HUNTINGTON BEACH BOARD OF ZONING ADJUSTMENTS

BOARD MEMBERS PRESENT: Harlow, Mandrell, Ferguson.
BOARD 'MEMBERS ABSENT: None.
USE PERMIT NO. 67-16
Applicant: Louis Merandi
To allow a home occupation for
the use of a -phone and/or mail order in conjunction with
a household and industrial all-purpose cleaner business.
Located at 6451 Crandall Drive and legally described as
Lot 90 of Tract 4881.
The hearing was opened to the
audience. .
Mr. Merandi, the applicant,
explained the reasons for the request.
The Board noted that the applicant
could comply to the ordinance regulating home occupations.
There being no other comment, the
hearing was closed to the audience.
Board discussion followed.
A MOTION WAS MADE BY HARLOW AND
SECONDED BY FERGUSON TO APPROVE USE PERMIT NO. 67-16.

USE PERMIT NO. 67-17
Applicant: Houser Brothers
To permit the construction of a mobile
home park and recreation area in the R-5 Office Professional—
District. Located on the west side of -Monterey Drive, approx-
imately 600' south of Edinger Avenue. Legal description
on file in the Planning Department Office. -
The hearing was opened to the audience.
Dick Maitland, representing Huntington
Harbour, an adjacent property owner, asked various questions
pertaining to the proposed request.

Cliff and Vernon Houser, the applicants,
explained the request to the Board.
Lengthy discussion was held regarding
dedication and improvement of Saybrook Lane.
Mr. Maitland stated that Huntington
Harbour would prefer to have more landscaping along Saybrook
Lane.
There being no further comment, the
hearing was closed to the audience.
Lengthy board discussion followed.
A MOTION WAS MADE BY MANDRELL AND
SECONDED BY HAR LOW TO APPROVE USE PERMIT NO. 67-17 WITH
THE FOLLOWING CONDITIONS: -
1. Monterey Drive shall be dedicated and fully improved
to City Standards. Improvements shall include street
trees, street signs and street lights. Saybrook Lane
shall be dedicated for a 401- half street right-of-way'.
The developer shall enter into an agreement with the
City agreeing to install street improvements.
2. All streets shall conform to City of Huntington Beach -
Standards. Master Plan of Arterial Streets and Highway
Standards shall apply where applicable. Street sections
shall be determined by soil "R" value and traffic index.
3. Where private drives intersect with public streets curb
radii shall conform to Department of Public Works han-
dards, except emergency access on Saybrook Lane.
4. Water supply shall be through the City of Huntington
Beach's water system at the time said parcel is developed.
5. Sewage disposal shall be through the City of Huntington
Beach's sewage system at the time said parcel is
developed.
6. The property shall participate in the local drainage
assessment district at the time said parcel is developed.
7. Preliminary and final soil reports shall be submitted
by an approved private soils engineer to the City prior
to issuance of building permits.
S. All utilities shall be installed underground at the
time said parcel is developed.
9. The water, sewer, and fire hydrant system shall be
approved by the Department of Public Works and Fire
Department.
10. Fire alarm system conduit and appurtenances shall be
installed by the developer at locations and to specifi-
cations provided by _the Fire Department.
11. A masonry wall shall be constructed along Saybrook Lane,
Monterey Drive and the north property line. The height
of said wall shall be such, that the top will be six (6)
feet above the highest ground surface within twenty (20)
feet of the common property line.
12. A division of land shall be filed with the City separating
the trailer park from the vacant property to the north.

PLOT PLAN AMENDMENT NO. 67-5
Applicant: Deane Properties C m ny,
To allow a plot plan amendment for
Use Variance No. 66-69 for the purpose of allowing 8'
high walls along the front property lines, 716" high
walls along the rear property lines; and 916" high
walls increasing to a maximum height of 121 along the
side property lines. Located on the west side of
Bushard Street, 621.371 north of Indianapolis. Legal
description on file in the Planning Department Office.
The hearing was opened to the
audience.
Norm Bloom, representing the applicant,
explained the request to the Board. He stated that to
achieve the minimum building height of 81, the wall on
the house had to be 916" high. The 121 high wall only
occurred where there was a slope in the lot for drainage
purposes.
Carol Ann Wall, adjacent property
owner of the Sea Haven Tract, asked various questions
and stated that she had no objections to the request.
Lengthy Board discussion followed.
A MOTION WAS MADE BY HARLOW AND
SECONDED BY MANDRELL TO APPROVE PLOT PLAN AMENDMENT
NO. 67-5 SUBJECT TO THE FOLLOWING CONDITIONS:
1. The developer shall come to an agreement with the
Sea Haven property owners as to the type, height
and color scheme of the walls.abutting their property.
2. The wall along the north property line shall be
constructed adjacent to the existing fences.
3. All previous conditions of Use Variance No. 6669
shall be complied with.
FOR THE FOLLOWING REASON:
1. The 121 high wall is necessary to add to the
aesthetics of the neighborhood and maintain
continuity in the wall design.
