ROLL CALL Councilmen Present: Coon, Bartlett,, Gisler, Kaufman, Stewart, Green Councilmen Absent, Shipley (Mayor Shipley arrived at 7 w 55 PM. and assumed the roll of Ptesiding Officer) Mayor PrG-Tee. Green called .Mr. Kenneth Lawson, former member of the Huntington. Reach Planning Commission, to the rostrum and presented him with a framed Resolution which had been previously adopted by the Council, commending him for his service to the City in that capacity; and also presented ham with a plaque engraved with ream and ter of office ORDINANCE NO 136 9 - - ADOPTED m STAMP TAX ON SALE OF REAL PROPERTY The Clary gave Ordinance No1369 a second reading by title m "AN ORDINANCE OF THE CITE` COUNCIL OF THE CITY OF HUN7rINGTON BEACH,AMENDING THEUNTINGTON BEACH ORDINANCE CODE BY ADDING ARTICLE 17 AND SECTIONS THEREOF'RELATING TO THE IMPOSITION OF A DOCUMENTARY STAB TAX ON THE SALE,OF REAL PROPER Y F " On motion by Coen, Council waived further reading of Ordinance No. 1369 and passed and adopted same by the following ,roll call vote - AYES,, Councilmen. Coen,, Bartlett, Gisler, Kaufman, Stewart, Green NOES- Councilmen: None ABSENT.- Councilmen- Shipley 21? WTDIT REPORT - FISCAL 6-30-7 The Clerk presented the Accountant's report of City Finances as prepared by p ohl, Evans and Company, for the Fiscal Year ending June 30, 1967, for Council consideration. On motion by Stewart, Council ordered the Accountants Report from Diehl., Evans and Company received and filed, Motion carried. s,�?- i C% ,ORDINANCE NO 136 - FIRST READING .- TRASH AND GARBAGE DISPOSAL The Fitt' Administrator presented Mrs Urban Schriever of the law firm of O'M lveny and Myers, legal consultants to the City, who was present to answer questions pertaining to the proposed trash and garbage disposal ordinance , 3 Page #2 - Minutes - November 27, 1967 Mr. Miller the presented Ordinance No. 1365 as proposed, and discussed the various sections of said ordinance, On motion by Bartlett, Council directed the City Clerk to give Ordinance No, 1365 a first reading by title, Motion carrie& The Clerk then gave Ordinance No, 1365 a first reading by title - "AN ORDINANCE OF THE CITY COUNCIL OF TEE CITY OF BUNTINGTON BEACH REPEALING CBAPTER 32 OF THE HENTINGTON BEACH ORDTKNCE CODE REI�ATING TO REFUSE DISPOSAL, ANT ADOPTING CHAPTER 32 ENTITLED 'REFUSE COIZECTION AN-1) DISPOSAL,'" On motion by Stewart, Council waived further reading of Ordinance No. 1365, fben put to a vote, the motion passed unanimously., DISCUSSION OF ROUTES FOR HUNTINGTON BEACH IREEWAY When directed by the Mayor, the Clerk read an excerpt from the unofficial minutes of the neeting of November 20, 1967, covering the discussion held by the Council in regard to possible endorsement of proposed routes for the Huntington each Freeway, Mr, Dale Dunn, Manager of the Huntington each Chamber of Commerce, addressed the Council and read a letter from that body urging Council to endorse the Green -Dashed Green -Red modified route, at least as all acceptable alternate to the Green -Red route previously endorsed by the Councilv 14r, Monte Nitzkowski, Chairman of the Urban land Institute Citizens Steering Committee, addressed the Council znd read a letter from that My also urging Council to endorse the Green -Dashed Green -Red route, if not as the primary route, then at least as an acceptable alternate. Mr. Aeorge McCracken, member of the ULI Citizens Steering Committee, addressed the Council. and stressed the importance of the City endorsing either the Green -Red nr the Green -Dashed Green -Red route in order to expedite selection by the State Highway Commission of some sec route for the Freeway. The City Administrator informed the Council that the Director of Public Works was attending a Public Works meeting and would therefore be unable to be present at the State Highway Commission Freeway Hearing Q Huntington Beach, on December Isto he stated that he proposed, if acceptable to the Council, to make the City's presentation of preferred route at said bearing, On notion by Stewart, Council directed the City Administrator to attend the State Highway Commission Freeway Hearing on December 1st, and make the City"s presentation, indicating a preference (Ist) for adoption of the and Qnd) for adoption of the Green -Dashed Green -Red modified route as an alternate tbereto, Motion carried, INFURJAK MEJ! Tit 'ALLED - NOVEMBER 27 1967 Mayor Shipley called for an informal meeting of the Council to be held immediately following the close of this meeting in the Council Chambers to hear the Talbert Water District Directors and homeowners in said District; also to hear a presentation from officials of the Huntington Harbour Corporation in regard to proposed tract problems.
