HUNTINGTON BEACH BOARD OF ZONING ADJUSTMENTS

BOARD MEMBERS PRESENT: John Mandrell, Richard Harlow,
Dan McFarland.
BOARD MEMBERS ABSENT: None.
AREA VARIANCE NO. 66-80
Applicant: Bill Winterberg
To allow a pole sign to be 721
high in deviation to the required 50' height limit in
the C-4 Zone. Located on the southwest corner of Edinger
Avenue and Beach Boulevard and legally described as Lots
1, 2, 3 and 4 of Tract 417.
The hearing was opened to the
audience.
Bill Winterberg, representing
Mobil Oil Company, explained the reasons for the request.
He stated that the additional height was needed for
exposure to the freeway.
It was noted by the Board that
the signs in Huntington Beach do not exceed the 50' height
limit.
The applicant requested a contin-
uance to check the height of signs in the City.
There being no -further business,
the hearing was closed to the audience.
Board discussion followed.
A MOTION WAS MADE BY MANDRELL AND
SECONDED BY MCFARLAND TO CONTINUE AREA VARIANCE NO.
66-80 UNTIL NOVEMBER 23, 1966.

ABSENT: None.

AREA VARIANCE NO. 66-81
Applicant: Herbert M. Shyer
To allow a 6' high fence to be
constructed 8' from the front property line in deviation
to the required 151 front yard setback located at 3921
Kitten Circle and legally described as Lot 9,6 ,of _,Tract
3132.
The hearing was opened to the
audience.
Tony Helbling, representative of
Huntington Harbour Sales Corporation, explained the request.

Herbert Shyer, the applicant,
explained that the fence would be built too close to the house
if they complied with the ordinance because of the configura-
tion of the cul-de-sac lot.
It was noted by the Board that
it TAD uld be against Planning Commission and City Council
policy to have less than a 10' front yard setback.
Board discussion followed.
A MOTION WAS MADE BY MANDRELL
AND SECONDED BY HARLOW TO APPROVE AREA VARIANCE NO. 66-81
FOR A 10' FRONT YARD SETBACK INSTEAD OF THE 8' AS REQUESTED
FOR THE FOLLOWING REASONS:
1. Houses in the surrounding area have a 10' setback.
2. The lot is at the end of a cul-de-sac street resulting
in sufficient sight clearance for the adjoining property
owners.

NOES: None.
ABSENT: None.
THE MOTION CARRIED.
AREA VARIANCE NO. 66-82
Applicant: Avista Mar Medical Plaza
To allow (1) 33 parking spaces
in deviation to the 35 spaces required for professional uses
in the Cl Neighborhood Commercial District; (2) A 10' driveway
width in deviation to the required 20' and (3) -elimination
of the required landscaping and screen wall along a public
street required by Article 979, Off -Street Parking. Located
at the northwest corner of Newman Street and Cameron Avenue
and legally described as a portion of Lots 9 and 10 of Tract
405.
The hearing was opened to the
audience.
A letter of opposition was read
by the Secretary.
Hal Smith, representing the
applicant, explained the reasons for the request. He stated
that -,-,the proposed building will be constructed behind the
existing medical building on the corner of Newman Street and
Beach -Boulevard.
Bob Seaney, contractor for the
applicant,reviewed the plot plan with the Board.
It was noted by the Board that
the portion of gross floor area which provides access to the
second story need not be considered when computing off-street
parking requirements because it does not generate any need -
for off-street parking. On this basis the -applicant will
have sufficient number of parking spaces.
In reference to the reduction
of the driveway width, it was the consensus of the Board that
it was a secondary driveway and only provided access for two
parking spaces.
With reference to the elimination
of the required landscaping and screen wall, it was the consensus

of the Board that the landscaping and wall should
be provided along stalls No. 11 and No. 22 and that
the wall and landscaping required along parking stall
No. 31 could be eliminated because the parking only
extends for a depth of one stall also because the
amount of landscaping provided exceeds the minimum
requirements of Article 979.
Board discussion followed.
A MOTION WAS MADE BY MANDRELL AND
SECONDED BY McFARLAND TO APPROVE AREA VARIANCE NO.
66-82 SUBJECT TO THE FOLLOWING CONDITIONS:
1. The bottom of the 11X" for the driveway on Newman
Street shall be 151 wide.
2. The bottom of the "X" for the driveways on
Cameron Street shall be 24 ft. wide.
3. The 10, wide drive shall be for access to the
property from Newman Street and shall be posted
as a one-way drive.
FOR THE FOLLOWING REASONS:
1. The portion of the gross floor area which provides
access to the second story does not generate any
additional need for off-street parking.
2. The reduction of the driveway to 10 ft . is reason-
able because it is a secondary driveway, and
only provides access for two parking spaces.:
3. Elimination of the landscaping and wall along parking
stall No. 31 is reasonable because the amount of
landscaping on the entire site exceeds the minimum
requirements of Article 979 and the parking only
extends for a depth of 9 feet.
