TUESDAY, FEBRUARY 28, 1967 - STUDY SESSION COMMISSIONERS PRESENT: Bazil, Worthy, Millen, Tom, Larkin, Royer. COMMISSIONERS ABSENT: Lawson, PARKING STUDY: Attorney Ray Lindeman, attorney from O'Melveny & Meyers, addressed the Commission and discussed the formation of a parking district in the downtown area. The Commission considered the down- town off-street parking problem. It was the consensus that a parking district within this area would help alleviate present parking deficiencies and provide an incentive for future development. The Commission concluded that this could best be accomplished through the formation of a parking district,such as that provided for in the Vehicle Parking District Law of 1943 or by a method where developers, who are unable to provide'the required off- street parking, would deposit money with the City for acquisi- tions of off-street parking facilities. It was the unanimous opinion of the Commission that the City should favor formation of a downtown parking district or program whereby the property owner would be relieved of the requirement to provide on -site off-street parking. The•Commission recommended that the City Council proceed with a parking district program. DISCUSSION: MASTER PLAN - GOALS AND OBJECTIVES The Planning Director distributed copies of the proposed Master Plan -Goals and Objectives. Each Commissioner stated his opinion on the Master Plan and his duties as a Planning Commissioner. It was the consensus to continue discussion of the Goals and Objectives to March 7, 1967, at which time,each.Commissioner will submit his comments and recommendations. REZONE STUDY - North of Hamilton Avenue, west of Newland Street The Planning Director made a presentation pertaining to the buffer strip of R-A between residential areas and the existing Gulf Oil Tank Farm. He stated that the R-A zone proposed for a buffer strip excluded the south 15 ft. of 15 recorded lots. The Planning Director asked if the Commission felt an adjustment in the zone boundaries was necessary. It was the consensus of the Commission to leave the area as shown on Zone Case No. 66-66. 2/28/67. Page No. 2 Minutes: H.B. Planning Commission Tuesday, February 28, 1967. COMMISSIONER BAZIL: Commissioner Bazil was excused from further participation at 8:50 P.M. DISCUSSION: PROPOSED CODE AMENDMENT NO, 67-5 The Acting Secretary distributed copies of a proposed code amendment pertaining to motels in the commercial and office -professional zone. The Commission reviewed the proposed code amendment. A MOTION WAS MADE BY MILLER AND SECONDED BY LARKIN TO INSTRUCT THE SECRETARY TO SET CODE AMENDMENT NO. 67-5 FOR PUBLIC HEARING AT THE EARLIEST DATE. - ROLL CALL VOTE: AYES: Miller, Worthy, Larkin, Royer, Tom. NOES: None. ABSENT: Bazil, Lawson. THE MOTION CARRIED. DISCUSSION: PROPOSED CODE AMENDMENT NO. 67-6 The Acting Secretary distributed copies of a proposed code amendment pertaining to the C-1 zone. The Commission reviewed the proposal and suggested a list of proposed uses. It was the consensus that the Staff should draft an amendment to the C-1 zone in line with the Com- missions 'recommendations.
