COMMISSIONERS PRESENT: Worthy, Bazil, Lawson, Larkin, Royer, Tom,
Miller.
COMMISSIONERS ABSENT: None.
MINUTES: On motion by Miller and seconded by
Royer, the Minutes of the Huntington
Beach Planning Commission of January 31 and February 7, 1967,
were accepted as transcribed and mailed by the Secretary.
TENTATIVE TRACT MAP NO. 6147
Subdivider: Hotel Kin swa 0 eratin Co.
e 6ubdivision Committee Report was
read by the Acting Secretary.
Jack King, representing the developer
addressed the Commission and stated that there were no objections
to the conditions suggested by the Subdivision Committee.
The Planning Director explained the
layout of the subdivision as it related to the original approved
layout.
A MOTION WAS MADE BY MILLER AND SECONDED
BY BAZIL TO APPROVE THE REVISED TENTATIVE TRACT MAP NO. 6147 UPON
THE FOLLOWING CONDITIONS:
1. The Tentative Map received February 1, 1967, shall be the
approved layout.
2. All utilities shall be installed underground.
3. Lot 38 shall be treated as "Not A Part" of this subdivision.
4. All alley and street radii shall comply with City Standards
and Department of Public Works Specifications.
5. 'The transition of Stark Street from a 100' right of way to
a 60 ft. right of way shall be approved by the Department of
Public Works.
6. The alley between "A" Lane and "B" Lane shall line up with
the alley on the north side of "C" Drive.
7. The alleys between. "A" Lane, "B" Lane and Teri Street shall
intersect at right angles with "C" Drive.
8. All "Standard Conditions of Approval" for tentative tracts
that are applicable shall be complied with.

The Acting Secretary informed the
Commission that this case was continued from the January 4, 1967,
meeting and referred to a committee consisting of the Industrial
Committee of Chamber of Commerce and two members of the Planning
Commission for report and recommendation.
The Acting Secretary read a letter
submitted by the Chamber of Commerce recommending that the Planning
Commission retain the present industrial zoning in the area commonly
referred to as the Southeast Industrial Area.
Commissioner Lawson, a representative
of the Commission on the committee, commented on the committee's
report and recommendation.

City, and Helen Driver, 1225 W. Cruses Street, Wilmington, California,
addressed the Commission and opposed the removal of the "0"
designation.

1. This proposal will implement the City Council's policy to

The hearing was opened to the
audience.
Charles Osterlund, 5902 Nordina Drive,
City, addressed the Commission and asked why the zone change was
filed. He was also concerned with setback provisions.
Kenneth Ferrara, applicant, addressed
the Commission and stated that the change of zone was filed to
permit the subject property to be used for an equipment rental.
There being no other comment the
hearing was closed.
It was the consensus of the Commission
to continue Zone Case No. 67-6 to March 21, 1967, in order for
the Staff to prepare a Master Plan and Zone Change study for the
area.

The Chairman re -opened the hearing

Paul Cooper, applicant, addressed
the Commission and requested that the variance be granted for
a period of 5 years.
Robert Bruce, City, addressed the
Commission and suggested that the applicant accept approval for
one year to allow time to work out arrangements for dedicating
Goldenwest Street.
There being no other comment the
hearing was closed.

Park and Recreation'Facilities
The Acting Secretary informed the
Commission that this amendment clarifies the intent of Section
9744.3 by: 1) Crediting two family and multiple family units
for fees paid,under the Subdivision Ordinance; 2) Requiring
the developer -to pay the difference between the fee paid when
the subdivision records and -the fee paid when building permits
are issued if there is a time,lapse of 2 years; 3) Re -number-
ing certain sections and; 4) Adding a severability clause.

COMMUNICATION: The Acting Secretary read a letter
submitted by L. J. Newcomb, requesting
permission to construct a residence adjacent to a storm drain
easement rather than conform to the required 5 ft. setback.
The Acting Secretary informed the
Commission that the applicant was seeking permission to be re-
lieved from one of the Standard Conditions of Approval for
Tentative Tract Maps and that relief has been granted in similar
instances.
The Commission considered the request.

SECONDED BY MILLER TO APPROVE THE REQUEST SUBJECT TO THE FOLLOW-
ING CONDITIONS:
1. No portion of the dwelling including architectural features
may encroach into the easement.
2. The applicant shall enter into a waiver of damages and right
of ingress and egress agreement with the City of Huntington
Beach.
