National Bank Building Huntington Beach, California Wednesday, March 22, 1967. John Mandrell, Sam Ferguson, Richard Harlow. None. To permit construction of a carport in lieu of the required garage in the R-1 Single Family Residence District. Located at 17152 Rotterdam Lane and legally described as Lot 101 of Tract 3862. The hearing was opened to the audience. Martin Lee, the applicant, explained the reasons for the request to the Board. He stated that the roof line of the carport will be similar to the roof line of the house. the hearing was closed. There being no other comment, Board discussion followed. A MOTION WAS MADE BY MANDRELL AND SECONDED BY HARLOW TO APPROVE USE PERMIT NO. 67-7. ROLL CALL VOTE: AYES: Mandrell, Ferguson, Harlow. NOES: None. ABSENT: None. THE MOTION CARRIED. AREA VARIANCE NO. 67-17 Applicant: Richard Zylstra To permit a 4 ft. side yard setback in deviation to the required 5 ft. and to allow an open space of 825 sq. ft. in deviation to the required 900 sq. ft-. in the R-2 Two Family Residence District. Located on the west side of 14th Street approximately 100 fto north of Pecan (Magnolia3 Avenue. Legally described as Lots 9 and 11 of Block 514, Seventeenth Street Section, Huntington Beach Tract. The hearing was opened to the audience. Richard Zylstra, the applicant, explained the request to the Board. He stated that the adjacent property owner to the south has a 4' side yard setback on one side of his house and 3/z' on the other side. He also stated that there is a total of 1305 sq. ft. of --,- open space for the two units, Mr. Zylstra further 3/22/67. Page No. 2 Minutes: H.B. There being no other comment, the hearing was closed to the audience. Board discussion followed. A MOTION WAS MADE BY MANDRELL AND SECONDED BY FERGUSON TO APPROVE AREA VARIANCE NO. 67-17 FOR THE FOLLOWING REASONS: 1. Houses in the surrounding area have similar sideyard setbacks. 2. There are two separate units and this particular plan results in a better layout and living environment for each unit than if the units were attached. ROLL CALL VOTE: AYES: Mandrell, NOES: None. ABSENT: None.' THE MOTION CARRIED. Ferguson, Harlow. AREA VARIANCE NO. 67-18. , Applicant: Huntington Harbour The Secretary informed the Board that this item and the next three items on the Agenda were similar requests which pertain to the same area. He suggested that the hearing be opened to the audience on all four items. The hearing was opened on Area Variances 67-18, 67-19,'67-20, and 67-21. Dick Maitland, representing Huntington Harbour, explained the reasons for the requests to the Board. The Board questioned whether or not the measurements shown on the plot plans for Area Variances 67-18, 67-20, and 67-21 were correct. They stated that the sites were inspected in the field and there appeared to be some discrepancies. Mr. Maitland requested a one week continuance on these items to enable him to check the correct setbacks. Board discussion on Area Variance 67-19 was held. -2- 3/22/67. Page No. 3 Minutes: H.B. Area Variance No. 67-18 To allow a roof overhang to encroach 6 inches into the required setback for architectural features on the north side of a house and to allow a 12 inch encroachment into the required setback for architectural features on the south side of a house. Located on the east side of Sea Witch Lane, approximately 134 ft. south of Kamalii Drive, Huntington Harbour and legally described as Lot 110, tract No. 5050. A MOTION WAS MADE BY HARLOW AND SECONDED BY FERGUSON TO CONTINUE AREA VARIANCE NO. 67-18 UNTIL MARCH 29, 1967, FOR THE AFOREMENTIONED REASON. ROLL CALL VOTE: AYES: Mandrell, NOES: None. ABSENT: None. THE MOTION CARRIED. Ferguson, Harlow. Area Variance No. 67-19 To allow a block wall, surrounding a swimming pool, to be 8 ft. in height in deviation to the permitted 6 ft. height limit. Located at the southeast corner of Sea Witch Lane and Kamalii Drive, Huntington Harbour and legally described as Lot 112 of Tract No. 5050. A MOTION WAS MADE BY MANDRELL AND SECONDED BY FERGUSON TO APPROVE AREA VARIANCE NO. 67-19 FOR THE FOLLOWING REASONS: 1. Encroachment into the setback only occurs at 3 points and the wall conforms to the required setback within a short distance. 2. The location of the wall does not constitute a traffic hazard. 3. Encroachment of the fence adjoining the garage fronting on Kamalii Drive does not present any problem. ROLL CALL VOTE: AYES: Mandrell, Ferguson, Harlow. NOES: None. ABSENT: None. THE MOTION CARRIED. Area Variance No. 67-20 To allow a facia (not a solid roof) to encroach one foot into the required setback for architectural features. Located south- east of Kamalii Drive, approximately 80 ft. north- east of Sea Witch Lane, Huntington Harbour and legally described as Lot 113 of Tract No. 5050. .A MOTION WAS MADE BY-FERGUSON AND SECONDED BY HARLOW TO CONTINUE AREA VARIANCE NO. 67-20 UNTIL MARCH 29, 1967 FOR THE AFOREMENTIONED REASON. Area Variance No. 67-21 To allow a roof overhang to encroach inches into the required setback for architectural features and to allow an 8 ft. high wingwall to extend to the property line in deviation to the 6 ft. height limits. Located on the west side of Beruna Lane, approximately 105 ft. south of Kamalii Drive, Huntington Harbour and legally described as Lot 116 of Tract No. 5050.
