National Bank Building Huntington Beach, California Wednesday, April 12, 1967 John Mandrell, Sam Ferguson, Richard Harlow. None. The Minutes of March 29, 1967 were accepted as transcribed. DIVISION OF LAND NO. 67-13 Applicant: Huntington Pacific Coro. To allow a division of land into 3 separate parcels. Located -on the south side of Pacific Coast Highway between 6th and 9th Streets. Legal description on file in the Planning Department Office. The hearing was open d ' to the audience. There being no one present to speak for or against the matter, the hearing was closed to the audience. Board discussion followed. A MOTION WAS MADE BY HARLOW AND SECONDED BY MANDRELL TO APPROVE DIVISION OF LAND NO. 67-13 SUBJECT TO THE FOLLOWING CONDITIONS: 1. Ocean Avenue shall be fully improved to City and/or State Standards. alonp- the entire frontage between 6th Street and 9th Street. Improvements shall include street trees and street lights. - 2. A 3 ft. wide easement along Ocean Avenue shall be dedicated to the City for sidewalk and public utility purposes. 3. Vehicular access to Ocean Avenue shall be restricted to two driveways. Said access shall'be approved by the Traffic Engineer. 4. A 20 ft. wide service road shall be provided adjacent to, but outside of the project for public use and improved to Department of Public-Works:Requirements. Improvements shall include street lights and easements for street lights shall be provided to City requirements. Said service road shall be. located adjacent to the beach, at beach level, it shall not be separated from the beach by a wall or other obstruction, and it shall connect to the existing service road. 5. Pedestrian access shall be provided to the service road at 6th and 9th Streets or as approved by the City. The applicant shall enter into an agreement with the City establishing the following: a. Points of vehicular and pedestrian access from Highway No. 1 to the beach and service road. c. Standards .for improvement. 6. Two emergency ramps shall be provided to the service road at 6th and 9th Streets, or -as approved by the City. 7. Water supply shall be through the City of Huntington Beach's water system. 8. Sewage disposal shall be through the City of Huntington Beach's sewage system. 9. The water, sewer, and fire hydrant systems shall be approved by the Department of Public Works and Fire Department. 10. All utilities shall be installed underground. 11. Preliminary and final soil reports shall be submitted by an approved private soils engineer to the City prior to issuance of any building permits. 12. A parcel map shall -be filed with the' City and recorded. 13. The division of"land -shall not' -be -effective until .an. agree- ment is signed and recorded agreeing to the conditions listed above. USE PERMIT NO. 67-11 Applicant: Charles Geers To allow the construction -of a -plumbing shop in the C-4 Highway Commercial -District. Located at the southwest corner of Adams Avenue and Huntington Street. Legal description on file in the Planning Department Office. The hearing was opened to the audience. Charles Geers, the applicant, explained the request. There being no other comment, the hearing was closed to the audience. Board discussion followed. It was noted that this same request was approved by Use Permit No. 66-5, but one year has passed since that time, therefore the approval expired. A MOTION WAS•MADE BY HARLOW AND SECONDED BY FERGUSON TO APPROVE USE PERMIT NO. 67-11 SUBJECT TO THE FOLLOWING CONDITIONS: 1. Adams Avenue and Huntington Street,shall be dedicated and fully improved to City Standards. Improvements shall include street trees, street signs, and street lights. -2- 4/12/67. Master Plan of Arterial Streets and Highways Standards shall apply where applicable. Street sections shall be determined by soil " " value and traffic index. 3. Water supply shall be through the City of Huntington Beach's water system. 4. Preliminary and final soil reports shall be. submitted by an approved private soils engineer to the City prior to issuance of building permits. 5. A plan conforming to the grading ordinance shall be submitted to the Department of public Works for approval prior to issuance of a building permit. 6. All utilities shall be installed -underground at the time of development. 7. The water, sewer, and fire hydrant system shall be approved by the Department of public Works and Fire Department. 8. -All provisions of Article 979 shall be. complied with. PLOT PLAN AMENDMENT NO. 67-1 Applicant: Fujita Farms To allow a.plot plan amendment for the purpose of using an existing building for indus- trial purposes. Said building was designed for industrial purposes but authorized to be used as a temporary labor camp building under Use Variance No. 657. Located -on the west side of Gothard Street, approximately 1317 ft. south of Talbert Avenue. ,Legal des xj43 on on file in the Planning,Department Office audience. A MOTION WAS MADE -BY FERGUSON AND SECONDED BY MANDRELL TO APPROVE PLOT PLAN AMENDMENT NO. 67-1 SUBJECT TO THE FOLLOWING CONDITIONS: 1. A fence shall be installed separating the industrial use from the Labor Camp.. 2. The building shall be reconstructed to meet all the requirements of the Huntington Beach Ordinance.Code. Board of Zoning Adjustments Wednesday, April 12, 1967 AREA VARIANCE NO. 67-26 Applicant: Herman L..Guv. To allow an addition to a single family residence to encroach 10 ft. into the,required 25 ft. front yard setback in the R-4-X Suburban Residential District. Located at 7802 Newman Street and legally des- cribed as a portion of the N 2 of the SE 4 of the SE 4 ,of Section 26-5-11. Further legal on file in the Planning, Department Office. The hearing was opened to -the audience. Mr. Moore, adjacent property owner, spoke in opposition to the proposed request. He explained that all the houses on that particular area all have a 25' front yard setback. Mr. Quinnett, another adjacent property. owner, also spoke in opposition to the request. Mr. John -King, representing the applicant, stated that many houses in the surrounding area have a 151 front yard setback. He also explained that the ad- dition will improve the esthetic appearance of the -house. It was noted by the Board that this property is presently -zoned R4-X County Suburban Residen- tial which requires a 251 front yard setback, but in the future when this property is rezoned to a city zone, the maximum setback will be 15.1. There being no other comment the hearing was closed to the audience. A MOTION WAS MADE BY MANDRELL AND SECONDED BY HARLOW TO APPROVE AREA VARIANCE NO. 67-26 SUBJECT TO THE FOLLOWING CONDITION: 1. Any projection on the east side of the house, beyond the 251 setback, shall be of a decorative exterior. For the purpose of this condition a "Decorative exterior" shall mean -not a flat bare wall. FOR THE FOLLOWING REASONS: 1. This will add to the esthetic appearance of the house and surrounding area. 2. Future zoning will probably be R2 which allows a 151 front yard setback. In any event the maximum setback for any city zone,is 151. 3. The street right-of-way is established as 501. 4. This will update the property.. ROLL CALL VOTE: AYES: Mandrell, Ferguson, Harlow.
