MINUTES: The minutes of August 3, 10, and 17, 1966, were accepted as transcribed USE PERMIT N0. 66-26 Applicant: Hunt in5zton Harbour Corp. To allow the construction of a shopping center in the C-4 Highway Commercial District. Located on the north side of Davenport Drive, between Saybrook Lane and Algonquin Street and legally described as a portion of the SE4, SW4, Section 20-5-11. The hearing was opened to the audience, Mr. Richard Maitland, representing the applicant, explained the reasons for their request. The applicant reviewed the suggested conditions of approval with the Board. It was noted by the Board that the Traffic Engineer should review the plans for curb cuts. Further Board discussion followed. A MOTION WAS MADE BY DAY AND SECONDED BY HARLOW TO APPROVE USE PERMIT NO.- 66-26'SUBJECT TO THE FOLLOWING CONDITIONS: 1.'- A11'streets shall be dedicated and fully improved to City Standards. Improvements shall include street trees, street signs, and street lights. 2. All streets shall conform to City of Huntington Beach Standards. Master Plan of Arterial Street and Highway Standards shall apply where applicable. Street sections shall be determined by soil 11R1' value and traffic index. 3. Water supply shall be through the City of Huntington Beach's water system. 4. Sewage disposal shall be through the City of Huntington Beach's sewage system. 5. The property shall participate in the local drainage assessment district. 4. Preliminary and final soil -reports shall be submitted by an approved private soils engineer to'the City prior to issuance of a building permit. 8124/66 Page No. 2 Minutes: H.B. The water, sewer, and fire hydrant system shall be approved by the Department of Public Works and Fire Department. 9. Off-street parking facilities including landscaping, arrangement, access, paving and striping shall con- form to Article 979. 10. A plan conforming to the grading ordinance shall be submitted to the Department of Public Works for approval prior to issuance of a building permit. 11. A parcel map shall be filed with the City and recorded. FOR THE FOLLOWING REASON::_ 1. This request is in conformance with the ordinance. ROLL CALL VOTE: AYES: Mandrell, Harlow, Day NOES: None. ABSENT: None. THE MOTION CARRIED. DIVISION OF LAND NO. 66-20 62T)Iicant: R. M. Galloway & Assoc. Inc. To allow a division of land into two separate parcels located approximately 310 feet east of Brookhurst Street, 250 feet north of Atlanta Avenue and legally described as Lots 60, 612 62 of Tract No. 5978. The hearing was opened to the audience, there being no comment, the hearing was closed. A MOTION WAS MADE BY HARLOW AND SECONDED BY DAY TO APPROVE DIVISION OF LAND NO. 66-20 SUBJECT TO THE FOLLOW- ING CONDITION: 1. A parcel map shall be filed with the City and recorded. ROLL CALL VOTE: AYES: Mandrell, Harlow, Day NOES: None. ABSENT: None. THE MOTION CARRIED. DIVISION OF LAND NO. 66-21 Applicant: Chrysler Motors Corp. To allow a division of land into four separate parcels located on the west side of Beach Boulevard, south of Heil Avenue and bounded by the Orange County Flood Control District on the west. Legally described as being a portion of the north half of the southeast quarter of Section 23-5-11. Further legal description on file.in the Planning Department. The hearing was opened to the audience. Mr. Harlow stated that Chrysler Motors filed a division of land on July 20, 1965. 8/24/66 Page No. 3 Minutes: Board of Zoningg Adjustments Wednesday, August 30, 1966 Mr. B. L. Peterson, representing the applicant, reviewed the suggested conditions of approval with the Board. It was noted that a parcel map should be filed with the city and recorded. Further board discussion followed. A MOTION WAS MADE BY HARLOW AND SECONDED BY DAY TO APPROVE DIVISION OF LAND NO. 66-21 SUBJECT TO THE FOLLOWING CONDITIONS: 1. The 80-foot wide street shall be fully improved -to City Standards at the time Parcel II is developed. Improvements shall include street trees, street lights, and street signs. The sidewalk on the south of said street need not be installed when Parcel II is developed, but shall be installed when Parcel III is developed. 2. Beach Boulevard shall be fully improved to State Standards at the time each parcel adjoining it is developed. Improvements shall include street trees, street lights, and street signs. 3. Extension of the 80 ft.•wide street shall be determined when Parcel IV is developed. 4. All streets shall conform to City of Huntington Beach standards. Master Plan of,Arterial Street and Highways standards shall govern where applicable. Street sections shall be determined by soil 11R" value and traffic index. 5. Water supply shall be through the City of Huntington Beach's water system at the time each parcel is developed. 6. Sewage disposal shall be through the City -of Huntington Beach's sewage system at the time each parcel is developed. 7. Drainage of the property shall be approved by the City Department of Public Works at the time each parcel is developed. 8. All buildings on lots abutting a City easement shall be set back five (5) feet from the edge of such ease- ment. 9. Retaining walls may be required where there•is a difference in elevation of one (1) foot between ad- joining 1ots.or lets abutting City right-of-way. Determination shall be made by the Building Depart- ment when grading permits are issued. 10. Preliminary and final soil reports shall be submitted by an approved private soils engineer to.the City prior to issuance of building ' pe rmi is . 11. A six-foot high chain link fence shall be constructed along the north side of Parcel II at the time said parcel is developed, or that portion of the flood control channel adjoining'Parcel I shall'be'fenced in compliance with the Flood Control District standards. 13. A parcel map shall be filed with the City and recorded. ROLL CALL VOTE: AYES: Mandrell, Harlow, Day NOES: None ABSENT: None THE MOTION CARRIED AREA VARIANCE NO. 66-48 Applicant: Lewie Derigo .'To'allow an "addition to a main dwelling to encroach to within 4 feet of the side property line in de- viation to the required 5' side yard setback. Located on the west side of Main St., 60' north of Crest Avenue'and-legally described as Lots 5 and 7, Block 810, Wesley Park Section. The hearing was opened to the audience. Mr. Lewie Derigo, the 'applicant, ex- plained his reasons for the request. Mr. Day stated that the driveway would have to be closed off on Main Street. Further`board'discussion followed. A MOTION WAS MADE BY DAY AND SECONDED BY HARLOW TO APPROVE AV NO. 66-48 SUBJECT TO THE FOLLOWING CONDITION: 1. The driveway on Main Street shall be replaced with curbs gutters and sidewalks. FOR THE FOLLOWING REASON: 1. The majority of the houses in the surrounding area en- croach to within 4 feet or less of the side property line. ROLL CALL VOTE: AYES: Mandrell, Harlow, Day."
