Monday, December 4, 1967
Mayor Shipley called the re uiar meeting of the City Council of the
City of Huntington reach to order at 4:30 P.M.
The Fledge of allegiance was given by all present in the Council Chamber.
ROLL CALL
Councilmen Present: Bartlett, Gisler, Kaufman, Stewart, Green, Shipley
Councilmen Absent: Coen, (Councilman Coen arrived at 4:40 P.M.)
MINUTES
On motion by Stewart, the minutesof the regular meeting of November 20,
1967, and the regular adjourned meeting of November 27, 1967, were
approved and adopted as prepared and wailed by the City Clerk. Motion
carried.

FINAL TRACT MAP NO 6117 - BROOK ST—MC ADDEN CO
The Clerk presented a. transmittal from the Planning Director submitting
final form of Tract Map 6117 for adoption, as follows: Developer:
Brookhurst-McFadden Company; Location: approximately 1320 feet south
of Yorktown Avenue, west of Brookburst :Street; AereaaeA 11,607; Lots
5.5p that the map had been certified by the Director of Public Works
and the Secretary to the Planning Connuission to be true and correct
in accordance with provisions of the City Subdivision Code.
The City Council may accept dedications as shy on the map and approve
the Final Map, subject to the following conditions
The City Clerk's signature shall be withheld pending the submittal and
completion of the enumerated requirements.

3. Signature of agreement.
4. Certificate of insurance
5. Approval from the County Surveyor.

O motion by Stewart, Council accepted offers of dedication as shown
on Final Map 6117, and adopted the map subject to conditions stipulated
by the Planning Commission. Motion carried.

The Clerk presented a communication from the Director of Public Works
stating that work on the Slater Avenue Chain LYR Fence had been.
satisfactorily completed, and ra commendipg that Council accept that
work on Project CC-074,
On Lion by Kaufman, Council accepted the work on Project CC-074 m
Slater Avenue Chain Link Fence completed by Crown Fence Company, and
directed the City Clark to fill a Notice of Completion with the Orange
County recorder, Mbtion carried,

On motion by Kaufman, Council accepted the work on Project CC-057
Newland Avenue Pump Station., completed by Edmond J. Vaduais, and directed
the City Clerk to file a Notice of Completion with the Orange County

The Clerk presented a claim from Roy Hogan for alleged personal injuries
sustained when descending from a Lifeguard Jeep on or about August 20,

On motion by Bartlett, Council denied the claim filed by Roy Hogan and
referred same to the City Attorney and the City's insurance carries

PARK AND RECREATION FEES - HUN"i INGTON BARBOUR TRACT 640
The Clerk presented a letter from the Huntington Harbour Co :z:..,>aa,.Un
requesting that Council waive the requirz`me; t for payment td R�ecr -a- i,o
and Park fees prior to recordation of mapon Tract 6405, wilb the
stipulation that said fees will be paid on a regatiated basis hvtween�
the City and Huntington Harbour Corpozation, The letter also requested
credit for the fees paid when Tract 5481 was recorded, which covers the
sage acreage as new Tract 6405.,
On motion by Bartlett, Council granted a 60 dad, postponement on the pay-
ment of Park and Recreation Fees on Huntington HarbourCorporation's

Following discussion, and on motion by Kaufman, Council deferred further
discussion on the Oceans Avenue beautification on improvements to the
study session on December 11, 1967. Motion. carried,

BEACH PARKING LOT FEES
The City Administrator presented a communication from the Director of
Harbors and Beaches recommending that the parking fee schedule for
the next season he increased from 0 cents per clay with 101 on weekends,
to a flat rate of 01,00 per day from May i through ,September 30, with
a rate of fifty cents per day from October i through April. 30o
On motion by Stewart, Council directed the Attorney to prepare an
Ordinance amending Section 7531.6 Q i of the Huntington Beach Ordinance
Code establishing the recommended rate for the beach parking lot,
and further authorised the City Administrator to change the sates
applicable thereto, with approval of the City Council, to coincide
with the State Park operations Motion carried

EDISON EASEMENT PARK DEVELOPMENT
The City Administrator presented a letter from the Recreation and Parks
Department discussing a meeting with the developer of the Fashion Homes
Tract adjacent to the Edison easement park development, with regard
to additional parking, The Recreation and parks Commission recommended
to Council acceptance of the Edison easenvent park: project, subject to
the agreed upon planning, and approval by the various City departments.

The. City Administrator and City Attorney discussed, with the Council
procedures necessary in filing an application with the Local Agency
Formation Commission of Orange County, for withdrawal of pertain
inhabited areas from the Talbert Water District. The Attorney also
suggested alternate procedures to that of complete withdrawal, for
Council's consideration. No action was taken on the matter at
this time

The City Administrator informed the Council that General Telephone
Company had applied to the State. Public Utilities Commission for a
rate increase and gave them a resume' of the rates requested. No
action was taken on this utter.

ASSESSED _ VALUATIONS - DECREASE
The Cite Administrator informed the Council that the reduction in
assessed valuations on mineral rights for the various oil co~apanies
within the City, as announced lair. the County Assessor, would reduce
the total assessed valuation her $15, 260, 290, and would result in
an approximate reduction in revenue to the City of $200, 00. Sow
discussion was held by the Council on this matter but no action
was taken thereon,

was reconvened at 7v50 P.M.by the Mayor.

LAKE PARK
The Clerk presented a setter from r. A. M. Hagler, 905 - 12th Street,
City, relating to the alleged deteriora.ti.on, of Lake Park,
On motion by Kaufman, Council received the letter from fir. Hagler and
ordered same filed by the City Clerk. Motion carried.
PARKS
The Clerk presented a letter from the Fluor Huntington_ Corporation
requesting full credit toward Recreation and Parka fees its their
development of the Huntington Pacific Apartments
On motion by Kaufman, Council deferred action on this matter until
the meeting of December 18, 1967. Motion carried

The Clerk presented a letter from the Orange County Mosquito Abatement
District requesting the reappointment of Dry Ralph � Sher, or a
successor, as the two year terms of office expires on December 31, 1967a
On motion b Kaufman, Council reappointed Dr. Ralph M. Sher to represent
the Cite on the Orange County Mosquito Abatement District Board.
Motion carried.

hearing on an appeal. by William Landis to the denial by the City
Planning Commission of Zone Case No. 67-24, on property located on the
northeast corner of Coldenwest Street and Warner Avenue, and directed
the Clerk to read the legal. notices

The Clerk read notice of public hearing on Zone Case No, 67-24, as
published in. the 'Huntington Beach News on November 16, 1967, setting
the hour of 7 o30 P.M., or as soon thereafter as possible, on Monday,
the 4th day of December,, 1967, in the Council Chamber of the Civic
Center, Huntington Beach, California, as the time and place for a
public hearing on an appeal to the denial by the City Planning
Commission for a change of zone to regulations of the Districting
Ordinance, from R5 Limited Multiple Family Residence District, to C4
Highway Commercial District, with a 50 font setback from the ultimate
right-of-way line.
The Clerk informed the Council that they had been provided with copies
of the Planning Secretary's transmittal., rea:.amalending denial, and
stated that he had received no communications or written. protests other
than the letter of appeal
Mayor Shipley declared the hearing open,
Mr. Dale Dowdy, representing Shell Oil Company, addressed the Council
and stated that his company was considering a service station site
on this corner and requested Council to ,approve the re -zoning.
Mr. William Landis, Los Angeles, addressed the Cooncil and discussed
his request for the zone change.
There being no one further to spear on the matter, and there being
no protests filed, either oral or written, the hearing was closed by
the Mayor.
On motion her Green, Council, sustained the decision of the planning
Commission and denied the appeal. on Zone Case 67- .-4 Q Motion, carried.
GENERAL ELECTION m MARTIN & CHAPMAN
On motion by Stewart, Council directed the Cite Clerk to negotiate a
contract with the firms of Martin and Chapman to furnish services and
supplies for the General Municipal election scheduled for April 9,
1968. Motion carried.
OVL BONDS
On motion by Green, Council directed the City Attorney and the Oil
Superintendent to work with the Independent oil. operators Ln securing
bonds, in compliance with Chapter 23 of the Huntington Beach Ordinance
"ode. Motion carried,
PARK WARNING SIGNS
Director of Public Works James.Wheeler, displayed to the Council the
proposed caution signs to he placed 500 feet from the entrances I to
City parks, warning motorists of the park area ahead,
