MINUTES: The Minutes of January 17, 1968
were accepted as transcribed and
mailed by the Secretary.
USE PERMIT NO. 68-2
Applicant: Don E. Combs
To allow the construction of a
service station in the C-4 Highway Commercial District.
Located on the northwest corner of Davenport Drive and
Algonquin Street. Legal description on file in the
Planning Department Office.
The hearing was opened to the
audience.
Monique Pineda, 16971 Courtney
Lane, addressed the Board and objected to the proposed
request. She explained that the surrounding property
owners felt that there,are sufficient service stations
in the area.
Mrs. Gilcrest, Mrs. Johnson,
Mrs. Lynn, and Mrs. Whipple, adjacent property owners,
also objected to the proposal.
Don Combs and Ed Dabbs, represent-
ing the applicant, answered various questions regarding
the operation and type of building proposed. They also
stated that the plans have been approved by the Architec-
tural Committee of Huntington Harbour and that the
buildings will architecturally conform to the area. It
was noted by the Board that this request was approved
May 4, 1966 by Use Permit No. 66-129 but a new applica-
tion had to be filed because the first approval auto-
matically expired one year after approval.
The suggested conditions of
approval were reviewed.
There being no other comment,
the hearing was closed to the audience.
Board discussion followed.
A MOTION WAS MADE BY- HARLOW
AND SECONDED BY FERGUSON TO APPROVE USE PERMIT NO. 68-2
SUBJECT TO THE FOLLOWING CONDITIONS:
1. Algonquin Street and Davenport Drive shall be
dedicated and fully improved to City Standards.
Improvements shall include street trees, street
signs, and street lights.

2. All streets shall conform to City of Huntington
Beach Standards. Master Plan of Arterial Street
and Highway Standards shall apply where applicable.
Street sections shall be determined by soil 11R"
value and traffic index.
3. water supply shall be through the City of
Huntington Beach's water supply.
4. Sewage disposal shall be through the City of
Huntington Beach's sewage system.
5. Preliminary and final soil reports shall be
submitted by an approved private soils engineer
to the City prior to issuance of building permits.
6. A plan conforming to the grading ordinance shall
be submitted to the Department of Public Works
for approval prior to issuance of a building permit.
7. All utilities shall be installed underground.
8. The water, sewer, and fire hydrant system shall
be approved by the Department of Public Works
and Fire Department.
9. Off-street parking facilities including landscap-
ing, arrangement, access, paving and striping
shall conform to Article 979.
10. No structures, other than those shown on the
approved plot plan, shall be constructed within
the project.
11. Lighting shall be directed away from abutting
residential property.
12. Buildings shall be architecturally compatible
with the surrounding area.
