National Bank Building Huntington Beach, California Wednesday, May 17, 1967 John Mandrell, Richard Harlow, Sam Ferguson. BOARD MEMBERS ABSENT: None. PLOT PLAN AMENDMENT NO. 67-4 Applicant: Shields Development Co. To allow a plot plan amendment for Use Variance No. 66-65 for the purpose of adding a free standing sign on Brookhurst Street and a curb cut on Yorktown Avenue. Located at the northwest ' corner of Yorktown Avenue and Brookhurst Street. Legal on file. The hearing was opened to the audience. -P Dick Schesinger, representing the applicant, explained the request to the Board. He stated that the Winchell Sign is absolutely necessary for their operation. He also stated that the additional curb cut is needed as a second entrance for east bound traffic on Yorktown Avenue;and that the driveway will provide added convenience for patrons of the center. Mr. Barker, architect for the applicant, answered various questions pertaining to the dimensions of the sign. John Mandrell stated that there will be no left turn off Yorktown for east bound traffic when the median is constructed. Wallace Mitchell, representing the land owner, asked various questions pertaining to the request. It was the consensus of the Board that this matter should be continued for one week to allow the applicant time to obtain more information regarding the signs and also to allow time for the City Traffic Engineer to review the curb cuts. There being no other comment, the hearing was closed to the audience. Further Board discussion followed. A MOTION WAS MADE BY HARLOW AND SECONDED BY FERGUSON TO CONTINUE PLOT PLAN AMENDMENT NO. 67-4 TO MAY 24, 1967. ROLL CALL VOTE: AYES: Mandrell, Harlow, Ferguson. NOES: None. ABSENT: None. USE PERMIT NO. 67-15 Applicant: Robert Stellrecht To allow a home occupation for the purpose of conducting a general contracting.business in the R-2 Two Family Residence�District. Located at 17610 Cameron Street and legally described as the N/z of Lot 15 of Tract 405. The hearing was opened to the audience. Roger Slates, representing the applicant, explained the request. "W. R. Reed, owner of the adjacent property, que-stioned.the kind of business proposed. He stated that he had no object lns'"to the proposed request if it is limited to an office use. It was noted by the Board that the applicant had not signed the agreement required for home occupations. It was also noted that he would have to submit a complete plot plan and,floor plan. There being no other comment, the hearing was closed to the audience. Further Board discussion followed. A MOTION WAS MADE BY HARLOW AND SECONDED BY MANDRELL TO APPROVE USE PERMIT NO. 67-15 SUBJECT TO THE FOLLOWING CONDITIONS: 1. The applicant shall sign the agreement agreeing to conform to the requirements for home occupations. 2. A corrected plot plan and floor plan designating the room to be used for the office shall be submitted to the Planning Department for approval. ROLL CALL VOTE: AYES: Ferguson, Mandrell, Harlow. NOES: None. ABSENT: None. THE MOTION CARRIED. DIVISION OF LAND NO. 67-15 and 67-16 Applicant: Roger Slates To allow a division of land into 2 separate parcels located on the southeast corner of Warner Avenue and "B" Street. Legal on file. Roger Slates, the applicant, explained the request to the Board. The suggested conditions of approval were reviewed. Board discussion followed. -2- 5/17/67. Page No. 3 Minutes: H.B. Board of Zoning Adjustments Wednesday, May 17, 1967 A MOTION WAS MADE BY MANDRELL AND SECONDED BY HARLOW TO APPROVE DIVISIONS OF LAND NO. 67-15 AND 67-16 SUBJECT TO THE FOLLOWING CONDITIONS: 1. Warner Avenue, "B" Street, and Blaylock Drive shall be dedicated and fully improved to City Standards at the time each parcel is developed.° Improvements shall include street trees', street signs, and street lights. 2. All streets shall conform to City of Huntington Beach Standards. Master Plan of Arterial Streets and Highway Standards shall apply where applicable. Street sections shall be determined by soil "R" value and traffic index. 3. Water supply shall be through the City of Huntington Beach's water system at the time each parcel is developed. 4. Sewage disposal shall be through the City of Huntington Beach's sewage system at the time each parcel is developed. 5. The property shall participate in the local drain- age assessment district at the time each parcel is developed. 6. Preliminary and final soil reports shall be sub- mitted by an approved private soils engineer to the City prior to issuance of building permits. 7. All utilities shall be installed underground at the time each parcel is developed. 8. The water, sewer, and fire hydrant system shall be approved by the Department of Public Works and Fire Department. 9. Fire alarm system conduit and appurtenances shall be installed by the developer at locations and to specifications provided by the Fire Department. 10. A parcel map shall be filed with the City and recorded. 11. The Division of Land shall not become effective until a Covenant and Agreement is signed with the City and recorded. PRECISE PLAN REVIEW - ARMOUR DEVELOPMENT AREA VARIANCE NO. 67-8 The Secretary informed the Board that this precise plan review is a condition of approval of Area Variance No. 67-8 The Board reviewed the plot plans with Paul Bruns and Larry Armour. Board discussion followed. A MOTION WAS MADE BY HARLOW AND SECONDED BY FERGUSON TO APPROVE PRECISE PLAN REVIEW FOR AREA VARIANCE NO. 67-8 SUBJECT TO THE FOLLOWING CONDITION: 1. All applicable provisions of Area Variance No. 67-8 and Plot Plan Amendment No. 67-2 shall be complied with. ROLL CALL VOLE: AYES: Mandrell, Ferguson, Harlow. NOES: None. ABSENT: None.
