Mayor Pro -tom Shipley called the regular meeting.'of the City Council
of the City of Huntington Beach to order at'4:30 P.M.
The Pledge of Allegiance was given 'by all present in the Council
Chamber.
The invocation was given by Reverend Lawrence Young, Minister of
the Community Methodist Church.

MINUTES
On motion by Bartlett, the minutes of the regular meeting of
November 21, 1966', and the regular adjourned meeting of November
22, 1966, were approved and adopted as prepared by the City Clerk
and mailed. Motion carried.

UV 66 57 - CONDITIONAL EXCEPTION J HOLTZ
The Clerk. -presented a transmittal from the Planning Department of
Conditional Exception -- UV 66-57 - J. Holtz-- on property located
on the south side 'of Garfield Avenue, 660 feet west of Cannery
Street, The Planning Commission recommended approval, with
conditions.
On motion by Coen, Council sustained the Planning Commission and
directed the City Attorney to prepare a Resolutton approving
UV 66-57, with conditions as stipulated by the Planning 'Commission.
Motion carried.

The Clerk presented a transmittal from the Planning Departn+ent
of Conditional Exception - UV 66-61 - Huntington Harbour
Corporation - on property located south of Humboldt Drive, west
of Saybrook Lane on a portion of the west half, Section 20-5-11:
The Planning Commission recommended approval, with conditions.
On motion.by Bartlett, Council sustained the Piahiiit;g Commission
and directed the City Attorney to prepare a Resolution approving
UV 66-61, with conditions as stipulated by.the Planning
Commission. `Motion carried.

FINAL TRACT MAP 6028 - DEANE BROTHERS
The Clerk presented a transmittal from the Planning Director
submitting final form of Tract Map 6028 for adoption. Developer:
Deane Brothers; Location: West of Newland Street, south of
Kingfisher Drive; Number of Lots: 105; Total acreage: 20.849;
that the map had been certified by the City Engineer and the
Secretary to the Planning Commission to be true and correct in
accordance with provisions of the City Subdivision Code.
The City Council may accept dedications as shown on the map and
in addition approve the Final Map, subject to the following
conditions:
The City Clerk's signature shall be withheld pending the submittal
and completion of the enumerated requirements.
1. Deposit of fees for water, sewer, drainage, engineering and
inspections.
2. Bond for improvements.
3. Signature of agreement.
4. Certificate of insurance.
5. Approval from the County Surveyor.
6. Bond for monuments.
7. Deed for underground water rights.
On motion by Coen, Council accepted offers of dedication as shown
on Final Tract Map 6028, and adopted the map subject to bonditions
stipulated by the Planning Commission. Motion carried.

The Clerk presented a transmittal from the Planning Director
submitting final form of Tract Map 5525 for adoption: Developer:
Flallon Corporation; Location: South of Bolsa Avenue, east of
Springdale Street; Acreage: 7.261; Number of lots: 33; that
the map had been certified by the City Engineer and the Secretary
to the Planning Commission to be true and correct in accordance
with provisions of the City Subdivision Code.
The City Council may accept dedications as shown on the map and
in addition approve the Final Map, subject to the following
conditions:
The City Clerk's signature shall be withheld pending the submittal
and completion of the enumerated requirements.
1. Deposit of fees for water, sewer, drainage, engineering and

that the map had been certified by the City Engineer and the
Secretary to the Planning Commission to be true and correct in
accordance with provisions of the City Subdivision Code.

that the map had been certified by the City Engineer and the

VACATION WALKWAY -:EASEMENT —RESOLUTION OF INTENTION
The Clerk presented a letter from the Director of Public Works
recommending the vacation of a six foot walkway easement westerly
of Parker Circle, south of Heil Avenue and west of Ross Lane, and
transmitting Resolution No. 2469 - "A RESOLUTION OF INTENTION .OF
THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH, CALIFORNIA, TO
VACATE A SIX FOOT WALKWAY EASEMENT LYING WESTERLY FROM PARKER
CIRCLE WITHIN THE CITY OF HUNTINGTON BEACH, CALIFORNIA."

AGREEMENT NO BA 66-DO 1 274 - 0 C FLOOD CONTROL DIST
The Clerk presented a transmittal from the Director of Public
Works of Agreement BA 66-DO 1 274 for certain improvements at
Atlanta Avenue in connection with the Orange County Flood Control
District Project to construct a culvert in the Huntington Beach
Channel DO-l.
On motion by Green, Council approved Agreement BA 66-DO 1 274 with
the Orange County Flood Control District and authorized the Mayor
and City Clerk to execute same on behalf of the City. Motion carried.
AGREEMENT BA 66-D02 275 - CC-050 - OC FLOOD CONTROL DIST
The Clerk presented a transmittal from the Public Works Department
of Agreement BA 66-DO 2 275 with the Orange County Flood Control
District to provide additional capacity in the Talbert Channel in
conjunction with the City's project to widen the culvert crossing
on Adams Avenue.
On motion by Bartlett, Council approved Agreement BA 66-D02 with
the Orange County Flood Control District, and authorized the Mayor
and City Clerk to execute same on behalf of the City. Motion carried.
REIMBURSEMENT - STORM DRAIN - RESOLUTION 2470
The Clerk presented a request from the Director of Public Works
for reimbursement to Argus Homes, Incorporated, .for storm
drainage work installed in Drainage District 7G, in the amount of
$1,461.60, and transmitting Resolution 2470 covering same. The Clerk
read Resolution No. 2470 by title - " A RESOLUTION OF THE CITY COUNCIL
OF HUNTINGTON BEACH AUTHORIZING THE EXPENDITURE OF MONEY FROM THE
DRAINAGE DISTRICT 7G FUND."
On motion by Coen, Council waived further reading of Resolution No.
2470, and passed and adopted same by the following roll call vote:

REIMBURSEMENT — STORM DRAIN - RESOLUTION 2471
The Clerk presented a request from the Director of Public Works
for reimbursement to Security Fore Corporation for storm drainage
work installed in Drainage District No. 7F, in the amount of
$5,850.00, and transmitting Resolution No. 2471 covering same.
The Clerk read Resolution No. 2471 by title - "A. RESOLUTION OF THE
CITY COUNCIL OF HUNTINGTON BEACH AUTHORIZING THE EXPENDITURE OF
MONEY FROM THE DRAINAGE DISTRICT 7F FUND."

DEEDS ACCEPTED
The Clerk presented a. transmittal from the Director of Public Works
of deeds to the City for acceptance and recording, as follows:

Sydneyaand Sylvia Sher et al - Street R/W —Edinger Avenue
On motion by 'Coen, Council accepted the deeds as listed above, and'
directed.the City Clerk to record same with the-Orange'County,
Recorder. Motion carried.
LEASE AGREEMENT - MUNICIPAL COURT BUILDINGS
The Clerk presented a°lease Agreement with the County of" -Orange for
municipal, buildings.for a period of one year at a fee of $18,948.00.
On motion by Bartlett, Council approved the lease agreement with
the County of Orange for municipal buildings, and authorized the
Mayor and City Clerk to execute sgme. Motion carried.
LICENSE AGREEMENT - SOUTHERN CALIF EDISON COMPANY
The Clerk presented a license agreement with the Southern California
Edison Company which provides for use of Barre -Ellis Transmission
Line Right of Way, between Brookhurst and Ward Streets fora
walkway purpose, and requires payment by the City of a processing
fee in the amount of $100.00.
On motion by Bartlett, Council approved the license agreement and
authorized the -Mayor and City Clerk to execute same, subject to the
Attorney's approval, by the following roll call vote:

BID AWARD - CC-048 - ALGON UIN STREET
The Clerk read a communication from the Director of Public Works
stating that bids for the construction, surfacing, and improvement
of Algonquin Street from Davenport Drive to Heil Avenue had been
..opened at 9 A.M. on Monday, December 5, 1966, in the Council
Chamber'by the City Clerk, City Attorney and the Director of Public
Works; and that Yoder and Sons, Huntington Beach, was the low
bidder with a bid in the amount of $59,287.53. Mr. Wheeler
recommended that the Council award the bid to Yoder and'Sons.and
reject all other bids. The bids submitted were as follows:

On motion by Gisler, Council awarded the contract for Project CC-048
to Yoder and Sons, Huntington Beach, for the low bid of $59,287.53;

CLAIM - PAUL E & MICHAEL MASON
The Clerk presented a claim from Paul E. and Michael Mason, filed by
Attorney William E. Dannemeyer, for alleged personal injury sustained
by Michael Alan Mason while jumping into "Lake Huntington."

William E. Dannemeyer on behalf of Paul E. and Michael Mason, and
referred same to the City Attorney and the City's insurance

FOR COUNCIL COMMITTEE - PARK PLANNING
The Administrator presented a letter from the Director of Parks
and Recreation requesting the appointment of a committee of
Councilmen to work with the Recreation Commission and other
interested groups. in the planning of Marina Park and other future
parks.
Mayor Pro-tem Shipley appointed Councilmen Green, Gisler, and
Shipley as a committee to work with the Parks and Recreation
Commission and other interested groups in future park planning.
REPORT - LAKE PARK CLUBHOUSE
The Administrator presented a recommendation to construct an
additional clubhouse building west of the existing clubhouse at
Lake Park at a cost of $31,i50.00, with a seating capacity of 1..74.
On motion by Green, Council directed the City Administrator to
employ an architect to prepare plans for an additional clubhouse
building in Lake Park, to work in cooperation with the Parks and
Recreation Commission. Motion carried.

MANDIC MOTORS - UV EXTENSION
Mr. Robert Mandic of Mandic Motors addressed the Council and
requested an extension of their Variance for a storage lot on Beach
Boulevard.
On motion by Gisler, Council granted a 60 day extension on Use
Variance #886, with extension of the required bond, and stipulated
that no more extensions of time be allowed. Motion carried.
EXECUTIVE SESSION - RECESS
Mayor Pro-tem Shipley called a recess of the Council at 6:00 P.M.
for an executive session.. Council was reconvened at 7:30 P.M. by
the Mayor Pro-tem.
RESOLUTION 66-145 - CITY OF SANTA ANA
The Clerk presented a communication from the City of Santa Ana
transmitting a Resolution from their City Council supporting
local control of alcoholic beverage licensing, for Council's
consideration.
On motion by Green, Council directed the City Attorney to prepare
a resolution supporting local.control of alcoholic beverage

The Clerk presented a letter requesting refund of $120.00, a

RESOLUTION - CITY -OF STANTON-
The Clerk presented a communication from the City of Stanton
transmitting their Resolution requesting the California State
Division of Highways to make changes in Section 143 of the
California Streets and Highway Code.
On motion by Green, Council received the resolution from the City
of Stanton, and directed it be filed by the City Clerk. Motion
carried.
'f BUILDING -AT 5th & OCEAN- - 'PLANNING- COP ISSION Rif.
The Clerk presented a report from the Planning Commission
referring to the request of Neal T. Baker Enterprizes to
construct a taco stand on the corner of 5th and Ocean Streets.
This item was referred to the Planning Commission by the City
Council at the meeting of November 21, 1966.
Councilman Bartlett made a motion that the request be granted,
but withdrew his motion before it was put to a vote.
On motion by Green, Council referred the request of Neal T. Baker
back to the Planning Commission for a definite decision by that
body. Motion carried.
TRAFFIC CONTROL - ADJACENT. PARKS
The Clerk presented a report from the Director of Public Works
stating that his department did not find any serious traffic
hazards at any of the existing City Parks. The Director of
Public Works recommended that safety standards be observed in all
future planning of parks and that no special signs be devised for
motorists, in order to avoid confusion.
On motion by Green, Council accepted the recommendation of the
Public Works Department concerning traffic adjacent to the City
Prks. Motion carried.

Mayor Pro-tem Shipley announced that this was the day and hour set

rCOMPLAINT - RECREATION DEPARTMENT
Mrs. John Waterman, Jr., 19841 Chesapeak Lane, City, addressed
the Council and presented Recreation program suggestions, and
requested that Council increase the program for children instead
of building a new Clubhouse.
No action was taken on this matter.
'HOME COUNCIL RESOLUTION
Mr. Jerry Matney, representing the Home Council, addressed the
Council and presented a Resolution of the Home Council endorsing
the County Assessor's tax assessment policy.
On motion by Green, Council went on record as also supporting
the policy of the County Assessor. Motion carried.
�''ADAMS AVENUE - FLOOD CHANNEL
Mr. Mark Porter, 19842 Providence Lane, City, addressed the
Council and requested information on the widening of the flood
channel do Adams Avenue, and further requested that shoulder
signs be placed along the area now under construction. He was
informed by the Director of Public Works that the work will
begin on the flood channel in the spring, after the channel is
no longer carrying water from the winter rains.
U '"LIBRARY NEEDS - FUTURE
The City Administrator presepted a transmittal from the City
Librarian of a survey of future needs for a centrally located
Public Library, and requesting suggestions or recommendations.

REPORT - CONDITION OF BUILDING —MAIN & OCEAN
The Administrator presented a transmittal from the Director of
Building and Safety of a report from Richard G. Burian & Associates,
a structural engineering firm, recommending that the building on
the Southeast corner of Main Street and Ocean Avenue be razed or
have a major structural rehabilitation.
On motion by Green, Council received the report on the condition
of the building -at Main and Ocean, and directed it be filed with
the C}'ty Clerk. Motion carried.

REQUEST - DIRECTOR OF HARBORS & BEACHES
The Administrator presented a recommendation that the Council
assist the five man team from the local Chapter of the Surf Life
Saving Association of America qualified to compete in Australia,
by giving them plaques, keys to the City, resolutions, etc.; to
convey to various officials in order to further the City's
international relationship and image.
On motion by Gisler, Council granted the request to supply the
five man team going to Australia with various items to assist them
in their public relations program for the City. Motion carried..
REqUEST - H B CHAPTER SURF LIFE SAVING ASSOC
The Administrator presented a request from the Huntington Beach
chapter of the Surf Life Saving Association to conduct a fund
raising campaign to furnish cost of transportation for the five
local representatives to the National Surf Life Saving Association
meeting to be held in Australia.
On motion by Bartlett, Council granted permission to the Surf Life
Saving Association, Huntington Beach Chapter, to conduct a fund
raising campaign.. Motion carried.
BOARD OF APPEALS - NEW MEMBERS
On motion by Coen, Council approved the appointments of James
DeGuelle and Ken Thompson as regular members of the Board of
Appeals, and Robert Ross as an alternate member. Motion carried.

FREEWAY MEETING
Council instructed the City Administrator to contact Sidney Elicks,
of the California State Highway Department, and ask if he would
be present at the Huntington Beach Freeway Route public hearing
on December 12, 1966.
FINANCE DEPARTMENT - MACHINES
On motion by Gisler, Council approved the lease agreement for the
Burroughs Corporation B-300 Data Processing System, and directed
the Mayor and City Clerk to execute same on behalf of the City.

INFORMAL MEETING
Mayor Pro-tem Shipley called a meeting of the City Council as an
informal Committee-of--the-Whole for Wednesday, December 7, 1966,
at 7:50 P.M. in the Council Chamber to meet with representatives
