HomeMy WebLinkAbout1966-12-12l kill 1 Huntington Beach Auditorium Huntington Beach, Monday, December High School California 12, 1966 Mayor Stewart called the regular adjourned meeting of the City Council of the City of Huntington Beach to order at 7:30 P.M. at Huntington Beach High School. The Pledge of Allegiance was given by all present in the Auditorium. ROLL CALL Councilmen Present: Coen, Bartlett, Gisler, Kaufman, Shipley, Green, Stewart Councilmen Absent: None PUBLIC HEARING -- HUNTINGTON BEACH FREEWAY ROUTE -- REFERRED TO P C Mayor Stewart announced that this was the day and hour set for a public hearing on the Huntington Beach Freeway route, as previously recommended by Council, and directed the Clerk to read the legal notice. The Clerk read notice of public hearing on Huntington Beach Freeway Route, as published in the Huntington Beach News on November 10, 1966, and December 1, 1966, setting the hour of 7:30 P.M., or as soon thereafter as possible, on Monday, the 12th day of December, 1966, in the Huntington Beach High School Auditorium, Huntington Beach, California, as the time and place for a public hearing for the purpose of considering the alignment of the north -south Huntington Beach Freeway through the City of Huntington Beach, as recommended by the City Council of the City of Huntington Beach by minute action on June 21, 1965. Mayor Stewart declared the hearing open. Mayor Stewart requested Mr. Sid Elicks, District Planning Engineer of District VII, State Division of Highways, to make a presentation regarding the proposed freeway routes on behalf of the State Highway Department. Mr. Elicks introduced Mr. Tom Ortiz and Mr. Gaylord Wilson, of the State highway Department, and stated that they would assist him in making the presentation. Mr. Elicks then described the procedural.L steps required in developing any freeway route. He then called on Mr. Ortiz who presented slides of the area through which the various alternate proposed routes would pass. Mr. Ortiz presented figures to show what the various routes would cost and how many family units they would effect, as follows: Cost (In Millions) Family Units Green 71.4 789 Red 70.7 451 Blue 83.6 1591 Orange 77.4 1176 2.5f; i Page //2 - Minutes, December 12, 1966 Mr. Ortiz further stated that a study made by the Highway Department revealed that this Huntington Beach Freeway would carry from 90,000 vehicles north of Coast Highway to 190,000 north of Garden Grove Boulevard, He informed the Council that the State Highway Department would hold public hearings on the proposed Huntington Beach Freeway during the spring of 1967, but that construction could not be expected to began before ten years. Mr,. Ron Dibble of the Huntington Beach Citizens Freeway Association addressed the Council and submitted a petition with approximately 2500 signatures of homeowners in Huntington Beach. Mr. Dibble then presented a recommendation for support of the "Red Route" for endorsement by the Council, and indicated the negative effects of the "Green Route" if finally adopted. Mr. George Wells, of the Citizen's Freeway Association, presented a variety of facts developed by the Association in connection with the various freeway routes. Mr. Ben Jones, representing the Freeway Association, presented positive effects on the adoption of the "Red Route". Mr. Dibble then addressed the Council again with a summary of the statistics developed by the Freeway Association and requested the Council to back up the community in the affected area by endorsing the proposed "Red Route" for adoption. Mr. Joe Firm, a resident who lives adjacent to the proposed "Red Route", addressed the Council and endorsed the adoption of the 11Red Route", showing that a freeway location in the area would be beneficial to industrial development within the City., There being no one further to speak on the matter, the hearing was closed by the Mayor. The Director of Public Works informed the Council ghat he would rtieview the material presented at the hearing and submit the results of his study to.the.Council in the near future. Mr-.- Wheeler informed the Council that his department was arranging for a tour of the various routes on January 12, 1967, for members of the City Council, City Staff, and interested citizens. The Mayor recommended`thait Council refer this matter to the City. Planning Commission for their study and recommendation at d forthcoming meeting. On motion by Kaufman, Council referred the matter of the Huntington Beach Freeway Route adoption to the Planning Commission for study and report, 14otion carried. The Mayor, the City Administrator, and various members of the Council and staff expressed their thanks to the representatives from the State Highway division and complimented the Freeway Association on the capable presentation.
