PARKING STUDY: Attorney Ray Lindeman, attorney from
O'Melveny & Meyers, addressed the
Commission and discussed the formation of a parking district in
the downtown area.
The Commission considered the down-
town off-street parking problem.
It was the consensus that a parking
district within this area would help alleviate present parking
deficiencies and provide an incentive for future development.
The Commission concluded that this could best be accomplished
through the formation of a parking district, such as that provided
for in the Vehicle Parking District Law of 1943 or by a method
where developers, who are unable to provide'the required off-
street parking, would deposit money with the City for acquisi-
tions of off-street parking facilities.
It was the unanimous opinion of the
Commission that the City should favor formation of a downtown
parking district or program whereby the property owner would be
relieved of the requirement to provide on -site off-street parking.
The•Commission recommended that the
City Council proceed with a parking district program.
