TUESDAY, JULY 26, 1966 - STUDY SESSION COMMISSIONERS PRESENT: Miller, Worthy, Bazil, Crabb. COMMISSIONERS ABSENT: Lawson,. Larkin, Tom. MINUTES: On motion by Worthy and seconded by Crabb, the Minutes of the Huntington Beach Planning Commission of June 21 and July 6, 1966, were accepted as transcribed and mailed by the Secretary. DISCUSSION:-,MASTER'PLAN - STUDY AREA II Floyd Belsito, Associate Planner, ad- dressed the Commission and made a presentation of the Master Plan of Land Use - Study Area II Beach Boulevard, and Warner Avenue. Mr. Belsito distributed copies of the proposal to the Commission. Since the Planning Commission's previous recommenda- tion -was referred back to them by the City Council for further evaluation, the Planning Staff had prepared an alternate proposal. This proposal reflected a 40% decrease in the amount of highway related commercial. Bill Goodall, 17931 Beach Boulevard, Huntington Beach, addressed the Commission and submitted a petition signed by 5 property owners of the property in question endorsing the proposal for a commercial zone. COMMISSIONER LARKIN Commissioner Larkin arrived at 8:00 P.M. and assumed his duties. Commission discussion was held at length. It was the consensus to continue discussion on this item to the regularly scheduled meeting at which time a full Commission would be present. A MOTION WAS MADE BY WORTHY AND SECONDED BY MILLER TO CONTINUE DISCUSSION ON THE MASTER PLAN OF LAND USE - STUDY AREA II TO- AUGUST 2, .1966. 7/26/66 ROLL CALL VOTE: AYES: Miller, Worthy, Bazil, Crabb, Larkin. NOES: None. ABSENT: Lawson, Tom. THE; -MOTION CARRIED. CHAIRMAN BAZIL: Chairman Bazil excused himself from the meeting at 8:15 P.M. David 0. Crabb assumed the duties of Chairman. DISCUSSION: CODE AMENDMENT 66-14 The Secretary distributed copies SHORELINE DISTRICT of suggested uses in the S-1 i Shoreline District. Richard Volpert, 433 S. Spring Street, Los Angeles, attorney representing the Bolsa Pacific Corporation, addressed the Commission and gave his opinion of the proposed code amendment. Willis Warner, Toups Engineering, addressed the Commission and distributed copies of a suggested revision to the S-1 Shoreline District. It was the consensus to continue the discussion on Code Amendment 66-14 to the Study Session meeting on August 30, 1966, in order to give the Planning Staff time to prepare a further study on the code amendment. A MOTION WAS MADE BY LARKIN AND SECONDED BY WORTHY TO CONTINUE DISCUSSION ON CODE AMENDMENT NO 66-14 TO THE AUGUST 30, 1966 STUDY SESSION. ROLL CALL VOTE: AYES: Larkin, Worthy, Miller, Crabb. NOES: None. ABSENT: Bazil, Tom, Lawson. THE MOTION CARRIED. DISCUSSION MASTER PLAN - STUDY AREA I Floyd Belsito, Associate Planner, made a presenta- tion of the Master Plan of Land Use - Study Area I. Mr. Belsito distributed copies of an analysis of the general plan in relation to Study Area I to the Commission. 's The Secretary read a letter submitted by Robert Gulino, Voorheis-Trindle-Nelson, Inc., regarding the possibility of developing the rotary mud dump to a residential use if it is master planned for medium density and commercial. Mr. Harry Johnson, representing Steverson Brothers, addressed the Commission and requested consideration of this proposal. -2- 7/26/66 A MOTION WAS MADE BY MILLER AND SECONDED BY LARKIN TO INSTRUCT THE SECRETARY TO SET A PUBLIC HEARING ON THE MASTER PLAN - STUDY AREA I FOR AUGUST 16, 1966. ROLL CALL VOTE: AYES: Miller, Larkin, Crabb, Worthy. NOES: None. ABSENT: Bazil, Lawson, Tom. THE MOTION CARRIED. RECESS CALLED: Vice -Chairman Crabb called a recess at 9:10 P.M. COMMISSION RECONVENED: Commission reconvened at 9:23 P.M. DISCfUSSION: MASTER PLAN - GOALS AND OBJECTIVES Floyd Belsito, Associate Planner, addressed the commission and discussed two methods of establishing the goals and objectives for the Master Plan of Land Use. One method would be -a full text explaining in detail the goals and objectives and the other method would be-oa'series of'short general statements. The Planning Commission felt that the second method should be used. DISCUSSION: CODE AMENDMENT - SITE PLAN PROCEDURE The Secretary distributed copies of a proposed Code Amendment - Site Plan Procedure to the Commission. He stated that this amendment describes the procedure used in making a Site Plan application to the Planning Commission and also the manner in which appeals may be made to the City Council. The Commission reviewed and discussed the proposed amendment and it was their consensus to set a public hearing on Code Amendment 66-15. A MOTION WAS MADE BY MILLER AND SECONDED BY WORTHY TO INSTRUCT THE SECRETARY TO SET A PUBLIC HEARING ON COPE AMENDMENT NO 66-15 FOR THE AUGUST 16, 1966, MEETING. ROLL CALL VOTE: AYES: Miller, Worthy, Larkin, Crabb. NOES: None. - ABSENT: Bazil, Lawson, Tom. THE MOTION CARRIED.
