Mayor Shipley called the regular meeting of the City Council of the
City of Huntington Beach to order -at 4:30 P.M.
The Pledge of Allegiance was given by all present in the Council Chamber.
The Invocation was ,given by reverend Gary Robinson, Minister Foursquare

were approved and adopted as prepared and mailed by the Clerk. Motion.

acres, Lots- LC; that the map had been certified by the Director of

The City Council may accept dedications as shown on the map and approve
the Final Map, subject to the following conditions:
The City Clerk's signature shall be withheld pending; the submittal and
completion of the enumerated requirements.

On motion by Kaufman, Council accepted offers of dedication as shown
on Final Map 6209, and adopted the map subject to conditions stipulated
by the Planning Commission. Motion carried:

The Clerk presented a transmittal from the Planning Department of
Conditional. Exception - UV 67-17 m Dutch _Haven Homes Incorporated
on property located south of Warner Avenue and =.pest. of Springdale
Street. The Planning Commission recommended approval. .
On motion by Kaufman, Council sustained the recomrandation of the
Planning Commission and directed the City Attorney to prepare a. Res-
olution approving UV 67-17. Motion carried.

The Clerk presented a transmittal from the Director of Public Works
of Plana, Specifications, Notice Inviting Sealed. Bids, and Resolution
for the construction of a storm drain, 1658.5 feet west of Beach
Boulevard, from Warner venue to the C-6 Channel m Project CCm067
On motion by Stewart, Council approved the Plans and Specifications
for the construction of a storm drain, and directed the City Clerk
to advertise for bids when directed by the Director of Public Works
Motion carried.
The Clerk read Resolution No. 2567 by title - "A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OR HUNTING ON BEACH ESTABLISHING THE GENERAL PRE-
VAILING RATE OF HOURLY WAGES FOR EACH CRAFT OR TYPE OF WORKMEN OR

The Clerk presented a transmittal from the Director of Public Works
of Plans, Specifications, Notice Inviting Sealed Bids, and Resolution
for installing a third pumping unit in the existing; Slater Avenue
Pump Station, - Project CC-066.
On motion by Stewart, Council approved the Plans and Specifications
for the construction at the Slater Avenue Pump Station, and directed
the Cites Clem to advertise for lids when directed by the Director of
Public Works. Motion carried.
The Clerk read Resolution No. 2568 by title r "A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF HUNTINGTON BEACH ESTABLISHING THE GENERAL PRE-

Can. motion by Stewart, Council approved the Plana and Specifications
for the construction of the two bridges, one at Warner Avenue and one
at Goldenwest Street at the C -05 Channel, 1, and directed the City Clerk
to advertise for bids when directed by the Director of Public Works.

of Monument bond, Improvement Band, and Subdivision ion Agreement for
Tract 6326 - SDC} Incorporated.
Cln motion by Stewart, Council accepted Monument Bond No. SC R-7-064-215,
Improvement bond No. SCaR-7-064-214 m Fireman's Fund American Insurance
Company, pany, approved Subdivision. Agreement for Tract 6326, and directed
the Clerk to file same; and authorized the Mayor and City Clerk to
execute the document on behalf of the City, Motion carried.
The Clerk presented a transmittal from the Director of Public Works,
requesting authorization to release the Improvement and Monument
Banda for Tracts 5360 and 5050 and accept substitute bonds in the
amount of $30,000.00, to permit the City to take over maintenance of
the dedicated improvements where necessary,
Can motion by Kaufman, Council approved the decrease of Improvement and.
Monument Bonds for Tract Nos, 5360 and 5050, accepted the endorsement
in the amount of $30,000.00 in lieu thereof, and authorized the
Director of Public Works to make said bond substitution. Motion carried„

The Clerk presented a claim from Joseph McCarthy for alleged damages
to his ear as a result of the Fire Department burning a house on Ninth
Street
On motion hy. Green, Council denied the claim filed by Joseph McCarthy
and referred same to the City Attorney and the City's Insurance Carrier.

PACIF1f OUT�r'EST AIRLINES' PUG APPLICATION
The City Administrator presented a letter from Air California requesting
the City to adopt a resolution opposing Pacific Southwest Airlines'
current application to duplicate service from the Orange County Airport
to San Francisco.
On motion by Kaufman, Council received the Netter from Air California
and directed same be filed by the City Clerk. Motion carried.
SUNSET BEACH SA ITATIOU PLANT COMMITTEE
Mayor Shipley directed that. the Council committee composed of Councilmen.
Bartlett, Green., and S ewart., study and report back to Council on -the
service fees and costa if the City of Huntington Beach were to asaU.a:-le
the Sunset Beach Sanitary District sewage disposal problem.
LEAVE OF ABSENCE - a SST DIR OF CIVIL DEFENSE
The City Administrator presented a, request from assistant Director of
Civil Defense Claude Te es for a two month leave of absence without
pay from July 1 to August 31., 1967,
n motion by Gisler, Council granted the request of the Assistant
Director of Civil Defense for a leave of absence of two months. Motion
carried.
The City Administrator presented an application from the Mies California -
World Beauty Pageant requesting the Ci.ty's renewal of an entry in the
Pageant with a franchise fee of 30V The City, Administrator recommended
that this franchise fee and entry not be renewed.
On motion by Kaufman, Council sustained the recommendation of the City
Administrator and directed that application and entry fees not be
renewed in the Miss California -World Beauty Pageant. Motion carried.
The City Administrator -presented a communication from the Huntington
Beach Chamber of Commerce suggesting that participation in chamber
activities by elected officials and department heads be covered by
an annual dues rate of $1000, They also requested the Council to pay
for the printing of brochures in the amount of $2700.

PROPOSED WASTE' -WATER ORDINANCE E N.0 'i3 2(_
The City Administrator reported on the meeting held by the Coil Industry
Advisory Committee concerning Ordinance No. 1320, which establishes a
penalty for delinquent waste water fees. The Committee recommended
approval of the Ordinance
On motion by Coen, Council instructed the. City Clerk to include Ordinance
No. 1520 on the agenda for the next Council meeting, Motion carried.

On motion by Gisler, Council authorized the attendance of the Dire6tor
of Building and Safety, 0. C: , Cleveland., to represent the City at. the
International Conference of Building Officials in Minneapolis, Minnesota
on September 25 through 29, 1967, with reimbursement for reasonable
expenses. Motion carried.
The City Administrator presented a list of bids transmitted from the.
Director of Building and Safety for the installation of a sprinkler
system for the pavalon Building, The bidders were as follows:

The City Administrator presented a request. from S,D.C. Incorporated
for a refund of 13500 for Tract 5500, Said developer paid fees in this
amount for Tract. 5500 but is unable to develop it at this UK. The
Administrator recommended approval of the refund.
On motion by Kaufman, Council authorized the refund of $3500 to S V C .
Incorporated for Tract 5500, and directed the return of the unapproved
linen to the developer with receipt of same, by the following roll call

NEWPORT BEACH a FREEWAY ALIGNMENT
Mayor Shipley informed the Council of a ceimiuni.cation he had received
from the City of Newport Beach regarding, the alignment of the Coast
Freeway, r°egvestingCouncil to support the alignment approved. by
Newport Beach.
On emotion by Green, Council received the communication from Newport
Beach and directed same be filed by the City Clerk. Motion carried.,

DRAINAGE PROBLEM -x MEADOWLARK TRACT
Mr,, Edward Kaston, 5972 Gi_ldred Circle, City, representing the Meadowlark
Homeowners, addressed- the Council and discussed the drainage problem
in the Meadowlark Tract with respect to the artesian water can Greenview
Lane
Mr. Kaston was informed by the City Administrator and the Director- of
Public Works that this item had been included in the 1 7-68 budget
and work would begin as soon as feasible.

The Clerk presented a letter from Margaret. C.. Kettler requesting Council
consideration in renaming "Irby Park" to Kettles Park.
Mr. Bill Kettler, 623 Seventh Street, City, addressed the Council and
informed. them of the reasons for this particular request .
Mayor Shipley appointed a Committee of the Council consisting of
Councilmen Bartlett, Stewart, and Coen to meet with the Parks and
Recreation Coc fission regarding the renaming of Irby Park to Kettler
Park.

The Clerl. presented a letter from Wallace Dugan, 16412 Hollywood Lane,
City, requesting permission to put a gate in a block wall on the back
of his property in order- to More his camper in the rear yard and remove

On motion by Coen, Council denied the request of Wallace Dugan to put a
gate in the block wall at the back of his property,, as this would be
in violation of the Huntington Beach Ordinance Code. Motion carried.
APPLICATION m ENTERTAInIE PERMIT m PIZZA PALACE
The Clerk presented an application for an entertainment permit from
Alfred E. Lee, owner of the Pizza palace., 10071 Adams Avenue, to permit
a Dixieland. Band to play on Friday and Saturday ni_gInts between 9 PM
and. 1 Aria The Police Department report recommended approval.

On motion by Coen, Council granted an entertainment permi.t. to Alfred-
E. Lee, owner of the Pizza Palace, for a period not to exceed one
year, subject to compliance with the present Ordinance Cade regulating
taverns, bars, restaurants, and entertainment in same, Motion carried

The Clerk presented a letter from the Huntington Harbour Corporation
requesting Council consideration for relief from requirements of the
City Building Code in. regard to installation of parking lot in the
Huntington Harbour Shopping Center,
Mr. Richard Maitland, representing Huntington Harbour Corporation,
addressed the Council, and discussed the problems and reasons for this
request.
On motion by Coen., Council denied the request of Huntington Harbour
Corporation for relief from requirements of the City Building Code
in regard to a parking lot. Motion. carried.

The Clerl presented a. license application from Graham Halton, for a
motorcycle rental at 602 Ocean Avenue. This item had been deferred
from the meeting of May 1., 1967,
On motion by Kaufman, Councilgranted the license application for the
motorcycle rental subject to the approval of the Fire Department.

Mayor Shipley announced that this was the day and hour set for a. public
hearing on. Zone Case No. 67m 13 , on property bounded by Atlanta Avenue
on the north, Beach Boulevard on .the east, Pacific Ocean on the south
and First Street on the west, and directed the Clerk to read the legal
notice

The Clerk informed the Council that they had been provided with copies
of the Planning, Secretary's transmittal, recommending approvals and
stated that he had received no communications or written pretests to
Zone Case 67-13.
Mayor Shipley declared the hearing open
Mrr Cecil wheat. 239 lst Street, City, addressed the Council and stated
his objection to the proposed location of the drill_ site island as set
by the Planning Commission.
Mr. J.D. Bertino, representing Standard Oil Company, addressed the.
Council, and requested Council's approval of the Zone Cara as no
presented,
Mr. John Sparkman, representing Standard Company, :addressed the Council
and informed them of the company's future plans concerning this area
Mr. Bill Wren, representing Huntington Beach Company, owners of the
land, addressed the Council and requested Co nc.i.l's approval of Zone

further protests filed., either oral or written, the hearing was closed

On motion by Green, Council sustained the decision of the planning
Commission and approved the zone change, and directed. the City Attorney
to prepare an Ordinance effecting the change of zone. in, Zone Case No
67-13. Motion carried,

The Clerk read notice of public hearing on Code Amendment No, £ 7-10,
as published in. the Huntington Beach News on May 4, 1967, setting the
hour of 7:30 P.M., or as soon thereafter as possible, on Monday, the
15th day of May, 1967, in the Council Chamber of the Civic Center,
Hunlin_gton Beach, California, as the time and place for a public
hearing, for the purpose of considering a proposed code amendment to
Division 9 of the Huntington Beach Ordinance Code, Said amendment
proposes to place all underground utility lines in the street or alley
right-of-way or along lot line, and repeals the need for plan approval
by the Department of Public Works.
The. Clerk informed the Council that they had been provided with copies
of the Planning Secretary's transmittal, and stated that he had received
no communications or written protests to Cede Amendment No. 67-10, or
to the recommendation of approval of the Planning Commission.
Mayor Shipley declared the hearing open..
There being no one present to speak on the matter, and there being, no
protests filed, either oral or written, the hearing; was closed by the
Mayor.
On motion by Kaufman, Council. approved Code amendment No. 7-10, and
directed the City Attorney to prepare an Ordinance amending the
Huntington Beach Ordinance Code, Motion carried
