MINUTES: On motion by Tom and seconded by Miller, the Minutes of the Huntington Beach Planning Commission of December 6th and 20th, 1966, were accepted as trap scribed and mailed by the Secretary. ZONE CASE N0.66-69 Change of zone from R-2 Two Family Applicant - Oakhurst Land Company Residence District to R-1 Single. Family Residence District. The hearing was opened to the audience, there being no comment the hearing was closed. RESOLUTION NO. 66-69 A Resolution of the City Planning Commis- sion Recommending Approval of Zone Case No. 66-69 to the City Council. A MOTION WAS MADE BY LARKIN-AND SECONDED BY MILLER TO ADOPT RESOLUTION NO. 66-69 RECOMMENDING APPROVAL OF ZONE CASE NO. 66-69 FOR THE FOLLOWING REASON: 1. A MOTION WAS MADE BY BAZIL AND SECONDED -BY ROYER TO ADOPT RESOLUTION NO. 66-70 RECOMMENDING APPROVAL OF ZONE CASE NO. 66-70 FOR R-5 AND R-3 RATHER THAN C-4 AND R-5 AS REQUESTED TO THE CITY COUNCIL FOR THE FOLLOWING REASONS: 1. An R-5 Zone on the westerly parcel will provide an ideal transi- tioii between commercial and church uses to the north and multiple family uses on the south. 2. Russ Watkins, 717 Kings Road, Newport Beach, addressed the Commission and suggested that some assurance be provided to guarantee that existing oil operations can continue. William Elliott, 803 13th Street, City, addressed the Commission and objected to industrial properties being replaced by residential uses. Roger Slates, President of the Chamber of Commerce, addressed the Commission and suggested that the Industrial Committee of the Planning Commission and the Chamber of Commerce review this proposal when they meet on January 11, 1967. Where being"no other comment, the hearing was closed. Planning Commission Wednesday, January 4, 1967 A MOTION WAS MADE BY BAZZL AND SECONDED BY ROYER TO ADOPT RESOLUTION NO. 66-50 RECOMMENDING DENIAL OF ZONE CASE NO. 66-50 TO THE CITY COUNCIL FOR THE FOLLOWING REASONS: 1. The master Plan of Land Use designates this property for highway related commercial use based on the premise that the Huntington Beach Freeway will be located east of Goldenwest Street; how- ever, recent decisions by the City Council indicate a preference to have the freeway located west of Goldenwest Street. 2. Until a firm decision on the freeway location is made any re- zoning in the area would be without valid guidelines and a complete re-study.of the master plan should be made. 3. The rezoning would be premature. 4. The applicant insisted on an immediate decision and he was not willing to wait for further study. A MOTION WAS MADE BY ROYER AND SECONDED BY LAWSON TO RECOMMEND 4PPROVAL OF THE PROPOSED AMENDMENT BY THE CITY COUNCIL ROLL CALL VOTE: AYES: Bazil, Royer, Miller, Worthy, Lawson. NOES: Larkin, Tom.
