BOARD MEMBERS ABSENT: None. MINUTES: The minutes of November 23, 1966 were accepted as transcribed. DIVISION OF LAND NO. 66-32 Applicant: Mobil Oil Corporation To allow a division of land into 2 separate parcels located on the southwest corner of Garfield Avenue and Cannery Street. Legal description on file in the Planning Department Office. or against the matter. The hearing was opened to the audience. There was no one present to speak for Board discussion followed. A MOTION WAS MADE BY HARLOW AND SECONDED BY FERGUSON TO APPROVE DIVISION OF LAND NO. 66-32 SUBJECT TO THE FOLLOWING CONDITIONS: 1. Garfield Avenue and Cannery Street shall be dedicated and fully improved to City Standards at the time each parcel is developed. Improvements shall include street trees, street signs, and street lights. 2. All streets shall conform to City of Huntington Beach Standards. Master Plan of Arterial Streets and Highway Standards shall apply where applicable. Street sections shall be determined by soil 'TRfr value and traffic index. 3. Water supply shall be through the City of Huntington Beach's water system at the time each parcel is developed. 4. Sewage disposal shall be through the City of Huntington Beach's sewage system at the time each parcel is developed. 5. The property shall participate in the local drainage assessment district at the time each parcel is developed. 6. Preliminary and final soil reports shall be submitted by an approved private soils engineer to the City prior to issuance of building permits. 7. All utilities shall be installed underground at the time each parcel is developed. g. The water, sewer, and fire hydrant system shall be approved by the Department of Public Works and Fire Department. The Edison Company Right -of -Way shall be fenced to City Standards. 11/30/66. NOES: None. ABSENT: None. THE MOTION CARRIED. AREA VARIANCE NO. 66-83 Applicant: Mobil Oil Corporation To allow a roof overhang to project 51 into the required 501 setback. Located on the southwest corner of Garfield Avenue and Cannery Street. Legal description on file in the Planning Department Office. The hearing was opened to the audience. There being no one present to speak for or against the matter, the hearing was closed. Board discussion followed. A MOTION WAS MADE BY FERGUSON AND SECONDED BY MANDRELL TO APPROVE AREA VARIANCE NO. 66-83 FOR THE FOLLOWING REASONS: 1. DIVISION OF LAND NO. 66-33 Applicant: Gibbons Property Mgt. To allow a division of land into 2 separate parcels. Located on the south side of Edinger Avenue, 3401 west of Gothard Street. Legal description on file in the Planning Department Office. The hearing was opened to the audience. Willis Warner, representing the applicant, explained the request to the Board. There being no other comment, the hearing was closed to the audience. Board discussion followed. A MOTION WAS MADE BY MANDRELL AND SECONDED BY HARLOW TO APPROVE DIVISION OF LAND NO. 66-33 SUBJECT TO THE FOLLOWING CONDTIONS: 1. Parcel "A" of Division of Land No. 66-33 shall be combined with Parcel 2 of Parcel Map recorded in PM 2-31. 2. A new parcel map shall be filed with the City and recorded. Peterson To allow a home occupation for the operation of a construction business in the Rl Single Family Residence District. Located at 16602 Ross Lane and legally described as Lot 62 of Tract 3506. The hearing was opened to the audience. J. C. Peterson, the applicant, explained the request to the Board. He stated that the business would be confined to a telephone and desk. AREA VARIANCE NO. 66-84 Applicant: Pennysaver To allow a waiver of the required landscaping between a public street and parking lot and to allow the required screen wall to be installed along the property line when sidewalks are installed within the public right of way in deviation to the requirements of Article 979, Off -Street Parking. Located on the northwest corner of Gothard Street and Murdy Circle and legally described as Lot 2 of Tract 57g7• The hearing was opened to the audience. A representative of the applicant explained the request to the Board. It was noted by John Mandrell that there will be no need for sidewalks on local industrial streets. Board discussion followed. A MOTION WAS MADE BY FERGUSON AND SECONDED BY HARLOW TO APPROVE AREA VARIANCE NO. 66-84 SUBJECT TO THE FOLLOWING CONDITIONS: 1. The wall may be constructed on the property line and shall be constructed at the present time. 2. The parkway shall be landscaped and said area shall not be computed as part of the required 3% landscaping. FOR THE FOLLOWING REASONS: 1. Sidewalks are not required on local industrial streets. 2. Landscaping in accordance with Article 979 will be provided. ROLL CALL VOTE: AYES: Mandrell, Ferguson, Harlow. NOES: None. ABSENT: None. THE MOTION CARRIED. AREA VARIANCE NO. 66-85 Applicant: Jack -In -The -Box, Inc. To allow a drive-thru restaurant to be constructed within 26' of the front property line in deviation to the required 50? setback in the C2 zone. Located on the south side of Edinger Avenue, 1901 east of Springdale Street. Legally described as the north 2 acres of the west 16 acres of the NWT of the NW4 of Section 22-5-11. -4- 11/30/66. Jim Manion, business manager for the medical center adjacent to the property inv6lved, spoke against the proposed request. Dick Pomeroy, representing the applicant, explained the reasons for the request. He stated that if the building is setback 50 feet it will reduce the efficiency of the business. There being no other comment, the hearing was closed to the audience. Board discussion followed. It was noted by the Board that there was insufficient justification for the request. A MOTION WAS MADE BY FERGUSON AND SECONDED BY HARLOW TO DENY AREA VARIANCE NO.,66-85 FOR THE FOLLOW- ING REASON: 1. The applicant can comply with the 50t setback. DIVISION OF LAND NO. 66-30 Applicant: Coldwell, Banker & Company To allow a division of land into 2 separate parcels located on the northeast corner of Edinger Avenue and Gothard Avenue. Legal description on file in the Planning Department Office. The hearing was opened to the audience. There being no one present to speak for or against the matter, the hearing was closed. Board discussion followed. A MOTION WAS MADE BY HARLOW AND SECONDED BY_MANDRELL TO APPROVE DIVISION OF LAND NO. 66-30 SUBJECT TO THE FOLLOWING CONDITIONS: 1. Gothard Street and Edinger Avenue shall be dedicated and fully improved to City Standards at the time each parcel is developed. Improvements shall include street trees, street'signs, and street lights. 2. All streets shall conform to City of Huntington Beach Standards. ABSENT: None. THE MOTION CARRIED. AREA VARIANCE N0. 66-80 - Continued Applicant: Bill Winterberg To allow a pole sign to be 72t high in deviation to the required 50t height limit in the C-4 Zone. Located on the southwest corner of Edinger Avenue and Beach Boulevard and legally described as Lots 1, 2, 3 and 4 of Tract 417. The hearing was opened to the audience. It was noted by the Board that this matter had been discussed at the Planning Commission Study Session on November 29th and they are against the idea of exceeding the height limit of signs. Mr. Devine,representing the applicant, asked various questions of the Board on this matter. There being no other comment, the hearing was closed to the audience. Board discussion followed.
