National Bank Building Huntington Beach, California Wednesday, June 28, 1967 BOARD MEMBERS PRESENT: John Mandrell, Sam Ferguson, Richard Harlow. BOARD MEMBERS ABSENT:- None. MINUTES: The minutes of June 14, 1967 were accepted as transcribed and mailed by the Secretary. USE PERMIT NO. 67-21 Applicant: Ellis & Son - continued To allow a home occupation for the purpose of conducting a janitorial service in the R-1 Single Family Residence District. Located at 20611 Sandpiper Lane and legally described as Lot 55 of Tract No. 4094. The hearing was opened to the audience. The Secretary informed the Board that Mr. Joe Allison, adjacent property owner, had contacted him and wanted_ to withdraw his objections to the proposed request. Mr. Ellis, the applicant, explained the request in detail to the Board and also stated he will conform to the ordinance regulating home occupations.. hearing was closed. There being no other comment the Board discussion followed. A MOTION WAS -MADE BY HARLOW AND SECONDED BY MANDRELL TO APPROVE USE PERMIT NO. 67-21. ROLL CALL VOTE: AYES: Mandrell, Ferguson, Harlow. NOES: None. ABSENT: None. THE MOTION CARRIED. USE PERMIT NO. 67-20 Applicant: Richard L. Tom, A.I.A. To allow a 52 unit apartment complex in the R-4 Multiple Family Residence District. Located on the southeast side of 17th Street; at inter- section of 17th and Clay Streets. Legally described as Lot B. Block 2805, Eastside Villa Tract. The hearing was opened to the audience. The Chairman informed the Board that this item and the next item on the agenda pertain to the same parcel of land. He suggested that the hearing be opened to the audience on both items. 6/28/67. Mrs. Mary Crowley, adjacent property owner, addressed the Board and objected to the carports being located on the side property line in deviation to the 5' setback. She also asked various questions regarding a stormdrain easement for this development. Mr. Tom, the applicant, explained the reasons for requesting the "0" side yard setback. He stated that there will be no maintenance required and the 8' high wall of the carports will serve as a better physical separation between the apartments and the abutting use. Mrs. Crowley stated that she would like to withdraw her objections. Mrs. Blanch Wood addressed the Board and asked various questions regard- ing the zoning of this parcel and the surrounding parcels. There being no other comments, the hearing was closed. The suggested conditions of approval were reviewed by the applicant. Board discussion followed. A MOTION WAS MADE BY HARLOW AND SECONDED BY MANDRELL TO APPROVE USE PERMIT NO. 67-20 UPON THE FOLLOWING CONDITIONS: 1. 17th Street shall be dedicated to City Standards. 2. 17th Street and Clay Street shall be fully improved to City Standards. Improvements shall include street trees, street signs, and street lights. 3. All streets shall conform to City of Huntington Beach Standards. Master Plan of Arterial Streets and Highways Standards shall apply where applicable. Street sections shall be determined by soil "R" value and traffic index. 4. Water supply shall be through the City of Huntington Beach's water system at the time said parcel is developed. 5. Sewage disposal shall be through the City of Huntington Beach's sewage system at the time said parcel is developed. 6. Preliminary and final soil reports shall be sub- mitted by an approved private soils engineer to the City prior to issuance of building permits. 7. All utilities shall be installed underground at the time said parcel is developed. 8. Page No. 3. 9. Fire alarm system conduit and appurtenances shall be installed by the developer at locations and to specifications provided by the Fire Department. 10. A masonry wall shall be constructed along the east property line. The height of said wall shall be such, that the top will be six (6) feet above the highest ground surface within twenty (20) feet of the common property line.' 11. No structures, other than those shown on the approved plot plan, shall be constructed within the project. 12. Driveway locations shall be approved by the Traffic Engineer. 13. The carports along the south property line shall not 'exceed a height of 8 ft. 14. A plan incorporating the above conditions shall be submitted to Planning Department for approval prior to issuance of a building permit. 15. THE MOTION CARRIED. AREA VARIANCE NO. 67-37_- continued Applicant - Richard L. Tom, A.I.A. To permit a detached accessory building (carport) to be located on the property line in deviation to the required 5 ft. setback -in the R-4 Multiple Family Residence District. Located on the south- east side of 17th Street; at the intersection of 17th and Clay Streets. Legally described as Lot B, Block 2805, Eastside Villa Tract. A MOTION WAS MADE BY HARLOW AND SECONDED BY FERGUSON TO APPROVE AREA VARIANCE NO. 67-37 WITH THE FOLLOWING CONDITION: 1. The carport wall, constructed along the south property line, shall not exceed 8 ft. in height. FOR THE FOLLOWING REASON: 1. The 8' high carport wall will serve as fence thereby providing better separation between the apartments and the abutting use. ROLL CALL VOTE: AYES: Mandrell, Harlow, Ferguson. Williams To permit construc- tion of two additional dwelling units on a lot having 5 off-street parking sp aces in deviation to the required 6 parking spaces. Located at the northwest corner of loth Street and Olive Avenue and legally described as Lots 1 and 3, Block 310, Huntington Beach Tract. The hearing was opened to the audience. There was no one present to speak for or against the matter. The Secretary informed the Board that he discussed the matter with the applicant. He stated that the applicant has more off-street parking than needed for the new construction ' and he is on a corner lot which will provide additional on -street parking. He also stated that the application was filed because the new unit was to be attached to an older unit having inadequate parking. There being no other comment, the hearing was closed. Board discussion followed. A MOTION WAS MADE BY MANDRELL AND SECONDED BY FERGUSON TO APPROVE AREA VARIANCE NO. 67-39 FOR THE FOLLOWING REASONS: 1. The applicant has provided more than required for a new construction. 2. The subject development is on a corner lot and has more on -street parking than normally provided. ROLL CALL VOTE: AYES: Man:drell, Ferguson, Harlow NOES: None. ABSENT: None. THE MOTION CARRIED. USE PERMIT NO. 67-22 Applicant: Robert E. Hulse To allow a home occupation for the use of a phone in conjunction with a carpet cleaning business. Located at 16371 Santa Anita Lane and legally described as Lot 14 of Tract No. 3753. The hearing was opened to the audience. There was no one present to speak for or against the matter. Board discussion followed. USE PERMIT NO. 67-23 Applicant: Joe Evans To permit the construction of a car wash, petroleum products service station and a snack bar in the C-4 Highway Commercial District. Located at the northwest corner of Aldrich Street and Beach Blvd. Legally described as Lots 5 through 13, Tract No. 417. The hearing was opened to the audience. Joe Evans, the applicant, addressed the Board and requested a one week continuance because an area variance pertaining to the same use would be heard at that time. Robert E. Wilson and Richard Boyd, owners of the proposed car wash,.showed various photos and plot plans to the Board members. Roger Slates; representing==the applicant, further explained the request to the Board. hearing was closed. There being no other comment, the Board discussion followed. A MOTION WAS MADE BY HARLOW AND SECONDED BY FERGUSON TO CONTINUE USE PERMIT NO. 67-23 TO JULY 5, 1967, WITH THE CONSENT OF THE APPLICANT. ROLL CALL VOTE: AYES: Mandrell, Harlow, Ferguson. NOES: None.
