HUNTINGTON BEACH BOARD OF ZONING ADJUSTMENTS
BOARD MEMBERS PRESENT:

John Mandrell, Sam Ferguson,
Richard Harlow.
BOARD MEMBERS ABSENT: None.
USE PERMIT NO. 67-21
Applicant - Ellis & Son
To allow a home occupation for the
purpose of conducting a janitorial service in the R-1
Single Family Residence District. Located at 20611 Sandpiper
Lane and legally described as Lot 55 of Tract No. 4094.
The hearing was opened to the
audience.
The following property owners address-
ed the Board and objected to the request: Mr. Joe Allison
and Mr. and Mrs. Russell.
There being no other comment, the
hearing was closed.
It was the consensus of the Board
to continue Use Permit No. 67-21 to June 28, 1967, in
order for the applicant to be present to explain the
request.

SECONDED BY FERGUSON TO CONTINUE USE PERMIT NO. 67-21 TO
JUNE 28, 1967.

Applicant - Hal K. Williams
To permit an open space of 795
sq. ft. in the rear 2/3 of a lot in deviation to the
required 900 sq. ft. in the Rl Single Family Residence
District. Located at 17421 La Mesa Lane, Huntington
Beach and legally described as Lot 40 of Tract 5637.
The hearing was opened to the
audience.
Mr. Williams, applicant addressed
the Board and stated his reasons for the request.
There being no other comment
the hearing was closed.

BY FERGUSON AND SECONDED BY HARLOW TO APPROVE AREA
VARIANCE NO. 67-36 FOR THE FOLLOWING REASON:
1. The proposal is in conformance with proposed code
amendment and a policy statement of the Planning
Commission.

USE PERMIT NO. 67-20
Applicant - Richard L. Tom, A.I.A.
To allow a 52 unit
apartment complex in the R-4 Multiple Family Residence
District. Located on the southeast side of 17th
Street; at intersection of 17th and Clay Streets.
Legally described as Lot B, Block 2805, Eastside
Villa Tract.
The Secretary
informed the Board that this item and the next
item on the agenda pertain to the same parcel of
land. He suggestedthat the hearing be opened to
the audience on both items.
The hearing was
opened to the audience, on Use Permit No. 67-20
and Area Variance No. 67-37.
Mrs. Jaehn,
607 Jana Circle, addressed the Board and asked
various questions pertaining to the type of carports.
Richard Tom,
representing -the applicant, addressed the Board and
explained the proposal.
Gordon Stiltmen,
representing the Methodist.Church, asked the Board
if the applicant will be required to install street
improvements and sidewalks.
The Chairman
informed Mr. Stiltmen that the applicant will be
required to install all street improvements as
required by the Department of Public Works.
Mrs. Crowley,
addressed the Board and asked various questions
pertaining to stormdrain easement located between
her property and the proposed development.

There being no other comment
the hearing was closed.
It was noted that the driveway
locations could cause a traffic problem and further study
should be given to the matter. It was also noted that
although 17th Street is designated as a Primary Arterial
Highway, there is a possibility that it could be reverted
to a local street due to the location of the Coast
Freeway and that further study should also be given to
that matter.
The Board held a lengthy discussion.
It was the consensus of the
Board to continue Use Permit No. 67-20 and Area Variance
No. 67-37 to June 28, 1967_, for further study on the
driveway location and•status of 17th Street.

67-20 TO JUNE 28, 1967, WITH THE CONSENT OF THE APPLICANT.

legally described as Lots 48 and 49 of Tract No. 6183.
The hearing was opened to the
audience.

applicant, addressed the Board and explained the proposal.

the hearing was closed.'

VARIANCE NO. 67-38 UPON THE FOLLOWING CONDITIONS:
1. Area Variance No. 67-38 shall apply to height of
the wall only.
2. Structural standards, wall materials, and wall design
shall. conform to Department of Public Works Standards.
3. The portion of the block wall exceeding the 6' height
limit shall be constructed on private property.

COMMUNICATION: The Secretary read a communication
submitted by the,Orange County Plan-
ning Commission regarding Use Variance No. 5912,
which would -allow a three story single family dwell-
ing with an attached garage having less than the
required width in the R-4 Suburban Residential
District.. Said request also pertains to the front
and rear Yard setback and building height.'
The Board reviewed
the request.

BY FERGUSON AND SECONDED BY HARLOW TO INSTRUCT THE
PLANNING DEPARTMENT TO WRITE A LETTER TO THE ORANGE
COUNTY PLANNING COMMISSION -RECOMMENDING THAT USE
VARIANCE NO. 5912 COMPLY WITH THE STANDARDS RECOMMENDED
IN THE SUNSET BEACH-SURFSIDE STUDY.
