about July 2324 1967, due to a collision with a City vehicle

The Clerk presented a claim from Automobile Club of Southern California

BON TERMINATION .TIO - SIGNAL OIL ,AND GAS CO
The Clerk presented a recommendation from the Oil Superintendent that
Signal Oil and Gas Company'. Blanket Drilling bead. No225138 be
terminated. Subject bond will be replaced. by Surety Bond No. 26021.7�.
O motion by Bartlett, Council. authorized the termination of Signal Oil
and Gas Company's Blanket _Drilling Bond No. 225138 when replacement
bond has been filed with the City, and directed the Oil. Superintendent
to notify the Bonding Company. Motion. carried.

SIGNAL OIL LEASE - QUITCLA,IM---
The City Clergy presented a Quitclaim from the Signal Oil Company to
the City of Huntington Beach for Council's approval. This quitclaim
was in conjunction with the Signal Oil Lease dated February 4, 1955,
on property located adjacent to the Driftwood Beach property.
On motion by Gisler, Council accepted the quitclaim from the Signal
Coil. Company and directed the Clerk to record same with the County
Recorder, Motion carried',

BUDGET ADJUST11 NT
The City Administrator informed the Council that due to the increased
total assessed valuation within than: City, there is an increase in the
General Fund revenues, He recor.mended that ,Council authorize the
-employment of new personnel in the Fire, Police, and Public Works
Departments
On motion by Green, Council directed the City Attorney to prepare
a resolution authorizing the necessary increases in. the General Fund
by the transfer of funds through the Director of Finance. Motion.

RECREATION AND PARKS FACILITIES FUND
The City Administrator informed the Council that the Pasha Department
is no longer connected with the Public Works Department. In the past
the Council had discussed the possibility of e Recreation. and Parks
Facilities Fund to accommodate the new consolidation of the
Recreation and Perks Departments.
On motion by Coen, Council directed the City Attorney to prepare en
ordinance establishing a Recreation and par", Facilities Lund and
to eliminate the current Recration Fund. Motion carried.
TRAFFIC -CROSSING GUARD
The Director of Public Works informed the Council that since: the
opening, of a new school in the Slater -Springdale Free., there is
little need for the crossing guard that Council authorized for that
Location. He suggested that, in lieu thereof, the crossing guard
he authorized for Broo hurst and Indianapolis Streets
On motion by Bartlett, Council directed the Director of Public
Works to relocate said crossing, guard from the Springdale -Slater
area to the intersection of Broo hurst Street and Indianapolis
Avenue. Motion carried.

JUNIOR CHAMBER OF ._CO'�Mp.CE PARADE
The Cat; Administrator informed the Council of authorization 'last
year of $800 to the Junior Chamber of Coerce to cover adminis-
trative cost in staging the Fourth of July Parade. The Adminis-
trator recommended that this he done again this year
On motion by Green, Council authorized the allocation of 800 to the
Junior Chamber of Coerce to cover administrati-ve costs of the
Fourth of July Parade, and further directed that a letter be sent to
theca expressing the appreciation of the Council, and extending an
invitation to stage the 1968 Parade, by the following roll cell. vote

SEMINAR m PACIFIC GROVE
The City Administrator requested Council authorization for a staff
member from the public Works Department to attend e seminar spon-
sored by the University of California to he held at Pacific Grove
to study a solution on seepage and drainage problems
On motion by Gisler, Council authorized the expenditure of 17 5
for a staff member to attend the seminar at Pacific Grove, Dec-
ember 3-8, 1967. Motion carried.

The Clerk presented a petition with 416 signatures of residents in
Huntington Harbour requesting the City to talk steps to abate they odors
emanating from the ,Sunset Beach Sewer Treatment Plant,
Council directed they City Administrator to arrange a meeting of the
Council. and City- Staff with a cc :ai.ttac of the Huntington Harbour Home-
owners and they representatives of the Sunset Beach Sanitary District,
on the 19th or 20th of September, Motion. carried.

The Clerk presented a letter from Charles Vanlan, 201 First Street,
City, requesting that the two un`nmetared parkinspaces on Walnut Avenue
in front of his apartments be retained rather than painted red.

of Contract in regard to his Pavalon Lease with the City
On motion by Come, Council received the letter from Julius S, Austere
and ordered saris filed by the Clerk, and also directed the City Ad inm
istratenr to prepare a letter to Mr. . ustero stating the Council ci.l will
not consider negotiations at this time, Motion carried,

published in the Huntington Beach. News on August 214, 1967, setting
the hour of 7:30 P,M' 9 or as soon thereafter as pcgsible, on Tuesday,
the 5th day of September 1967, in the Council Chamber of the Civic
Centers Huntington Beach, California, as they time and place for a
public hearing for the purpose of considering a petition for a change
of zone to regulations of the Districting Ordinance from R2 Two Family
Residence District to RI Single Family Residence District.

The Clerk informed the Council that they had been provided with
copies of the Planning Secreta.ryoa transmittal, recto ending approval
and stated that he had received no communications or written pro-
tests to Zone Case No. 67-23.
Mayor Shipley declared the hearing open.

no protests filed, either coral or written, the hearing was closed
by the Mayor.
On motion by Coen, Council approved Zone Case No. 67- 3, and directed
the City attorney to prepare an. Ordinance effecting the change of

and requested clarification of the Code, Amendment.
