Page //2 - Minutes, September 6, 1966 CC-045 - SIGNALIZATION AGREEMENT —CITY OF WESTMINSTER he Clerk presented a transmittal from Director of Public Works of an agreement executed by'the`City.'of Westminster which provides for partial financing of the traffic signal proposed for the Goldenwest and McFadden Avenues. On Motion by Bartlett, Council approved traffic signal agreement CC-045 between the City and the City of Westminster, and authorized the Mayor and City Clerk to execute same on behalf of the City. Motion carried. IMPROVEMENT OF WARNER AVE - AGREEMENT - COUNTY OF ORANGE Mayor Stewart requested and was granted permission to abstain from action on an agreement for the improvement of Warner Avenue due to a possible conflict of interest, and vacated his place at the Council table. In the absence of the Mayor Pro-tem, the City Clerk assumed the chair and presented the following item for Councii's consideration. An agreement between the'County 6f Orange and'the City of Huntington Beach providing for construction and payment of the County portion of im- provements on Warner Avenue from Pacific Coast Highway to 3120 feet East. On motion by Kaufman, Council approved the Agreement between the City and,the County of Orange, and authorized the Mayor and City: Clerk to execute same on behalf of•the City. Motion.carried. Mayor Stewart resumed his place at the Council table. ASSESSMENT DISTRICT 6603-,LUMINETICS -,EXTENSION OF CONTRACT TIME �7 The Clerk'presented. a communication from the Director of Public Works stating that an'extension of,cantract time had been requested by Luminetics, Contractor on Assessment District. No. 6603, due to a manu- facturers delay in furnishing light standard poles. 'The Director of Public Works has granted an-' extension -of 20 calandar ,days to Luminetics to complete said work. On motion by Coen, Council ratified the,0irector of Public Worrks' action in granting an exiension.of 20 calandar days on the contract time for theinstallation of street lght:standards in Assessment District 6603. Motion carried. 5192 - DEDICATION OF IMPROVEMENTS - MEREDITH COMP The Clerk presented a,communication from the Director of Public Works recommending acceptance,of `dedicated'.imp'rovements and authorization to release the Monument Bond and terminate the Three -Party Agreement and the ,Subdivision Agreement,in Tract 51.92 - Meredith Company. On motion by Kaufman, Council accepted improvements dedicated for public use in Tract_ 5192; authorized the release of the Monument Bond and termination of the Three-Party`Agreement and Subdivision Agreement, and directed that the developer be notified by the City Clerk and the bonding company notified by the City Treasurer. Motion carried. PEDESTRIAN WALKWAY - WARNER AVENUE Mel City Administrator discussed the matter of the proposed pedestrian walkway on Warner Avenue. He reported that a study by the Public Works Department indicated that it was not feasible to continue with plans for said walkway. On motion by Coen, Council instructed" the Director ,of Public Works to expedite the removeal of all encroachments in the Street Right -of -Way on Warner Avenue between Beach Boulevard and Gothard Street. Motion carried. MAIN STREET LIGHTING SYSTEM The Public Works Director reported"to Council that a study of the Main Street Lighting System indicated that it would cost more than the Council had planned to renovate the:street 1-ighting system on Main Street and Coast Highway. `Several:suggestions were ma.de'to'the Council of ways this renovation could,:be handled. The City Administrator,was-instructed to study possible financing this matter. EXPANSION OF FINANCE DEPARTMENT` On motion by Kaufman, Council approved the recommendation of the City Administrator for the building of a room into the Council Chamber for Finance Department billing machines. Motion carried. CITY PROPERTY - TITLE SEARCH On motion by Bartlett, Council authorized the payment of $1400.00 to Mr.. Charles P.
