National Bank Building Huntington Beach, California Wednesday, September 20, 1967 BOARD MEMBERS PRESENT: Sam Ferguson, John Mandrell, K. A. Reynolds. BOARD MEMBERS ABSENT: None. MINUTES: The Minutes of August 30, September 6, 7, and 13 were accepted as transcribed and mailed by the Secretary. DIVISION OF LAND NO. 67-25 Applicant: Robert H. Grant Co. o allow a division of land into 2 separate parcels located on the southwest corner of Bolsa Avenue and Edwards Street. Legal description on file in the Planning Department Office. The hearing was opened to the audience. Ralph Van Buskirk, representing Voorheis-Trindle & Nelson, addressed the Board and ex- plained the reason for the request. He stated that Lot No. 10 is now being used as a parking lot for the medical center. Board discussion followed. A MOTION WAS MADE BY MANDRELL AND SECONDED BY FERGUSON TO APPROVE DIVISION OF LAND NO. 67-25 SUBJECT TO THE FOLLOWING CONDITIONS: 1. A parcel map shall be filed with -the- City and recorded. 2. Lot 10-of Tract No. 3846 shall be included as a part of Parcel 1 on the Parcel Map. ROLL CALL VOTE: AYES: Mandrell, Ferguson, Reynolds. NOES: None ABSENT: None THE MOTION CARRIED. USE PERMIT NO. 67-37 Applicant: Alan H. Johnson o allow a home occupation for the purpose of conducting a mail-order business. Located at 15612- Alden Lane, Huntington -Beach and legally described as Lot 16 of Tract No. 4460. The hearing was opened to the audience. Mr. Johnson, the applicant, addressed the board and stated that his business.would be limited to ordering bath powder for artheritic patients through the mail. A MOTION WAS MADE BY REYNOLDS AND SECONDED BY MANDRELL TO APPROVE USE PERMIT NO. 67-37 FOR THE FOLLOWING REASONS: 1. The applicant can comply to the ordinance regulating home occupations. ROLL CALL VOTE: AYES: Mandrell, NOES: None ABSENT: None THE MOTION CARRIED. Ferguson, Reynolds AREA VARIANCE NO. 67-67 Applicant: Interstate Neon Corporation o allow a 255 sq. ft. detached sign to be located within the 50 ft. front yard set- back in deviation to the maximum 200 sq. ft. of sign area. Located on the west side of Beach Boulevard, approximately 1050 ft. south of Ellis Avenue. Legal description on file in the Planning Department Office. The hearing was opened to'the audience. Robert Gardner, representing the applicant, explained the request to the Board. He stated that the sign is needed to emphasize the type of business proposed. There being no further, comment, the hearing was closed. Board discussion followed. A MOTION WAS MADE BY MANDRELL AND SECONDED BY FERGUSON TO DENY AREA VARIANCE NO. 67-67 FOR THE FOLLOWING REASON: 1. The applicant fails to show sufficient justification or hardship. ROLL CALL VOTE: AYES: Mandrell, Ferguson,, Reynolds. NOES: None ABSENT: None ',THE MOTION CARRIED. AREA VARIANCE NO. 67-68 Applicant: Vernon L. Potter o allow the construction of an aluminum patio sunshade structure in the rear yard area causing a reduction of the required 900 sq. ft. of open space. Located at 16751 Heritage Lane and legally described as Lot 42 of Tract No. 5735• The hearing was opened to the audience. Vernon Potter, the applicant, explained the request. It was noted by the Board that the applicant should submit a more complete plot plan'showi.ng window and door locations at the rear of the house. A MOTION WAS MADE BY REYNOLDS AND SECONDED BY FERGUSON TO CONTINUE AREA VARIANCE NO. 67-68 UNTIL SEPTEMBER 27, 1967. ROLL CALL VOTE: AYES: Mandrell, Ferguson, Reynolds NOES: None ABSENT: None THE MOTION CARRIED. USE PERMIT NO. 67-35 Applicant: Robert Stellrecht o allow 22 apartment units to be constructed on approximately 1/z acres of land in the R-2 Two Family Residence District. Located east of "B" Street, approximately 125 ft. north of Blay- lock Drive. Legal on file in the Planning Depart- ment Office. The hearing was opened to the audience. Mr. Stellrecht, the applicant, reviewed the plot plan of the proposed request with the Board. the hearing was closed. There being no other comment, Board discussion followed. A MOTION WAS MADE BY FERGUSON AND SECONDED BY REYNOLDS TO APPROVE USE PERMIT NO. 67-35 SUBJECT TO THE FOLLOWING CONDITIONS: 1. ".B" - Street .shall be dedicated and fully improved to City Standards.at the time each parcel is developed. Improvements shall include street trees, street signs, and street lights. 2.- All streets shall conform to City of Huntington Beach Standards. Street sections shall be determined by soil "R" value and traffic index. 3. Water supply shall be through the City of Huntington Beach's water system at the time each parcel is developed. 4. Sewage disposal shall be through the City of Huntington Beach's sewage system at the time each parcel is developed. 5. The property shall participate in the local drain- age assessment district at the time each parcel is developed. 6. Fire alarm system conduit and appurtenances shall be installed by the developer at locations and to specifications provided by the Fire Department. USE PERMIT NO. 67-36 ,Applicant: Coldwell Banker & Co. o allow Fhe construction of a ranch style service station in the C-4 Highway Com- mercial District. Located on the northeast corner of Edinger Avenue and Gothard Street. Legal descrip- tion on file in the Planning Department,Office. The hearing was opened to the audience. Jim Crowl, representing the applicant, explained the request. The conditions of approval were reviewed and agreed upon by the applicant. Board -discussion followed. Gothard Street and.Edinger Avenue shall be dedicated and fully improved'to City Standards. Improvements shall include street trees, street signs, and street lights. 2. Street sections shall be determined by soil "R" value and traffic index. 3. Water supply shall be through the City of Hunting- ton Beach's water system. 4. Sewage disposal shall be through the City of Huntington Beach's sewage system. 5. The property shall participate in the local drainage assessment district. 6. Preliminary and final soil reports shall be sub- mitted by an approved private soils engineer to the City prior to issuance of building permits. 7. A Division of Land Application shall be filed with the city separating this parcel of land from the surrounding property under the same ownership. Fuller o permit a combination landscaped waterfall and sign structure within the 50 ft. front yard setback in deviation to the sign,area and building height requirements of the setback area. Located on the east side of Beach Boulevard, approximately 230 ft. north of Yorktown Avenue. Legal description on file in the Planning Department Office. The hearing was opened to the audience. Gary Fuller, the applicant, explained the request and showed displays of the proposal. The Board expressed their opinions'on the matter. It was noted that the symbol of the world was, by code definition, an advertising device. the hearing was closed. There being no other comment, Board discussion followed.
