MINUTES OF THE HUNTINGTON BEACH PLANNING COMMISSION - Council Chambers, Civic Center Huntington Beach, California NOTE: A TAPE RECORDING OF THIS MEETING IS ON FILE IN THE PLANNING DEPARTMENT OFFICE. WEDNESDAY, SEPTEMBER 6, 1967 COMMISSIONERS PRESENT: Miller, Larkin, Lawson, Royer, Tom. COMMISSIONERS ABSENT: Worthy, Bazil. MINUTES: On motion by Larkin and seconded by Miller the Minutes of the Huntington Beach Planning Commission of July 18 and August -1, 1967 were accepted as transcribed and mailed by the Secretary. TENTATIVE TRACT MAP NO. 5603 USE VARIANCE NO. 67-53 Subdivider Deane Brothers To allow 89 lots on 17.7 acres. And to permit the following: 1. Reduction of street rights -of - way widths from 60' to 56' and modification of knuckles and cul-de-sacs as shown on T.T.#5603. 2. Reduced minimum lot frontage on cul-de-sacs and knuckles as shown on 'typical plan. (Exhibit B) 3. Reduction of minimum front yard setbacks to zero on cul-de-sacs and knuckles and 10' on standard rectangt.lar lots. 4. Reduction of minimum side yard setbacks to 0' on one side of a lot, provided 10' minimum side yard is maintained on the opposite side of the same lot. 5. Encroachment of architectural features into the required 30 inch setback along a side yard where the setback has been reduced to 0; with the provision that no architectural features may project beyond any side property line. NOTE: Items 3, 4 and 5 are requested to permit a dwelling and/or garage to be constructed on a 9/6/67 Minutesa H.B. Construction of an 8' high wall on the rear, and both side lot lines and at the front of a lot at a minimum distance of 10' back of face of curb, except on cul-de-sacs.and knuckles where it is requested that construction of an 87'. high wall be ermitted on the property line. Required setbacks for garages to be measured from the back of sidewalk. 8. To permit the construction of 76 dwelling units in lieu of the maximum 65 units permitted and to allow the construction of 100 carports in lieu of the required garages in the R-2 Two Family Residence District. Richard Hamlen, representing Cambro Mfg:, and John Welch, an adjacent property owner, addressed the Commission and objected to the additional units. Mr. Jordan, architect, addressed the Commission and explained the proposal. There being no other comment the hearing was closed. A lengthy discussion was held. A MOTION WAS MADE BY MILLER AND SECONDED BY ROPER TO APPROVE USE VARIANCE NO. 67-51 UPON THE FOLLOWING CONDITIONS: 1. Delaware Street shall be improved to City Standards prior to November 1, 1967. Improvements shall include street lights and street trees. 2. A -landscaping plan shall be submitted to the Planning Depart- ment'for approval. 3. Approval shall be for 39 - 1 bedroom units and 38 - 2 bedroom units only. 4. Refurbishing of units shall include: new kitchens, new bath- rooms, carpets, drapes, repainting the interior and exteriors, covering wood siding with shingles and staining roof shingles. 5• Paved areas shall be regraded and repaved to City Standards. 6• The plot plan dated August 2, 1967 shall be the approved layout. AND FOR THE FOLLOWING REASONS: 1. Approval of this use variance will result in fewer buildings than are presently there. 2. The area will be upgraded. 3. The Staff Report was read by the Acting Secretary. The -hearing was opened to the audience. James Crowl, representing the applicant, addressed the Commission and explained the request. Jack Murdy and Ira Suzza,addressed the Commission and spoke in favor , ereebelizg no 'other comment the hearing was closed. It was the consensus of the Commis- sion to continue the matter to allow time for the Staff to study the kind of service uses which should be permitted in industrial zones. A MOTION WAS MADE BY LAWSON AND SECONDED BY MILLER TO CONTINUE THE HEARING TO SEPTEMBER 26, 1967, WITH THE CONSENT OF THE APPLICANT. ROLL CALL VOTE: AYES: Miller, Larkin, Lawson, Royer. USE VARIANCE NO. 67-52 Applicant: Raymond Guy To allow the storage, purchase, sales and brokerage of new and used boats, trailers and equipment and to allow an existing 3' m 6' double faced sign having a 10' ground clearance in the R-A-O Residential.Agricultural District combined with oil production. The Acting Secretary read a list of suggested conditions of approval for Use Variance No. 67-52 and showed slides of the subject property. The hearing was opened to.the audience. The applicant addressed the Com- mission and questioned whether or not the State would allow extensive improvements on the property. ;There being no other comment the hearing was closed. It was the consensus of the Com- mission to continue Use Variance No. 67-52 to the September 19, 1967 meeting to allow time for the Staff to meet with representatives of the State to determine the type of improvements which could be permitted. -4- 9/6/67 Minutes: H.B. RESOLUTION NO. 368 A Resolution of the City Planning Commission Recommending Approval of Zone Case No. 368 to the City Council. A MOTION WAS MADE BY MILLER AND SECONDED BY LARKIN TO ADOPT RESOLUTION NO. 368 REC0MMENDING APPROVAL OF ZONE CASE NO. 368 TO.THE CITY COUNCIL FOR THE FOLLOW- ING REASON: 1. The property is situated at a mile intersection 2. Possibly favorable zoning situation. 3. Conforms with uses in general area. 4. PLANNING COMMISSION BY-LAWS The Planning Commission reviewed the proposed amendment to the -By -Laws which will change the meeting time from 6:15 P.M. to 7:00 P.M. •A MOTION WAS MADE BY MILLER AND SECONDED BY ROYER TO ADOPT THE AMENDED BYLAWS AND RECOMMEND APPROVAL BY THE CITY COUNCIL. DISCUSSION: CAR WASH The Acting Secretary informed the Commission that the City Council overruled the Commission's decision and approved the area variance request for the car -wash on Beach Blvd. He also stated that the City Council`instructed_the Planning Commission to study the possibilityfo:�-,varying=the setbacks along Beach Blvd. DISCUSSION: LEAGUE OF:CITIES The Acting --Secretary informed the . Commission that the City Council authorized one member of the Planning Commission to attend the League of Cities Convention to be held in San Francisco on October 15-18, 1967. It was the consensus of the Com- mission that C. R. Miller should represent the Planning Commission. DISCUSSION: DEANE BROTHERS The Acting Secretary informed the Commission that Deane Brothers had a request before the Board of Zoning Adjustments to reduce the required side yard setback on lots within their project from 5 ft. to 0 ft. and to permit the reduction to occur at the common lot line. Commission discussion was held. A MOTION WAS MADE BY ROYER AND SECONDED BY MILLER TO ALLOW THE SIDE YARD ON TWO -LOTS TO•BE REDUCED TO ZERO ALONG THE COMMON LOT LINE SUBJECT TO THE FOLLOWING CONDITION: 1. PROPOSED CODE AMENDMENT: The Acting --Secretary distributed copies of a proposed code amendment pertaining to motels to -be permitted in the R-5 and C-4 Districts, The Commission reviewed the proposed code amendment.
