MINUTES: On motion by Tom and seconded by Larkin,
the Minutes of the Huntington Beach
Planning Commission of September 7 and 20, 1966, were accepted
as transcribed and mailed_by the Secretary.
USE PERMIT NO. 65-15 - Continued
Applicant - Huntington Pacific Corp.
The Secretary informed the Commission
that the mean high tide still has not been determined by the
State Lands Commission; therefore, the public hearing should
be continued until November L, 1966.
The hearing was opened to the audience,
there being no comment the hearing was closed.

ZONE CASE NO. 66-50 Change of zone from R-A Residential
Applicant - Wm. F. Slater Agricultural District to C-4 Highway
Commercial District with setback
provisions.
The Secretary read the Staff Report.
The hearing was opened to the audience.
Julius Gomes, representing the applicant,
addressed the Commission and asked several questions regarding
the Staff Report.
There being no other comment the hearing
was closed.
The Secretary pointed -out -that the. -Master
Plan designates this property_for highway related commercial use
and this designation is based on a premise that the Huntington
Beach Freeway will be located east of Golden West Street. The

Secretary informed the Commission that the Urban Land Institute
was asked to establish boundaries for the central industrial
district, and they determined that the western boundary should
be established by the freeway and that the freeway should be
located along the west side of Golden West.
It was the consensus to continue the
hearing to January 3, 1967, in order to provide time to complete
a master plan study.

addressed the Commission and answered some questions.

RESOLUTION NO. 66-49 A Resolution of the City Planning Commission
Recommending Approval of Zone Case No. 66-49
to the City Council.
A MOTION WAS MADE BY LARKIN AND SECONDED
BY LAWSON TO ADOPT RESOLUTION NO. 66-49 RECOMMENDING APPROVAL OF
ZONE CASE NO. 66-49 TO THE CITY COUNCIL FOR THE FOLLOWING REASONS:
1. The subject property will be annexed to the City.
2. The change of zone will conform to the present use of property.

USE VARIANCE NO. 66-43
Applicant - Huntington Beach Co.
To permit the following:
1. The operation of a natural
gasoline and absorption plant,
located less than 2000 feet
from the nearest "R" District
or "A" District designated for
future residential development.
2. buildings and structures in
excess of 40 ft. in height.
The hearing was opened to the audience,
there being no comment the hearing was closed.
Discussion followed.
A MOTION WAS MADE BY LAWSON AND SECONDED
BY TOM TO APPROVE USE VARIANCE NO. 66-43 FOR THE FOLLOWING REASONS:
1. The request will allow the continued use of an existing natural
gasoline and absorption plant.
2. The property is within a developed oil field.
3. The property will remain in its present use as long as the
oil field is in operation.

THE MOTION CARRIED.
USE VARIANCE NO. 66-44 To permit the erection of 3

M-2-0 Industrial District com-

in the M-1-A Restricted Manufactur-
ing District.
The Staff Report was read by the Secretary.
The hearing was opened to the audience.
A representative of the So. Calif. Edison
Company was present and explained the type of sign they proposed
to build.
There being no -further comment the hearing
was closed.
A MOTION WAS MADE BY TOM AND SECONDED
BY LARKIN TO APPROVE USE VARIANCE NO. 66-44 UPON THE FOLLOWING
CONDITIONS:
1. The proposed signs shall setback 50 ft. from the ultimate right-
of-way.
2. The proposed signs shall be located as shown on the plot plan.

Applicant - Jack Ellsworth to be arranged other than as required

The Secretary read a letter submitted by
the applicant appealing denial of Area Variance 66-49 by the Board
of Zoning Adjustments.
The Staff Report was read by the Secretary.
The hearing was opened to the audience.
Mr. Jack Ellsworth, applicant, addressed
the Commission and gave his reasons for the request.
Mrs. John Swanner, 2315 Bullington Street,
Wichita Falls, Texas addressed the Commission and objected to
the variance.

There being no other comment, the hearing

It was the consensus to continue the
hearing on Use Variance No. 66-49 to October 18, 1966, in order
to make an on -site investigation.

CONSENT OF THE APPLICANT.

CODE AMDENDMENT NO. 66-16
The Secretary informed the Commission
that this code amendment will prohibit the storage of outdoor
sanitation facilities in all industrial zones and it will cause
abatement or removal of those that are existing within 6 months.

require screening of all rooftop mechanical equipment in the
professional, commercial and industrial zones.

BY TOM TO RECOMMEND ADOPTION OF CODE AMENDMENT NO. 66-16 TO THE
CITY COUNCIL.

proposed code amendments pertaining to clarification of the
minimum open space provision and eave returns as an architectural
feature in the residential zones.
The Commission reviewed the proposed code
amendments.

BY LARKIN TO INSTRUCT THE SECRETARY TO SET A PUBLIC HEARING ON
CODE AMENDMENT NO. 66-18.
ROLL CALL VOTE:

NOES: None.
ABSENT: Worthy, Miller.

DISCUSSION: The Secretary distributed copies of a proposed code
amendment pertaining to setbacks in commercial zones.
The Commission reviewed the proposed code
amendment and it was the consensus to conduct further studies on
the matter.
A MOTION WAS MADE BY LAWSON AND SECONDED
BY LARKIN TO INSTRUCT THE SECRETARY TO PREPARE FURTHER STUDIES
PERTAINING TO SETBACKS IN COMMERCIAL ZONES.

THE MOTION CARRIED.
DISCUSSION: UNDERGROUND UTILITIES
Richard Harlow, Associate Planner,
addressed the Commission and discussed the possibility of requir-
ing all on -site utilities to be placed underground.
It was the consensus of the Commission
that the Staff prepare a code amendment which would require on -
site utilities to be installed underground.
DISCUSSION: Richard Harlow, Associate Planner, addressed
the Commission and discussed the possibility
of rezoning 17th Street from its present industrial zone.
It was the consensus to conduct a study
of the area for discussion at the next study session meeting.
