TENTATIVE TRACT MAP NO. 6418 - Continued Subdivider: Royal Sands The Acting Secretary read a letter submitted by Voorheis-Trindle-Nelson, engineers for the developer requesting a 60 day continuance. A MOTION WAS MADE BY BAZIL AND SECONDED BY LANE TO CONTINUE TENTATIVE TRACT MAP NO. 6418 TO JANUARY 16, 19685 AT THE REQUEST OF THE APPLICANT. Planning Commission Tuesday, November 21, 1967 Page No. 2 Jack King, representing the applicant, addressed the Commission and opposed condition #3 in the Subdivision Committee Report pertaining to the pro- visions of Article 998, Parks and Recreational Facilities. Mr. King stated that he feels the condition imposes a hardship. There being no other comment the hearing was closed. A lengthy discussion was held by the Commission. It was the consensus of the Commission to continue the hearing on Tentative Tract Map No. 5811 and Use Variance No. 67=67 to December 5, 1967, so that a street pattern can be worked out if 2yz acres is taken out for a future park site. Bob Galloway, representing the developer, addressed the Commission and stated that from an engineering standpoint there were no objections to the conditions suggested in the Subdivision Committee Report and the Staff Report. Mr. Galloway also discussed the proposed method of landscaping along Goldenwest Street within the street right of way. Wm. Lusk, Vice -President of Green Hills Development, addressed the Commission and discussed the request to vary the setbacks. There being no other comment the hearing was closed. Commission discussion followed regarding the request to reduce the setback requirements. A MOTION WAS MADE BY LANE AND SECONDED BY TOM TO APPROVE TENTATIVE TRACT MAP NO'. 6453 UPON THE FOLLOWING CONDITIONS: 1. The Tentative Map received November 3, 1967, shall be the approved layout. 2. Approval of this Tentative Map shall be null and void unless Use Variance No. 67-70 is approved by the City Council. 3. Emergency access shall be provided where "A" Drive and "H" Drive stub into the vacant fields. 4. A plan depicting the landscaping along Golden West Street shall be submitted to the Department of Public Works and Planning Commission for approval. An agreement for main- tenance of such landscpaing shall be approved by the City Attorney's office and Department of Public Works. 5. The off -island wells on lots 107 and 108 shall be enclosed with a 6 ft. high masonry wall and landscaped. A plan showing the wall location and proposed landscaping shall be submitted to the Planning Department for approve.. 6. All utilities shall be installed underground. 7. A petition to rezone the existing "0" property and to readjust the zone boundaries of the drilling islands to conform to the Tentative Map shall be filed prior to submitting a final map to the City Council for acceptance. 8. An agreement, for maintenance of the oil lines within the street right of way, shall be entered into with the City and approved by the Department of Public Works and City Attorney's Office. 9. All "Standard Conditions of Approval" for Tentative Tracts that are applicable shall be complied with. Planning Commission Tuesday, November 21, 1967 Page No. 4 A MOTION WAS MADE BY LANE AND SECONDED BY MILLER TO APPROVE USE VARIANCE NO. 67-70 AS PER STAFF REPORT. THE MOTION WAS WITHDRAWN. A MOTION WAS MADE BY ROYER AND SECONDED BY BAZIL TO CONTINUE USE VARIANCE NO. 67-70 TO DECEMBER 28, 1967. THE MOTION WAS WITHDRAWN. Mr. Galloway asked that the por- tion of the request to reduce the setbacks below the standards adopted by the Planning Commission be deleted from Planning Commission consideration at this time. A FURTHER MOTION WAS MADE BY LANE AND SECONDED BY MILLER TO RECOMMEND APPROVAL OF USE VARIANCE NO. 67-70 TO THE CITY COUNCIL UPON THE FOLLOWING CONDITIONS: 1. All streets shall comply with standards proposed by the Department of Public Works and approved by both the Planningg Commission (August 3, 1965) and City Council (Sept. 7, 1965). 2. The minimum front yard shall be 10 ft. except the minimum front yard for garages entered directly from the street shall be 22 ft. This condition of approval is not general in nature and a precise plan shall be submitted to the Planning Depart- ment for approval prior to issuance of any building permits. Said plan shall delineate'the house location on each lot. 3. A tree, equivalent to a 30 inch box tree, as approved by the Street Tree Supervisor, shall be planted in the front yard of each lot and in the exterior side yard of each corner lot. 4. An 18 inch wide easement for utility purposes shall be provided adjacent to all sidewalks. Construction of any vertical structure within said easement shall be approved by the Department of Public Works. This condition shall only apply to streets having parkway width of less than 7 ft. 5. "0" side yard setbacks on one side of selected lots may be permitted subject to final review by the Board of Zoning Adjustments. 6. Ten foot rear yard setbacks on lots abutting the golf course may be permitted; however, the required 900 sq. ft. of open space shall be provided on the lot. It was the consensus of the Commission that the "0" side yard setbacks would only be permitted adjacent to drilling islands and off -island well sites. It was the consensus of the Commission -that this decisi6n does not set a precedent for future decisions. USE VARIANCE NO. 67-68 Applicant: David Manthei To permit the following: 1) An existing building to be used for trailer repair, trailer frame welding and assembly; 2) Waiver of all street improvements and off-street parking requirements; and 3) The installation of overhead utilities. THE MOTION WAS WITHDRAWN., A FURTHER MOTION WAS MADE BY ROYER AND SECONDED BY MILLER TO'APPROVE USE VARIANCE NO. 67-68 UPON THE FOLLOWING CONDITIONS: S 1. The applicant shall enter into an agreement with the City agreeing to install full street improvements along Talbert Avenue when requested to do so by the City and a bond shall be posted with the City to cover the cost of improvements. 2. The applicant shall work with the Staff to determine the extent of street improvements. 3. Underground utilities shall be waived; however, the property owner shall submit a letter agreeing to install all utilities underground when further development of tha property occurs. 4. A fire hydrant shall be installed on Talbert Avenue at the driveway. ' 5. Bert Harding, applicant, addressed the Commission and gave his reasons for the request. Robert Taube, owner of property on the northwest corner of Talbert Avenue and Beach Blvd., addressed the Commission and opposed.the request. Mr. Taube stated that he had to improve his property•per City requirements. Leroy Collins, 8649 E. 79th Street, Downey, addressed the Commission and spoke in favor of the request. There being no other comment the hearing was closed. A -lengthy discussion was held by the Commission. A MOTION WAS MADE BY MILLER TO APPROVE USE VARIANCE NO. 67-69 FOR A MAXIMUM OF 2 YEARS. THE MOTION WAS LOST FOR LACK OF A SECOND. A MOTION WAS MADE BY TOM AND SECOND- ED BY ROYER TO APPROVE USE VARIANCE NO. 67-69 UPON THE CONDITIONS RECOMMENDED BY THE STAFF ROLL CALL VOTE: AYES: Tom, Royer, Bazil. CODE AMENDMENT NO. 67-25 The Acting Secretary informed the Commission that this code amendment will add a population density for computing park and recreational fees for trailer parks. He further stated that the density would be 2.24 persons per unit. .The hearing was opened to the audience, there being no comment the hearing was closed. DISCUSSION: The Commission discussed the possibility of rezoning the area generally bounded by Indianapolis Ave., on the north, Lake Street on the west, Atlanta Avenue on the'south and the P.E.R.R. right of way on the east from the present M-1 zone to R-3.
