The Pledge of Allegiance was given by all present in. the Council Chamber. BULL CALL Councilmen Present: Bartlett, Gisler, Kaufman, Stewart, Shipley Councilmen absent. Coen, Green, (Councilman Green arrived ,at 7.30 P.M. and Councilman Coen arrived at -00 P.M.) MINUTES. On motion by Bartlett, the minutes of the regular meeting of November 6 1967, were approved and adopted as prepared and mailed by the City Clerk. Motion carried ./0 8 The Clerk presented a transmittal from the Planning Director submitting final form of Tract Map 6278 for adoption, as follows Developer Oakhurst Land Company; Location. Northwest corner of liamilton Avenue and Bnahard Street; Acreage: .332 x Lots: 45; that the map had been certified by the Director of Public Worms and the Secretary to the Planning Co issi- n to be true and correct in accordance with provisions of the City Subdivision Code. The City Clerk's signature shall_ be withheld pending the &ubmittal and completion of the enumerated requirements. . la Deposit of fees for water, sewer, 2. I AGREEMENT - CITY OF FOUNTAIN VALLEY 'The City Clerk presented a communication from the Director of Public Works transmitting an agreement between the City of Huntington Beach and the City of Fountain Valley for the sharing of costs for the signal nation. of the intersection of Warner Avenue and Newland Street, On motion by Bartlettj Council approved the agreement between the City of Huntington Beach and the City of Fountain Valley, and authorized the Mayor and City Clerk to execute the Agreement on behalf of this City, Motion carried,, - TRACT 6277 - CAPIS the Clerk presented a transmittal from the Director of Public Works of Monument Bond, Improvement Bond, and Subdivision Agreement for Tract 6277 - Capistrano Land Company,, On miotion by Kaufman, Council accepted Monument Bond No, 5240-08-88, Improvement Bond No, 5240-08-87 - Transamerica insurance Company; approved Subdivision Agreement for Tract 6277, and authorized the Mayor and City Clerk to execute the document on behalf of the Cityotion carried, /01F BOND REDUCTION - TRACT 6003 - ARGUS HOMES ........... The City Clerk presented a communication from the Director of Public Works transmitting a request from Argus Homes for the reduction of the improvement bond to the amount of $13,560A0, as most improvements in Tract 6003 have been completedo The Director of Public Works recommended approval,. On motion by Kaufman, Council authorized the reduction of the improvement bond in Tract No. 6003 to $13,560,00. Motion carried, / AS DEDICATION OF IMPROVEMENTS - TRACT 5523 The Clerk presented a comnu-n.icat ion from the Director of Public Works recommending acceptance of dedicated improvements, authorization for release of the Monument Bond, and the termination of the Three -Party Agreement and the Subdivision Agreement in Tract coN5523 - Argus Homes, Incorporated, Page #3 - Minutes - November 20, 1967 On motion by Kaufman, Council accepted improvements dedicated For public use,in Tract No. 5523; authorized the- release of Improvement Bond, €end terminationAgreement and the Subdivision Agreement, and directed that the developer he notified by the City Clark and the bonding company be notified by the City Treasurer. Coen, Green CC-076 - NOTICE OF COMPLETION - W R ,RAHN The Clergy: presented a conmunication from the Director of Public Works stating that work on the Edinger Avenue traffic signals W Project CC-076 had been satisfactorily completed, and recommending that Council accept the work. On motion by Kaufman, Council accepted the work on project CC®076 Edinger Avenue traffic signals, completed by W. R. Hahn, and directed the City Clerk to file a Notice of Completion with the Orange County Recorder. Motion carried, 1�"/ CLAIM NO 50-67 - JESSIE Mc ELVIE The Clerk presented a claim From Mrs. Jessie McKelvie for alleged - property damages sustained in a Fall at 6092 Dagne ' Circle, Huntington. Beach. On motion by Bartlett, Council denied by claim filed by Mrs. McKelvie, and referred same to the City Attorney and the City' insurance carrier. Motion carried. ,31 .REQUEST FOR FPS - ULI CSC The Clerk presented a letter from the Chairman of the Uhl Citizens Stee - ing Committee requesting funds to conduct in depth studies of Four 8 to 10 acre sites. These studies would include: soil testing and appraisals. On motion by Kaufman, Council directed the City Administrator to proceed with in depth studies and authorized that the necessary funds be allocated, Motion carried. The Assistant City Administrator informed the Council that when they discussed the modification of traffic signals at Ocean Avenue and Main Street at the last Council meeting, there had been a typograghical. error in the cost, The amount should have read $6000 instead of !600,, On motion by Stewart, Council approved the aranded amount of $6000 for the modification of the signals at Main Street and Ocean Avenue. Motion carried, 1657 PERRY PARK IMPROVEMENT The Assistant City Administrator informed the Council that since the approval of the total contract price for final imprevement of Perry Park, anpther billing in the amount of 0962,00 had been received from the Robeit H. Grant Company for extra excavation and extra sidewalks, The Administrator recommended approval of payment as this was a valid bilh Ca vntion by Stewart, Council authorized the payrunt of $96V00 to Robert H. The Assistant City Administrator informed the Council that a contract had been executed between Koebig & Koebig and the County of Orange, Bolsa "Mesa Corporation, Huntington Harbour Corporation, City of Seal Beach and the City of Huntington Beach, in connection°with the Bolsa Chi_ca Small Craft Harbor Preliminary Study, and recommended that the previous contract between the City and Koebig and Koebig should be cancelled. On motion by Stewart, Council authorized the cancellation of the City's centred with Koebig and Koebig Inc. Motion carried. CITY MANDATORY RETIREMENT SCE The Assistant City Administrator presented a recommendation from the Personnel Beard. proposing, an amendment to the Personnel Resolution, permitting a City employee to work past the mandatory retirement age of 65, with,the approval of his department head and the City Administrator. On motion by Bartlett, Council directed the Cite Attorney to prepare a Resolution amending, the Personnel Resolution to include the recom- mendation of the personnel Board. Motion. carried, MASTER ELAN - LAKE PARK Mrs Dick Bigler, park architect, discussed with the Council the proposed master plan of Lake Earl:. On motion by Gisler, Council approved the preliminary master -plan for the make park complex. Motion carried. DOWNTOWN SITE .PIANS The Building Director presented to the Council the ,proposed plan for a building at the corner of Walnut Avenue and Main Street and suggested that a paring district must be formed in order to continue any cleanup of the downtown area, The City Attorney suggested that site plan approval be initiated in order to expedite plans for the area. On motion by Bartlett, Council directed the Planning Department to study the horns-y's suggestion for the downtown area. Motion carried, RECESS Mayor Shipley called a recess of the Council at 5:45 P.M. The Clerk presented an appeal to the denial by the Planning Commission of Tentative °Tract i14ap 5518 and Use Variance No. 67-38, on property located at the southeast corner of Edwards Street and Talbert Avenue. The hearing was held and dosed at the meeting of October 23, 1967 and determination deferred to this meeting,, The City Administrator informed the: Council of notification fron the County of Orange that the appraisal on their five acre portion of the ii .ntingtoi Lake are -a was still pending, and stated that it seamed desirable that the proposal he deferred to theDecember 4th meeting. On motion by Kaufman, Council deferred any action on this matter to the December 4th meeting, at which time the administrator would have a report from the County. Motion carried. N The Clerk presented a letter from the Villa pacific Community Associati-on. requesting permission to address Council regarding private streets within their community, Mr. John Hughes, a director of the Villa pacific. Community Association, addressed the Council and requested clarification of the status of the streets if they were to be dedicated to the City A report was given by Recreation Director Norman. Worthy regarding the adjacent Edison right-of-way which is scheduled to be improved ved as a perk area.
