HomeMy WebLinkAbout1966-09-21MINUTES HUNTINGTON BEACH BOARD OF ZONING ADJUSTMENTS Council Chambers, Civic Center Huntington Beach, California Wednesday, September 21, 1966 BOARD MEMBERS PRESENT: John Mandrell, Richard Harlow, Sam Ferguson BOARD MEMBERS ABSENT: None. AREA VARIANCE NO. 66-58 Applicant: Anthony Ferro To allow a garage entered directly from a street to setback 18 feet in deviation from the required 22 feet. Located on the north side of Tyrone Circle, 205 feet west of Toway Lane. Legally described as Lot 58 of Tract 4275. The hearing was opened to the audience. Mr. Ferro, the applicant, explained the reasons for the request. He stated that he needed the extra room for his family and the most economical way to enlarge his house was to convert the existing garage into an additional room and build a new garage. It was noted by the Board that an 181 setback would be against the Planning Commission and City Council Policy. There being no other comment, the hear- ing was closed to the audience. Board discussion followed. It was the consensus of the Board that a 20' setback could be granted because other garages in the area have the same setback. A MOTION WAS MADE BY HARLOW AND SECONDED BY FERGUSON TO APPROVE AREA VARIANCE NO. 66-58 SUBJECT TO THE FOLLOWING CONDITION: 1. The garage door shall be set back 20 feet from the street. FOR THE FOLLOWING REASON: 1. Other garages in the area have the same setback. ROLL CALL VOTE: AYES: Mandrell, Harlow, Ferguson. NOES: None. ABSENT: None. THE MOTION CARRIED. USE PERMIT NO. 66-27 Applicant: A. J. Land Company To permit a super service station with a conveyorized car wash in the C-4 Zone. Located on the north side of Edinger Avenue, and 310 feet east of Edwards Street and legally described as the easterly 250 feet of Lot 59, Tract 4277. Minutes: -Board of Zoning Adjustments Wednesday, September 21, 1966 The hearing was opened to the audience Robert M. DeGuise, 15961 Wicklow Lane,' presented a petition to the Board objecting to the proposed request. Mrs. James W. Liles, 15951 Wicklow Lane, stated that this type of business would present a traffic hazard and be too noisy for the abutting property owners. She also stated that she works evenings, thus she will have to sleep in the daytime, and this would be impossible due to the machinery used. Mr. Paul D. Monroe, 15971 Wicklow Lane and Edwin Collins, Jr., 15972 Wicklow Lane also spoke against the proposed use permit because they felt that noise from this type of business would reduce the re -sale value of their property. Kenneth Clark, the applicant, explained that this type of car wash is different from the standard type of car wash in that it is completely enclosed on both sides with 8" slump stone and the machinery is muffled causing it to be much more slient than what is presently used for car washes. He also answered various questions asked by the audience and Board. Mr. Clark stated that this area is zoned for commercial use and that a commercial building will eventually be constructed at that location. It was noted by the Board that the main objection from the persons in the area concerned the noise emanating from the car wash building and not the cars using the facility, but the design of the building is such that noise will be kept to a minimum. It was also noted by the Board that this type of use is permitted in the C4 Zone and the use permit is required as a review procedure. A MOTION WAS MADE BY HARLOW AND SECONDED BY FERGUSON TO APPROVE USE PERMIT NO. 66-27 SUBJECT TO THE FOLLOW- ING CONDITIONS: 1. A revised plot plan showing landscaping on 3% of the site and construction of a block wall at the east end of the building shall be submitted to the Board for review. 2. Off-street parking facilities including landscaping, arrange- ment, access, paving and striping shall conform to Article 979. 3. A 61 high block wall shall be constructed on the east .and north sides of the property to City standards. 4. All applicable ordinances pertaining to property in the C-4 Zone shall be complied with. FOR THE FOLLOWING REASON: 1. This type of use is permitted in the C-4 Zone.
