BOARD MEMBERS ABSENT: None. AREA VARIANCE NO. 66-42 Applicant - Roy D. Mason To permit the waiver of a 61 high block wall required by the Huntington Beach Ordinance Code to separate property developed for commercial use from property zoned for residential use, until such time as the property adjacent to the east is developed as a residential use or rezoned commercial. Located on the south side of Heil Avenue, approximately 286, east of Bolsa Chica Street. Legally described as a portion of the NW4j SW4, Section 21-5-11. Further legal description on file in the Planning Department Office. The hearing was opened to the audience. Ralph Allen, representing the applicant, addressed the Board and explained the reasons for the request. He also suggested alternate methodsto postpone installation of the blockwall. Board discussion followed. It was noted that this decision could set a precedent and that adequate justification for approval had not been demonstrated. There being no other comment, the hearing was closed. A MOTION WAS MADE BY HARLOW AND SECONDED BY MANDRELL TO DENY AREA VARIANCE NO. 66-42 FOR THE AFOREMENTIONED REASON. ROLL CALL VOTE: AYES: Mandrell, Harlow, Day NOES: None. ABSENT: None. THE MOTION CARRIED. AREA VARIANCE NO. 66-43 Applicant - Robert S. Farmer To allow the construction of an architectural structure in deviation to the maximum 316" height limit permitted within the setback area. Located at 20371 Craimer Lane, Huntington Beach and legally described as Lot.64 of Tract No. 5192. Page No. 2 Minutes: H.B. Board of Zoning Adjustments Robert Farmer, the applicant, explained his reasons for the request. He stated that there were no ob- jections from the adjoining property owners. It was noted that the architectural structure was to be placed',6 feet from the front property line. Mr. Day stated that there would not be sufficient sight clearance at the driveway, thus a traffic hazard would be created. It was the consensus of the Board that this request could be approved, if it would be placed 10 feet from the front property line. Further Board discussion followed. There being no other comment, the hearing was closed. A MOTION WAS MADE BY HARLOW AND SECONDED BY MANDRELL TO APPROVE AREA VARIANCE NO. 66-43 WITH THE FOLLOW- ING CONDITION: 1. The architectural structure shall be placed 10 ft. from the f ront property line. FOR THE FOLLOWING REASONS: 1. It will add to the aesthetic value of the home and the subdivision. 2. A 10 foot setback will allow sufficient sight clearance. ROLL CALL VOTE: AYES: Mandrell, Harlow, Day NOES: None. ABSENT: None. THE MOTION CARRIED. AREA VARIANCE NO. 66-44' Applicant - Frank Richmond To allow the support for detached sign located within the front yard setback to be 16 inches in width in deviation to the maximum 8 inches in width on property located on the west side of Beach Blvd., 330 ft. north of Taylor Avenue. Legally described as the S 2j Nz, SE4,M491�04'ofSection 35-5-11. Further legal description on file in the Planning Department Office. The applicant, Frank Richmond, was pre- sent to explain his reasons for the request. He stated that this type of sign would match the piers on the main building. It was noted that the ordinance regulating the size of sign support-s is`beiiig amended to allow larger poles than the present 8 inch maximum as long as it does not obstruct vision. It was also noted that there is sufficient distance from the driveways to the sign supports thereby eliminat- ing any sight obstruction. -2- 8/10/66 Page No. 3 Minutes: H.B. Planning Commission Wednesday, August 10, 1966 A MOTION WAS MADE BY DAY AND SECONDED BY HARLOW TO APPROVE AREA VARIANCE NO. 66-44 FOR THE FOLLOWING REASONS: 1. The code is in process of being amended to allow this type of request. 2. It will add to the aesthetic value of the surrounding area. 3. The location of the sign is such that it will not obstruct vision.for sight clearance purposes. ROLL CALL VOTE: AYES: Mandrell, Harlow, Day. NOES: None. ABSENT: None. THE MOTION CARRIED. AREA VARIANCE NO. 66-45 Applicant - Terry Saunders To allow a 20, setback for a garage entered directly from a street in deviation to the required 22 foot setback. Located at 14411 Calneva Lane and legally -described as Lot 35 of Tract 4362. The applicant was present to explain his reasons for the request. Board discussion followed. It was noted that at the time the homes in this tract were constructed, the ordinance required a 20' setback. A MOTION WAS MADE BY MANDRELL AND SECONDED BY DAY TO APPROVE AREA VARIANCE NO. 66-45 FOR THE FOLLOWING REASONS . 1. Homes in the tract all have 20 foot setback to garages.
