HomeMy WebLinkAbout1966-11-29MINUTES OF THE HUNTINGTON BEACH PLANNING COMMISSION Francois Restaurant 18151 Beach.Blvd. Huntington Beach, California TUESDAY, NOVEMBER 29, 1966 - STUDY SESSION COMMISSIONERS PRESENT: Bazil, Miller, Larkin, Iawson, Tom, Royer, Worthy. COMMISSIONERS ABSENT: None. PRESENTATION OF FILM ON OPEN SPACE COMMUNITIES The Secretary showed a film pertaining to open space communities to the Commission. The Commission discussed the various building projects pertaining to planned developments. DISCUSSION: Commissioner Miller informed the Commission that he had a discussion with ..the Huntington Beach Company regarding the possibility of granting a 3 ft. easement on the Ocean side of their development. Mr. Miller stated that they did not object to the 3 ftl easement although they did object to the requirement of fully improving said easement. DISCUSSION: Commissioner Royer spoke on subdivision block walls, landscaping and lot sizes. Mr. Royer suggested that wall designs should be submitted to the Ar6hitectural Review Board for approval. The Commission held a lengthy discussion. It was the consensus of the Commission that the Staff prepare a plan showing larger lot sizes. The Staff was also instructed to prepare suggested code amendments to allow common wall: construction, 10 ft. side yards and variations in lot sizes. A MOTION WAS MADE BY ROYER AND SECONDED BY TOM TO APPOINT A COMMITTEE CONSISTING OF COMMISSIONERS ROYER, TOM AND 3rd MEMBER OF THEIR CHOOSING FROM THE COMMISSION TO DISCUSS THE DESIGN OF BLOCK WALIS, LANDSCAPING ALONG ARTERIAL HIGHWAYS AND -TO MEET WITH THE DEPARTMENT OF PUBLIC WORKS AND ESTABLISH GUIDELINES UNTIL THE ARCHITECTURAL REVIEW BOARD IS OPERATIVE. DISCUSSION: Assistant City Attorney, George Shibata made a presentation to the Commission concerning the establishment of a parking district in :.the downtown area. The' Commission suggested that the Staff study the variations in parking districts aftd recommend the most feasible method of providing off-street parking in the downtown area. `;11/29/66. DISCUSSION - LOCAL STREET STANDARDS Bill Hartge, Deputy Director of Public Works, addressed the Commission and discussed revisions of the local streets standards. The Commission decided to continue said item to a future date. DISCUSSION: MEMO FROM DOYLE MILLER The Secretary suggested''to the Commis- siori that the parking requirements and other standards for beer bars should be upgraded. INFORMATION: The Secretary informed the Commission that the City Council on November 21, 1966, instructed them to initiate a zone change and remove the 110" zone from property within the downtown study area. INFORMATION: The Secretary informed the Commission that there will be a joint meeting on December 7, 1966, at the hour of 7:30 P.M. in the Council Chambers with representa- tives from the Urban land Institute" Citizents Steering Committee, the Department of Housing and Urban Development, City Council, Planning Commission and Department Heads. COMMUNICATION: The Secretary read a letter submitted by Neal E. Baker requesting permission to construct a Bakerts Taco Stand within the downtown area designated as an interim holding zone. NOES: Lawson, Royer, Tom. ABSENT: Larkin NO DECISION WAS MADE. A MOTION WAS MADE BY BAZIL AND SECONDED BY LAWSON TO SEND THE REASONS FOR A TIE VOTE ON TO THE CITY COUNCIL: REASONS FOR APPROVAL: 1. The subject request is a permitted use in the C-3 Zone. 2. There is no valid reason to deny the request, because the interim ordinance does not state guidelines for the Planning Commission to follow. 3. The applicant filed for a building permit 10 days prior to adoption of the interim ordinance. 4. The applicant has proceeded to start construction by demolishing buildings that were on the lot. 5. The applicant had his plans approved by the Board of Zoning Adjustments. 6. The plans are in compliance with the Building Code. REASONS FOR DENIAL: 1. The interim ordinance is in effect and this use should not be permitted until guidelines for development of the downtown area are established.
