COMMISSIONERS'PRESENT: Miller, Bazil, Lawson, Tom.
COMMISSIONERS ABSENT: Worthy, Larkin.
INFORMATION: The Secretary informed the Commission
that a letter pertaining to item
#4 on the agenda was received requesting a continuation'to
September 20, 1966.
The hearing was opened to the
audience, there being no comment, the hearing was closed.
A MOTION WAS MADE BY-LAWSON AND
SECONDED BY TOM TO CONTINUE THE HEARING ON ZONE CASE NO 66-43
TO SEPTEMBER 20, 1966, AT THE REQUEST OF THE APPLICANT.
ROLL CALL VOTE:
AYES: Miller, Bazil, Lawson, Tom.
NOES: None.
ABSENT: Worthy, Larkin.
THE MOTION CARRIED.
ZONE CASE NO 66-41 Change of Zone from R3-0 and R2-0
RESOLUTION OF INTENT to R-3 and R-2.
The hearing was opened to the audience.
Mrs. L. W. Cooper, 1201 Huntington
Street, Huntington Beach addressed the Commission and spoke in
favor of the proposed zone change.
R. W. Day and Fred Kalinborn,
representing the Standard Oil Company, addressed the Commission
and stated that although Standard Oil Company was in favor of
the existing "0" zoning, they would not oppose the proposal.
COMMISSIONER LARKIN: Commissioner Larkin arrived at
7:40 P.M. and assumed his duties.
Earl W:Presson, 920 Huntington
Street, Huntington Beach, addressed the Commission and opposed
the subject zone change.
Mrs. Cooper, 1201 Huntington Street,
Huntington Beach, addressed the Commission and further stated

that if the oil zone remains, it will be a detriment to the
residential area.
There being no other comment, the

RESOLUTION NO 66-41 A Resolution of the City Planning
Commission Recommending Approval
of Zone Case No 66-41 to the City Council.
A MOTION WAS MADE BY LAWSON AND
SECONDED BY TOM TO ADOPT RESOLUTION NO 66-41 RECOMMENDING
APPROVAL OF ZONE CASE NO 66-41 TO THE CITY COUNCIL FOR THE
FOLLOWING REASONS:
1. The area is primarily developed as residential.
2. Oil operations under the present zone could be detrimental
to surrounding areas.
3. If oil exists within the area it can be obtained by whip -
stocking from perimeter well locations.

NOES: None.
ABSENT: Worthy.

ZONE CASE NO 66-44 Change of zone from R-3

The Secretary read a letter of
protest submitted by Wilbur Lorbeer, 23 57th Place, Long Beach..
The hearing was opened to the
audience.
Jerry Nelson, applicant, addressed
the Commission and gave his reasons for the request.
Mr. W. Lorbeer, 23 57th Place,
Long Beach, addressed the Commission and objected to the, proposal.

RESOLUTION NO 66-44 A Resolution of the City Planning

3. When the excavation has been filled the entire filled
area shall be covered with 2 feet of earth which shall be
level with surrounding area, or not more than 1 foot above
the surrounding area.
4. The excavated area shall be enclosed by a steel chain link
type fence not less than 5 feet in height with gates, which
shall be locked when the dump is unattended to control
unauthorized dumping.
5. There shall be no burning on the premises.
6.. The applicant shall obtain the necessary permits from
the Orange County Air and Water Pollution Control District
and the State Regional Water Pollution Control Board for
the operation of this dump..
7. The control of dust from the access roads shall meet the
requirements of the Orange County Air Pollution Control
District.
8. The applicant shall provide an adequate water supply on
the property for fire control purposes. Said supply shall
meet with the approval of the County Fire Marshal —
9. Except at points of vehicular ingress and egress, screen
planting not less than 3 feet in height shall be installed
within and along the north and west property lines as follows:
Nerium oleander in a row 5 feet from the property lines
and not more than. 5 feet apart. Eucalyptus globulus
compacta in a row 15 feet from the property lines and
staggered between alternate pairs of the above oleanders.
Said plantingsshall be maintained in good condition and
allowed to mature to form a dense, hedge -like -growth not
less than 8 feet in height.
An irrigation system shall be installed to assure continu-
ous maintenance of said plantings.
The Pequi:rements of this condition shall meet the approval
of the Superintendent of Building and Safety.
10. Use Variance No 66-37 shall expire August 16, 1967.
11. All provision of the Fire Code shall be complied with.
12. The road shall be oiled_ to Department of Public Works
Standards.
13. Bolsa Chica Street shall be dedicated to City Standards
as a Major Arterial Highway.

applicant, addressed the Commission, and gave his reasons for
the request.

SECONDED BY LAWSON TO APPROVE USE VARIANCE NO 66-36 UPON THE
FOLLOWING CONDITIONS:
1. This variance shall comply with all provisions -of the Oil
Code and Fire Code:
2. Disposal of waste water shall comply with Department of
Public Works Standards.
3. Heil Avenue shall be fully improved to City Standards.
4. Excepting smoke stacks, no structure shall project above
the wall.
5. The entire operation shall be adequately soundproofed
and it shall not be an annoyance td, adjacent property
owners:
6. Landscaping shall be provided as shown on the plot plan
and said landscaping shall be permanently maintained in
a neat and orderly manner.

USE VARIANCE NO 66-35 To allow construction of a nursing
Applicant - James L. Rubel home in the R-2 District.
The Secretary informed the Commis-
sion that this agenda item should be continued until September
20th in order for the applicant to submit his plans and support-
ing data to the Orange County Hospital Planning Committee for
a determination of need and necessity.
The hearing was opened to the audience.

Newport Beach, addressed the Commission and agreed to the
continuance.

SECONDED BY LAWSON TO APPROVE USE VARIANCE NO 66-38.UPON THE
FOLLOWING CONDITIONS:
1. UV # 66-38 shall expire August 15, 1968.
2. UV #66-38 shall apply to this applicant only and the
applicant shall be licensed.
3. All provisions of the Fire Code shall be complied with.
4. There shall be no posting of signs.

STUDY AREA T I made a presentation of the proposed
Masten Plan of Land Use Study Area I. Mr. Belsito distributed
copies of an analysis of the General Plan in relation to Study
Area I.
The Secretary read a letter sub-
mitted by Signal Oil and Gas Company, requesting a continuance
of the hearing to September 7, 1966, in order to reevaluate
their position for development of their property.
The hearing was opened to the
audience.

Costa Mesa, Calif., addressed the Commission and spoke in
favor of the proposal.

AMENDMENT - LANDSCAPING TO THE CITY COUNCIL.

INFORMATION: The Secretary.informed the Commis-
sion that the City Council wants
a Code Amendment developed that will eliminate storage of
outhouses in the "M" zones.

SECONDED BY LARKIN INSTRUCTING THE STAFF TO,PRE A CODE
AMENDMENT THAT WILL ELIMINATE STORAGE OF OUTHOUSES IN ALL
