National Bank Building Huntington Beach, California Wednesday, September 6, 1967 BOARD MEMBERS PRESENT: Richard Harlow, John Mandrell, Sam Ferguson. BOARD MEMBERS ABSENT: None. AREA VARIANCE NO. 67-60 - Continued Applicant: C. Blumberg To waive the necessary landscap- ing requirements of Article 979 on a proposed addition to a service station. Located on the northeast corner of Adams Avenue and Brookhurst Street. Legal description on file in the Planning Department Office. The hearing was opened to the audience. Ed Hood, representing the applicant, explained the proposed request. He stated that the applicant proposes to provide 370 sq. ft. of landscaping at the corner of the property. He also stated that the size of the site is smaller than the regular size station site and that it was designed prior to enactment of Article 979; therefore, there is little room left for landscaping. There being no other comment, the hearing was closed to the audience. Board discussion followed. A MOTION WAS MADE BY MANDRELL AND SECONDED BY FERGUSON TO REDUCE THE LANDSCAPING REQUIREMENT TO 370 SQ. FT. AS SHOWN ON PLOT PLAN SUBJECT TO THE FOLLOWING CONDITIONS: 1. A street tree shall be planted on Adams Avenue to meet City Standards. FOR THE FOLLOWING REASONS: 1. The site was designed prior to enactment of Article 979; therefore, provisions for landscaping were not taken into account when the service station was built. 2. Located on the west side of Bushard Street, approx- imately 1,030 ft. south of Adams Avenue. Legal description on file in the Planning Department Office. The hearing was opened to the audience. N. Harvey,asked for clarification of the request. Norm Bloom, representing the applicant, explained the request. He stated that in order to provide additional driveway length they could move the houses back to within 15 ft. of the rear lot line, thus providing more room in front where the side- walk is required to flare back into the driveway. He further stated that 20 of the lots will be set back 201; 20 will be set back 21/z' and the remainder of the lots will conform to the 22' setback. He also stated that the garages in violation will be equipped with automatic garage door,openers. There being no other comment, the hearing was closed to the audience. Board discussion followed. A MOTION WAS MADE BY MANDRELL AND SECONDED BY FERGUSON TO APPROVE AREA VARIANCE NO. 67-61 SUBJECT TO THE FOLLOWING CONDITIONS: 1. The houses shall be shifted back to within 15' of the rear property line. 2. The garages having 20 ft. setbacks shall be equipped with an automatic garage door opener. 3. The revised plot plan showing the changes,including the sidewalk locations shall be submitted to the Building Department. FOR THE FOLLOWING REASONS: 1. The tract was existing from the standpoint of having curbs, gutters, sewer system, water system, etc. installed. The developer is taking these existing conditions and developing a new concept. 2. The City approved this new concept; however, a few details were overlooked at time of approval. The existing conditions made it impossible to resolve these problems short of starting over. 3. The existing 20' setbacks on many of the homes in the City have not seemed to cause problems enough to justify requiring the developer to incur this great an expense. Buccola To permit a minimum 5' front yard setback as shown on Exhibit A in deviation to the required 10' front yard setback or as an alternative for lots 8, 9, 10, and 11 and to allow a minimum 10' setback for garages entered directly from the street as shown on Exhibit B in deviation to the required 22' setback-. (Exhibits A -and B and a precise legal description are on file in the Planning Department Office.) Located on the west side of Edwards Street, approximately 210' south of Warner Avenue. The hearing was opened to the audience. G. D. Buccola and Wilbur Buck addressed the Board and explained the proposal. the hearing was closed. There being no further comment Board discussion followed. A MOTION WAS MADE BY FERGUSON AND SECONDED BY HARLOW TO APPROVE EXHIBIT A OF AREA VARIANCE NO. 67-62 FOR THE FOLLOWING REASONS: 1. Exhibit A provides a 22 ft. garage -,,setback and drive approach. 2. The houses in question are setback further than the other houses on the block inasmuch as they are on a cul-de-sac. 3. The encroachment only occurs at a corner of the house. ROLL CALL VOTE: AYES: Mandrell, Harlow, Ferguson NOES: None ABSENT: None THE MOTION CARRIED. AREA VARIANCE NO. 67-63 Applicant: Deane Properties Co. To permit reduction of abutting side yard setbacks to zero and to allow construction of common walls on Lots 7, 8, 17, 18, 19, 20, 117, 118, 131 and 132 of Tract No. 5755• Located on the west side of Bushard Street, approximately 1,030 feet south of Adams Avenue. It was noted by the Board that this request should be continued until September 7, 1967 to allow time for the Board to discuss the matter with the Planning Commission. A MOTION WAS MADE BY HARLOW AND SECONDED BY FERGUSON TO CONTINUE AREA VARIANCE NO. 67-63 TO SEPTEMBER 7, 1967`AT 9:00 A.M. IN THE CONFERENCE ROOM AT THE CIVIC CENTER TO ALLOW TIME FOR THE BOARD TO DISCUSS THE MATTER WITH THE PLANNING COMMISSION. ROLL CALL VOTE: AYES: Mandrell, NOES: None ABSENT: None THE MOTION CARRIED. Eastside Villa Board discussion A MOTION WAS MADE BY HARLOW AND SECONDED BY MANDRELL TO APPROVE ADMINISTRATIVE REVIEW NO. 67-1 SUBJECT TO THE FOLLOWING CONDITION:- 1. The applicant shall conform to the conditions of Article 9730.25.1. 2. The driveway locations shall be approved by the City Traffic Engineer.
