None The minutes of July 13, 1966 were accepted as transcribed. USE PERMIT NO. 66-22 Applicant: Huntington Harbour Corp. To permit the construction of a bank building in the C-4 Highway Commercial District with setback provisions. Located at the southeast corner of Pacific Coast Highway and Admiralty Drive. Legally described as being a portion of Fractional Section 19-5-11. Further legal on file in the Planning Department Office. The hearing was opened to the audience. . Mr. D. M. Capps and Clarence Lutes, representing the applicant, explained the reasons for the request. Mr. Harlow asked how high the deck would be and if it would have a safety rail. Mr. Capps and Mr. Lutes stated that the deck would be h6,-,higher than 24 inches above finish grade and the building would be an exacttreplica of their sales office except for a few modifications. One of the modifications will be the installation of a safety rail on the outer edge of the deck. It was also brought to the atten- tion of the applicant that the height of the wall abutting Pacific Coast Highway could not exceed 42 inches in height. It was noted that a screen wall would have to be constructed along Admiralty Drive to separate the parking lots from the street. The suggested conditions of approval were reviewed. Board discussion followed. A MOTION WAS MADE BY HARLOW AND SECONDED BY MANDRELL TO APPROVE USE PERMIT NO.66T22 SUBJECT TO THE FOLLOWING CONDITIONS: 1. Pacific Coast Highway and Admiralty Drive shall be fully improved to City and/or State Standards. Improvements shall include street trees, street signs, and street lights. 2. Streets shall conform to City and/or State Standards. Master Plan of Arterial Street and Highways Standards shall apply where applicable. Water supply shall be through the City of Hunting- ton Beach's water system. 4. Sewage disposal shall be through the City of Huntington Beach's sewage system. 5. Preliminary and final soil reports shall be submitted by an approved private soils engineer to the City prior to issuance of building permits. 6. A plan conforming to the grading ordinance shall be submitted to the Department of Public Works for approval prior to issuance of a building permit. 7. All utilities shall be installed underground. 8. The water, sewer, and fire hydrant system shall be approved by the Department of Public Works and Fire Department. 9. Off-street parking facilities including landscaping, arrangement, access, paving and striping shall conform to Article 979- 10. A Division of Land shall be filed prior to issuance of a building permit. 11. A 6' high masonry wall, 6" in width, -shall be con- structed along the rear property line if the property to the rear is developed for any use other than commercial. The height of said wall shall be measured from the highest ground surface within 20 ft. of such property line. ROLL CALL VOTE: AYES: Mandrell, Harlow, Day. NOES: None. ABSENT:None. THE MOTION CARRIED. USE PERMIT NO. 66-23 Applicant: Roselyn Kushner To permit a home occupation for the purpose of conducting a ladies wear business in the R-1 Single Family Residence District. Located at 22211 Malibu Lane, Huntington Beach and legally described as Lot 141 of Tract 3903. The hearing was opened to the audience-. Mrs. Kushner, the applicant, stated the reasons for her request, pointing out that the majority of her business would be by appointment only and that no signs will be on the property. It was also brought to the attention of the board that most of the business would be conducted by booking parties in private homes, similar to Tupperware Sales. The applicant stated that she had read the ordinance pertaining to home occupations and would have no trouble conforming to the regulations. was closed. Board discussion followed. USE PERMIT NO.66-24 Applicant: Christopher G. Mohr To allow a home occupation for a mail- ing address in conjunction with the operation of a business. Located at 21302 Greenspray Lane, Huntington Beach and legally described as Lot 85, Tract 5560, Villa Pacific Tract. The hearing was opened to the audience. There being no one present to speak for or against the proposal, the hearing was closed. Board discussion was held on the matter. A MOTION WAS MADE BY HARLOW AND SECONDED BY MANDRELL TO APPROVE USE PERMIT NO. 66-24. ROLL CALL VOTE: AYES: Mandrell, Harlow, Day. NOES: None. ABSENT: None. THE MOTION CARRIED.
