The Acting Secretary informed the
Commission that a copy of the agreement between the church and the
Ocean View School District regarding utilization of the school's
parking lot for church purposes is on file in the Planning Depart-
ment Office.
A lengthy discussion was held by
the Commission.
A MOTION WAS MADE BY LAWSON AND
SECONDED BY BAZIL TO APPROVE USE VARIANCE NO. 67-39 UPON THE
FOLLOWING CONDITIONS:
1. Glencoe Street and Silver Lane shall be fully improved to City
Standards.
2. Title 19 of the California Administrative Code shall be
complied with.
3. Sewage disposal shall be through the City of Huntington Beach's
sewage system at the time said parcel is developed.
4. The property shall participate in the local drainage assess-
ment district.
5. Preliminary and final soil reports shall be submitted by an
approved private soils engineer to the City prior to issuance
of building permits.
6. All utilities shall be installed underground.
7. The water, sewer and fire hydrant system shall be approved by
,the Department of Public Works and Fire Department.
8. Off-street parking facilities including landscaping, arrange-
ments, access, paving and striping shall conform to Article 979•
9. A masonry wall shall be constructed along the north and east
property lines. The height of said wall shall be such, that
the top will be six (6) feet above the highest ground surface
within twenty (20) feet of the common property line except
within the front and exterior side yards where such fence
shall be reduced to 42 inches. The wall along the north
property line shall be constructed at the time of develop-
ment and the wall along the east property line shall be
constructed within 30 days after requested to do so by the City.
10. Permission shall be obtained from the school district to use
their school parking lot for all church activities.
11. If the parking agreement with the school district is cancelled
or revoked, all required off-street parking spaces shall be
provided. If said parking is not provided, Use Variance No.
67-39 shall become null and void.

Dennis Harwood, representing the
applicant, addressed the Commission and gave his reasons for the
request.
Mr. Padgham and Gordon Redmon,
Assistant Vice -President of Newport Balboa Savings and Loan
Association, addressed the Commission and spoke in favor of the
request.
There being no other comment the
hearing was closed.
It was noted that the subject
property along with adjacent and surrounding property was master
planned medium density residential and zoned from County R-4-X
to City R-2 and R-1.
RESOLUTION NO. 67-21 A Resolution of the City Planning
Commission Recommending Denial of
Zone Case No. 67-21 to the City
Council.

The hearing was opened to the

Don Byrnes, Huntington Harbour
Corp., addressed the Commission and stated that there were no
objections to the conditions suggested in the Subdivision Committee
Report and in the Staff Report.
The following property owners
addressed the Commission and requested further explanation of
the proposal:
Art Beamount, Wm. Hardcastle,
Lois Buettner and L. D. Jones. Mr. Jones also submitted a
petition signed by 15 property owners opposing the project until
further studies were made.
There being no other comment the
hearing was closed.
It was the consensus of the Com-
mission to continue discussion on Tentative Tract No. 6429 and
Use Variance No. 67-50 to August 22, 1967, in order for Huntington
Harbour Corp. and residents to review the proposed plan.

audience on Use Variance No. 67-47 and Zone Case No. 67-23.
Paul Calvo, representing the
applicant, addressed the Commission and stated that there were
no objections to the conditions suggested by the Subdivision
Committee and the Staff Report.
George Buccola, applicant, addressed
the Commission and explained the proposal. He also explained the
reason for the 97' x 349' hold out parcel located in the northwest
corner of the map.
There being no further comment the
hearing was closed.
A MOTION WAS MADE BY LAWSON AND
SECONDED BY BAZIL TO APPROVE TENTATIVE TRACT -MAP NO. 6332 UPON
THE FOLLOWING CONDITIONS:
1. The Tentative Map received August 14, 1967, shall be the
approved layout.
2. Approval of this Tentative Map shall be null and void unless
Use Variance No. 67-47 is approved by the City Council.
3. All utilities shall be installed underground.
4. The tract shall be approved for construction of single family
homes only.
5. A petition for rezoning to R-1 shall be filed approximately
at the time the final map is recorded.
6. "C" Street shall be 60 ft. wide at its intersection with
Hamilton Avenue. Said width shall continue for a distance of
100 ft.
7. "A" Street shall have a minimum width of 52 ft.
8e A letter from the land owner, of which Tentative Tract Map
No 6272 is comprised, agreeing to the relocation of the stub
street connecting Tentative Tracts 6272 and 6332 shall be
submitted to the City for approval. Otherwise, arrangements
shall be made between the property owners for relocating the
stub street between the two subdivisions. Such relocation
shall be approved by the Department of Public Works and
Planning Department.

9. The 10.2 ft. wide strip of land located south of this Tentative
map and held under separate ownership; shall be included as
a part of the map or arrangements shall be made to extend the
stub street between Street "A" of this tentative map and Garnet
Drive of Tentative 'bract Map No. 6272 at no expense to the City.
10. Tentative Tract Map No. 6272 shall be redesigned to include the
97 ft. x 349 ft. strip of land.
AND FOR THE FOLLOWING REASON:
1. Condition No. 10 will keep from creating a narrow strip of
land under separate ownership.

TO THE CITY COUNCIL UPON THE FOLLOWING CONDITIONS:
1. All streets shall comply with standards proposed by the Depart-
ment of Public Works and approved by both the Planning Commis-
sion (August 3, 1965) and City Council (September 7, 1965).
2. The minimum front yard shall be 10 ft. except the minimum
front yard for garages entered directly from the street shall
be 22 ft. This condition of approval is not general in nature
and a precise plan shall be submitted to the Planning Depart-
ment for approval prior to issuance of any building permits.
Said plan shall delineate the house location on each lot.
3. A tree, equivalent to a 30 inch box tree, as approved by the
Park Supervisor, shall be planted in the front yard of each
lot and in the exterior side yard of each corner lot.
4. The minimum lot frontage shall not be less than 50 ft. wide
with 5000 sq. ft. of lot area. An average lot width of
60 ft. of frontage with 6000 sq. ft. of lot area shall be
provided for each six contiguous lots in a block.
5. .An 18 inch wide easement for utility purposes shall be provided
adjacent to all sidewalks. Construction of any vertical
structure within said easement shall be approved by the Depart-
ment of Public Works.

Commissioner Bazil stated that it
is the consensus of opinion that the corner parcel fronting on
Warner Avenue is still considered to be good multiple family
property and that it is the Commission's policy not to allow
commercial zoning other than at the one mile intersection.

SECONDED BY BAZIL TO APPROVE TENTATIVE TRACT MAP NO. 6445 UPON
THE FOLLOWING CONDITIONS:
1. The Tentative Map received July 17, 1967, shall be the approved
layout.

2. Approval of this Tentative Map shall be null and void unless
Use Variance No. 67-48 is approved by the City Council.
3. The irrigation line running through lots 5, 14 and Stureet "B"
and the irrigation stand pipe in lot 5 shall be abandoned
prior to submitting a final map to the City Council for approval.
4. The parcel of land north of this tentative map shall be
included as a numbered lot in the subdivision or a division
of land shall be filed with the City, and approved, separating
that parcel from the land included within this tentative map.
5. All utilities shall be installed underground.
6. All "Standard Conditions of Approval" for tentative tracts
that are applicable shall be complied with.

Jack King, representing the
applicant, addressed the Commission and stated that there were no
objections to the conditions suggested by the Subdivision Committee;
however, he. -requested that condition #6 in the Staff Report for
Use Variance No. 67-49 be revised to allow "B" Zane to be 52 ft.
wide instead of 60 ft. as suggested by the•Staff.
Bill Hartge,Deputy Director of
Public Works addressed the Commission and stated that a 52 ft.
street width is sufficient because it only serves 18 lots.
There being no other comment the

SECONDED BY LAWSON TO APPROVE TENTATIVE TRACT MAP NO. 4806 UPON THE
FOLLOWING CONDITIONS:
1. The Tentative Map recieved July 17, 1967, shall be the approved
layout.
2. Approval of this Tentative Map shall be null and void unless
Use Variance No. 67-49 is approved by the -City Council.
3. A 15 ft.'drainage easement shall be provided along the west
line of Lots 49 5 and 6.
4. A 6 ft. drainage easement shall be provided along the southeast
line of Lot 4.
5. All utilities shall be installed underground.
6. All "Standard Conditions of Approval" for tentative tracts
that are applicable shall be complied with.

TO THE CITY COUNCIL UPON THE FOLLOWING CONDITIONS:

DISCUSSION: The Acting Secretary distributed
copies of a proposed amendment to
Article 968 pertaining to "02" Combining Oil District.
The Commission reviewed the amendment.
It was the consensus to continue
said item to the August 22, 1967, study session.
DISCUSSION: The Acting Secretary distributed
copies of a proposed revision to
Section 9730.17 which pertains to separation walls between property
used for professional, commercial or industrial purposes and
property zoned or used for residential purposes.
The Commission reviewed the proposed
revision. It was their consensus to continue said revision to
the August 22, 19F7, study session.
DISCUSSION: HOME OCCUPATION The Acting Secretary stated that
at the present time home occupations
are processed by the Board of Zoning Adjustments. He suggested
that applications should be processed by administrative review,
or a special procedure similar to the business license procedure.
.It was the consensus of the
Commission that the Planning Staff should work out a proposal
and bring it back for further study.
COMMUNICATION: The Acting Secretary read a
communication submitted by the
Assistant City Attorney pertaining to zone changes with setback
provisions.
It was the consensus of the
Commission that an ordinance establishing uniform setbacks in
commercial zones be reviewed.
