The Pledge of Allegiance was given by all present in the Council Chamber. ROLL CALL Councilmen Presents Coen, Bartlett, Gisler, Kaufman, Stewart, Green Councilmen Absent: Shipley f1-7 ION - WEED CHARGES - C The Clem presented a commnication from the Director of Public Works requesting that Council take action to cancel weed charges on City owned .property , On motion by Stewart, Council directed that all weed charges on City wed property as shown on the list submitted, be cancelled. Motion carried I 37 RESOLUTION -SECT TRASH TRANSFER TA The Clerk presented a communication from the Orange Coney Disposal Association regarding a proposed Trash Transfer Tax to be collected by the County; and requesting that Council pass a Resolution requesting the Orange County Board of Supervisors to reject said proposed tax, The Clerk read Resolution No. 2616 by titre - "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH REQUESTING THE ORANGE COUNTY BOARD OF SUPERVISORS TO REJECT THE PROPOSED TRASH TRANSFER `SAX a 9 B On motion by Stewart, Council waived further reading of Resolution No 616 and passed and adopted same by the following roll call vote AYES: Councilmen- Coen, Bartlett, Gisler, Kaufman, Stewart, Green NOES- C ounc i lmen a No -tie ABSENT: Councilmen- Shipley Page #2 = Minutes - August 14, 1967 RES01,11TIO1.'d - ROMN"ARY CHRAWS ND'. #3g$ The Clerk read Resolution No, 2617 by title - ''A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH DECLARING ITS INTENTION TO INITIATE PR.00EEDINGS TO CLARIFY AND MAKE CERTAIN THE COMMON BOUNDARY LINE BETWEEN THE CITY OF HtNTTNGTONJEACH AND THE CITY OF FOUNTAIN VALLEY BE ANNEXING TO THE FORMER CITY CERTAIN TERRITORY WITHIN THE CITY OF FOUNTAIN VALLEY AS PROVIDED IN GOVERNMENT CODE SECTION 35304, TO BE DESIGNATED NEWTAND #3 ANNEXATION." Councilman Gisler requested and was granted permission to abstain from consideration of this matter due to a possible conflict of interest, and left his seat at the Council table. On motion by Bartlett, Council waived further reading of the Resolution No, 2617 and passed and adopted same by the following roll call votes .AYES I Councilmens Coen, Bartlett, Kaufman, Stewart, Green NOES2 Councilmen: None ABSENT Councilmen: Shipley ABSTAIN: Councilmen: Gisler a 0 - 0,R EMERGENCY ORDINANCE - WATER RATES, The Clerk presented a comunnication from the Assistant City Attorney transmitting Emergency Ordinance No. 1343 - ''AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BUNTINGTON BEACH REIATING TO WATER RATES,,, DECLARING AN EMERGENCY TO EXIST AND AMENDING THE HUNTINGTON WCH ORDINANCE CO'DE BY AIENDING SECTION 3432" thich was read in full by the Clerk, On motion by Coen, Ordinance No. 1343 was passed and adopted by the following roll call Vow AYES: Councilmen; Coen, Bartlett, Gisler, Kaufman, Stewart, Green NOES: Councilmen: None ABSENT; Councilmen: Shipley ORDINANCE - WATER RATES The Clerk gave Ordinance,No. 1344 a first reading by title - ''AN ORDINANCE OF THE CITY MUNCIL OF THE CITY OF HUNTINGTON BEACH; AMENDING SECTION 3432 OF THE HUNTINGTON BEACH ORDINANCE CODE RELATING TO WATER RATES.'' On motion by Stewart, Cyncil waived further reading of Ordinance No, 134C The motion carried by unanimous vote of those present, REAPPOINTMENT - PERSONNEL BOARD Mayor Pro-Tem Green informed the Council that the term of Mrs, Wandalyn Hiltunen on the City Personnel Con mission would expire on August 31st, On motion by Stewart, Council reappointed Mrs, Hiltunen as a member of the City Personnel Commission for a four year term beginning September 1, 1967„ Motion carried. Fags #3 Minutes August 14, 1967 rt � EMPLOY�i The City Administrator reported to the Council that the City is cooperating with all agencies involved, in preparation of a plan € r the development of a harbor opening in the Anaheim Landing- Bolsa Chita Bay area, and recomended that the firm of Kobig and c big be employedas the deadline for the presentation of a plan to the U o S a Army Corps of Engineers is November 1, 1967. On motion by Kaufman, the City Administrator was authorized to proceed in negotiating an agreement with the fift of Kobig and Kobig for the preparation of plans for City participation in this project.' Page #4 Minutes - August 14, 1967 ADMIN NEGOTIATE PURCHASE PARKING AREA - PAVA ON On motion by Stewart, Council autborized the City Adminstrator to negotiate with the Huntington Pacific Corporation for the purchase of parking area, in the vicinity of the Pavalon Building, Motion carried,, ATTORNEY PRETARE ORDINANCE - COUNCILMEN'S S EXPENSES On motion by Coen, Council directed the City Attorney to prepare an Ordinance wading the Huntington Beach Ordinance Code to change the amount allowed for expenses for each Councilman from $5 u00 per month to $125.00 per monthi, Motion carried, On motion by Gisler, the regular adjourned meeting of the City Council of the City of Huntington.
