sewer, water and fire hydrant systems shall be approved by the Department of Public Works and Fire Department. 3. A 6 ft. redwood fence shall be constructed to City Standards along the southeast 'southwest..and northwest boundaries of the t0d. trailer park ..s'a d• fence shall b_e properly maintained. 4. The entire trailer park shall comply with minimum State laws governing mobile home parks. 5. Sewer, water and drainage fees shall be paid. 6. Utilities within the entire trailer park shall be installed underground. 7. A fence, landscaping and sign plan shall be submitted for Planning Department approval prior to the issuance of any building permits. Said plan shall cover the entire trailer park. 8. A 40.ft. wide easementshall be provided from Coast Highway to the adjacent trailer park. Said easement shall include improve- ment rights. 9. A detailed plot plan shall be submitted for Planning Department and Fire Department approval. 10. The proposed trailer park shall not exceed 22 spaces. 11. USE VARIANCE NO 66-32 To allow a motor vehicle storage yard in'the Applicant - Tom Nelson M-1-0 Light Industrial District combined with oil production. The Staff Report was read by the Secretary. The hearing was opened to the audience. ' Tom Nelson, applicant, addressed the Commission and gave his reasons for the request. Tim Talbert, representing the land owners of the subject property, addressed the Commission and spoke in favor_ of the request. There being no other comment the hearing was closed. A MOTION WAS MADE BY WORTHY AND SECONDED BY TOM TO APPROVE,USE VARIANCE NO 66-32 UPON THE FOLLOWING CONDITIONS: 1. Use Variance No 66-32 shall expire July 19, 1968. 2. The applicant shall demonstrate that he has access•to the proposed motor vehicle storage yard and said access road shall be surfaced. 3. A 6 ft. high chain link fence'shall be constructed to Building Department Standards on all sides of the property. 4. Weed Control shall comply with Fire Department Standards. 5. There shall be no stacking of vehicles. 6. The entire storage yard shall be oiled. Application of said oil shall be 0.25 gallons of SC-70 per square yard on sterilized soil. 7. A detailed plot plan that includes all the above conditions shall be submitted to the Planning Department for approval prior to issuance of any building permits. AND FOR THE FOLLOWING REASON: 1. ZONE CASE NO 66-37 Change of Zone from C-4 Applicant - So. Calif. Edison Company Highway Commercial District with setback provisions to M-1 Light Industrial District on 2.28 acres. The Staff Report was read by the Secretary. The hearing was opened to the audience. Robert P. Burbank, representing the So. California Edison Company, addressed the Commission and gave his reasons for the request. There being no other comment, the hearing was closed. RESOLUTION NO 66-37 A Resolution of the City Planning Commission Recommending Approval of Zone Case No 66-37 to the City Council. . A MOTION WAS MADE BY CRABB AND SECONDED BY MILLER TO ADOPT RESOLUTION NO 66-37 RECOMMENDING APPROVAL OF ZONE CASE NO 66-37 TO THE CITY COUNCIL FOR THE FOLLOWING REASONS: 1. The properties are adjacent to an existing facility. 2. There is a public need.for expansion of the existing facility. 3. The subject property will be enclosed with a 6' wall. ROLL CALL VOTE: AYES: Larkin, Miller, Worthy, Bazil, Crabb, Tom, Lawson. NOES: None. ABSENT: None. THE RESOLUTION WAS ADOPTED. ZONE CASE NO 66-38 Change of zone from R-A Residential Applicant - Shields -Development Agricultural District to C-1 Neighborhood Commercial District with setback provisions on 4 ± acres. Planning Commission 'tie sday; July 19, 1966 The following persons addressed the Commis- sion and spoke in favor of the subject zone change: Calvin,Schmidt, Attorney for the applicant, Ross Hammond, Soils Engineer, Robert Gullino, Engineer and Larry Shields, the applicant. A petition with 71 signatures endorsing the proposal was submitted to the Secretary. There being no other comment, the hearing was closed. It was noted that the subject property is master planned for low density residential use. RESOLUTION NO 66-38 A Resolution of the City Planning Commission Recommending Denial of Zone Case No 66-38 to the City Council. A MOTION WAS MADE BY LAWSON AND SECONDED BY LARKIN TO ADOPT RESOLUTION NO 66-38 RECOMMENDING DENIAL OF ZONE CASE NO 66-38 TO THE CITY COUNCIL FOR THE FOLLOWING REASONS: 1. This request does not conform to the Master Plan of Land Use. 2. The subject property is feasible for other uses. 3. The ULI recommended against excessive commercial zoning. 4. The Planning Commission policy is not to zone for commercial at the half -mile intersection. ROLL CALL VOTE: AYES: Larkin, Worthy, Bazil, Crabb, Tom, Lawson. NOES: Miller. ABSENT: None. THE RESOLUTION WAS ADOPTED. RECESS CALLED: Chairman Bazil called a recess at 9:35 P.M. COMMISSION RECONVENED: Commission was reconvened at 9:38 P.M. PROPOSED REVISION STANDARD CONDITIONS OF APPROVAL FOR TENTATIVE TRACTS The Planning Commission reviewed the proposed revision to Standard Conditions of Approval for Tentative Tracts. A MOTION WAS MADE BY MILLER AND SECONDED BY LAWSON TO ADOPT THE REVISED STANDARD CONDITIONS OF APPROVAL FOR TENTATIVE TRACTS. ROLL CALL VOTE: AYES: Larkin, Miller,'Worthy, Bazil, Crabb, Tom, Lawson. PLANNING COMMISSION BY-LAWS The Planning Commission reviewed their proposed By -Laws. A MOTION WAS MADE BY CRABB AND SECONDED BY WORTHY TO ADOPT THE PROPOSED BY-LAWS AND RECOMMENDED APPROVAL BY THE CITY COUNCIL. ROLL CALL VOTE: AYES: Larkin-, Miller, NOES: None. ABSENT: None. THE MOTION CARRIED. Worthy, Bazil, Crabb, Tom, Lawson. , COMMUNICATION: The Secretary read a letter submitted by the Assistant City Attorney-, George Shibata,regarding control of alcoholic beverage sales in commercial districts. The communication was received and ordered filed. COMMISSIONER CRABB: Commissioner Crabb informed the Chairman that he will resign as a member of the Commission after the first meet- ing in August, 1966..
