National Bank Building Huntington Beach, California Wednesday, July 5, 1967. John Mandrell, Richard Harlow. None. Dan McFarland, The Minutes of June 21, 1967 were accepted as transcribed and mailed by the Secretary. USE PERMIT NO. 67-24 Applicant: Boyd E. Braman To allow the establishment of a mortuary in the C-4 zone. Located on the west side of Beach Boulevard, approximately 320' north of Talbert Avenue. Legal description on file in the Planning Department Office. The hearing was opened to the audience. The applicant explained the request to the Board. It was noted by the Board that the plot plan did not show the parking spaces proposed for the subject project, therefore the use permit should be conditioned to have the parking conform to the ordinance stating the number of required spaces. There being no other comment, the hearing was closed. Further Board discussion followed. A MOTION WAS MADE BY MANDRELL AND SECONDED BY HARLOW TO APPROVE USE PERMIT NO. 67-24 SUBJECT TO THE FOLLOWING CONDITIONS: 1. Beach Blvd. shall be fully improved to State Standards. Improvements shall include street trees, and street lights. 2. Water supply shall- be through the City of Huntington Beach's water system at the time said parcel is developed. 3. Sewage disposal shall be through the City of Huntington Beach's sewage system at the time said parcel is developed. 4. The property shall participate in the local drainage assessment district at the time said parcel is developed. 5. Preliminary and final soil reports shall be submitted by an approved private soils engineer to the City prior to issuance of building permits. 7/5/67• Minutes: H.B. The water, sewer, and fire hydrant system shall be approved by the Department of Public Works and Fire Department. 8. Off-street parking facilities shall conform to Article 979. 9. A masonry wall shall be constructed along the alley except at driveway locations. The height of said wall shall be such, that the top will be six (6) feet above the highest ground surface within twenty (20) feet of the common property line. 10. The driveway entering and exiting onto the alley shall have a minimum width of 20 ft. 11. The driveways entering and exiting onto Beach Boulevard shall have a minimum width of 24 ft. and shall meet - State Standards. 12. No structures, other than those shown on the approved plot plan, shall be constructed within the project. 13. All provisions of Section 9456 (f) shall be complied with. ROLL CALL VOTE: AYES: Mandrell, McFarland, Harlow. NOES: None. ABSENT: None. THE MOTION CARRIED. AREA VARIANCE NO. 67-40 Applicant: Tri-Delta Constr. To allow an open patio cover to be con- structed 10' from the rear property line causing a reduc- tion of the required 900 sq. ft. of open space. Located at 20612 Salt Air Circle and legally described as Lot 52 of Tract No. 5939. The hearing was opened to the audience. George Flinn, representing Tri-Delta Construction Co., addressed the Board and explained the reasons for the request. It was noted that a code amendment allowing this type of -request is being initiated and will soon be in effect. There being no other comment, the hearing was closed. Board discussion followed. To allow a detached accessory building to encroach to within 43' of the front property line and 0' from the side property line in deviation to the required 50' front yard setback and 10' side yard setback. Located on the southeast corner of Adams Avenue and Beach Blvd. Legal description on file in the Planning Department Office. The hearing opened to the audience. Max Benward, the applicant, addressed the Board and explained the reasons for the request. There being no other comment, the hearing closed. Board discussion followed. A MOTION WAS MADE BY MANDRELL AND SECONDED BY HARLOW TO APPROVE AREA VARIANCE NO. 67-42 SUBJECT TO THE FOLLOWING CONDITIONS: 1. The detached accessory building shall be set back 50' from Beach Boulevard. 2. If the RA property to the south develops as a residential use then the 10' side yard setback shall be complied with. ROLL CALL V'_OTE : , AYES: McFarland, Mandrell, Harlow. NOES: None. ABSENT: None. THE MOTION CARRIED. It was the consensus of the Board that the applicant could have until September 30, 1967 to comply with these requirements inasmuch as the structure is in and full of ice. AREA VARIANCE NO. 67-44 Applicant: R. H. Grant & Co. To allow a 10' x 40' double faced subdivision directional sign to be constructed adjacent to the front and exterior side property lines in deviation to the required 50' setback. Located on the southeast corner of Yorktown Avenue and Beach Blvd. Legal description on file in the Planning Department Office. The hearing was opened to the audience. Bill King, representing the applicant, addressed the Board and explained the reasons for the request. He stated that the sign is needed to sell the remaining homes in the subdivision. He also stated that this sign was only needed for a short period of time. He explained that the subdivision is very difficult to find, thus the need of the large sign. -3- 7/5/67• Minutes: H.B. Howard Tribont, adjacent property owner, spoke in 6pposition to the -proposed sign because it will block the visibility of his shopping center. There being no other comment, the hearing was closed._ Further Board discussion followed. A MOTION WAS MADE BY HARLOW AND SECONDED BY MANDRELL TO APPROVE AREA VARIANCE NO. 67-44 SUBJECT TO THE FOLLOWING CONDITIONS: 1. The sign shall not exceed 200 sq. ft. in area. 2. Area Variance No. 67-44 shall be null and void on January 5, 196$. FOR THE FOLLOWING REASON:- 1. Yorktown Ave. is the main entry to the subdivision. 2. A sign of this size,is permissable for C-2 uses at that location. ROLL CALL VOTE: 11 AYES: McFarland, Mandrell, Harlow. NOES: None. ABSENT: None. THE MOTION CARRIED. AREA VARIANCE NO. 67-43 Applicant: Kenneth S. Wing To permit 11 off-street parking spaces for a building having a gross floor area of approximately 18,800 sq. ft. Located at 608 Main Street and legally described as Lots 2,4,5,6,7 and 8 of Block 605, Huntington Beach Tract. The hearing was opened to the audience. Harold Hagen addressed the Board and explained the request. He stated that the public will not use the building because its', primary purpose-is,for storing telephone switching equipment. He also informed the Board of the projected number of employees who will occupy the building over the next 10 years. Kenneth Wing, the applicant, also explained the request. There being no other comment, the hearing was closed. Board discussion followed. A MOTION WAS MADE BY MANDRELL AND SECONDED BY HARLOW TO APPROVE AREA VARIANCE NO. 67-43 UPON THE FOLLOWING CONDITION: 1. There are no standards set forth for this type of request. 2. General Telephone Co. anticipates expanding this facility in 1977 at which time the parking require- ments can be re-evaluated. ROLL CALL VOTE: AYES: McFarland, Mandrell, Harlow. NOES: None. ABSENT: None. THE MOTION CARRIED. USE PERMIT NO. 67-23 Applicant: Joe Evans To permit the construction of a car wash, petroleum products service station and a snack bar in the C-4 Highway Commercial District. Located at the northwest corner of Aldrich Street and Beach Boulevard. Legally described as Lots 5 through 13, Tract No. 417. The Secretary informed the Board that thisitem and the next item on the agenda pertain to the same parcel of land. He suggested that the hearing be opened to the audience on both items. AREA VARIANCE NO. 67-41 Applicant: Joe Evans To permit a canopy for a commer- cial building to project into the required 50' setback. Located on the northwest corner of Beach Boulevard and Aldrich Street and legally described as Lots 5, 6, 7, 89 91 10, 11, 12 and 13 of Tract No. 417. The hearing was opened to the audience on Use Permit No. 67-23 and Area Variance No. 67-41. Joe Evans, Roger Slates, Robert Wilson, and Richard Boyd, addressed the Board and explained the request. Darrell Baker, adjacent property owner, asked various questions regarding drainage on this property. He also questioned if a block wall fence would be constructed to separate the car wash from the nursery located west of the subject property. It was the consensus of the Board that the 50' setback should be discussed by the Planning Commission, and that a special meeting could be held by the Board after the Commission had an opportunity to review the matter and advise The Board of their opinion.
