National Bank Building Huntington Beach, California Wednesday, February 7, 1968 John Mandrell, Jim Somerville, Richard Harlow. The minutes of January 24, 1968 were accepted as transcribed. DIVISION OF LAND NO. 67-29 Applicant: Robert Stellrecht To allow a division of land into 5 separate parcels located on the northeast corner of "B" Street and Blaylock Drive. Legal description on file in the Planning Department Office., The Board reviewed the proposed division of land. A MOTION WAS MADE BY MANDRELL AND SECONDED BY HARLOW TO CONTINUE DIVISION OF LAND NO. 67-29 UNTIL FEBRUARY 14, 1968. ROLL CALL VOTE: AYES: Mandrell, Somerville, Harlow. NOES: None. ABSENT: None. THE MOTION CARRIED. USE PERMIT NO. 68-4 Applicant: Richard D. Croul To allow the construction of 118 apartment units in the R-3 Limited Multiple Family Residence District. Generally located 670 ft. north of Slater; 330 ft. west of Beach Boulevard. 'Legal description on file -in the Planning Department Office. The Chairman explainedithat_this item and the next item on the Agenda pertain to the same parcel of land and suggested that the hearing be opened to the audience on both items. The hearing was opened to the audience on Use Permit No. 68-4 and Conditional Exception No. 68-5. Mrs. Suber, abutting property owner, addressed the Board and stated that she does not have any objections to the proposed request. Mr. Croul, the applicant, answered various questions pertaining to parking, trash collection, and the wall along the east property line., The suggested conditions of approval were reviewed and discussed. 2/7/68 Page No. 2 Minutes: H.B. A MOTION WAS MADE BY HARLOW AND SECONDED BY MANDRELL TO APPROVE USE PERMIT NO. 68-4 SUBJECT TO THE FOLLOWING CONDITIONS: 1. Keelson Lane and Queens Lane shall be dedicated and fully improved to City Standards. Improvements shall include street trees and street lights. 2. Street sections shall be determined by soil "R" value and traffic index. 3. Water supply shall be through the City of Huntington Beach's water system. 4. Sewage disposal shall be through the City of Hunt- ington Beach's sewage system. 5. The property shall participate in the local drainage assessment district, and a drainage plan shall be approved by the Department of Public Works. 6. Preliminary and final soil reports shall be sub- mitted by an approved private soils engineer to the City prior to issuance of buildingpermits. 7. All utilities shall be installed underground. 8. The water, sewer, and fire hydrant system shall be approved by the Department of Public Works and Fire Department. 9. Off-street parking facilities including landscaping, arrangement, access, paving and striping shall con- form to Article 979. 1.0. A masonry wall shall be constructed along the north and south property lines. The height of said wall shall be such, that the top will be six (6) feet above the highest ground surface within twenty (20) feet of the common property line. 11. No structures, other than those shown on the approved plot plan, shall be constructed with the project. ROLL CALL VOTE: AYES: Mandrell, Somerville, Harlow. NOES: None. ABSENT: None. THE MOTION CARRIED. CONDITIONAL EXCEPTION'NO. 68-5 Applicant: Richard D. Croul To allow: (1) garages to be constructed 18' from the front yard property line in deviation to the required 50' setback for detached assessory build- ings; (2) to permit garages to be located along the side property line in deviation to the required 5' setback. This will avoid creating a strip of land that will not be maintained. ROLL CALL VOTE: AYES: Mandrell, Somerville, Harlow NOES: None ABSENT: None THE MOTION CARRIED. AREA VARIANCE NO. 67-74 Applicant: Groth Chevrolet To allow storage and/or display of automobiles within the front 50 ft. setback area in the C-4 Highway Commercial District. Located on the northwest corner of Beach Boulevard and Taylor Avenue. Legal description on file in the Planning Department Office. The hearing was opened to the audience. Jack Groth, the applicant, and Donald Harwood, attorney for Groth Chevrolet, addressed the Board and objected to sight angle requirements. They further explained that this would be very restrictive to the automobile agencies because most trucks, campers, and mini -buses are an average of 7' in height. The new requirement for landscaping was also discussed and it was noted by Mr. Groth that he would need time to check with a landscape architect to see if it would be possible to add more landscaping, and if so, what type could be used. There being no other comment, the hearing was closed to the audience. Further Board discussion followed. A MOTION WAS MADE BY MANDRELL AND SECONDED BY HARLOW TO CONTINUE AREA VARIANCE NO. 67-74 UNTIL FEBRUARY 21 1968 TO ALLOW TIME FOR THE BOARD TO CHECK ON WHETHER aR NOT IT WAS INTENDED TO INCLUDE THE STORAGE OF OTHER TYPES OF PASSENGER VEHICLES WITHIN THE REQUIRED SIGHT ANGLE AREA, AND ALSO TO ALLOW THE APPLICANT TIME TO CHECK WITH A LANDSCAPE ARCHITECT. Board of Zoning Adjustments Wednesday, February 7, 1968 CONDITIONAL EXCEPTION NO. 68-2 Applicant: Chrysler Realty Corporation. To allow storage and/or display of automobiles within the front-50 ft. setback area in the C-4 Highway Commercial District. Located on the west side of Beach Boulevard, approximately 555 ft: from the south line of Heil Avenue. Legal description on file in the Planning Department Office. The hearing was opened to the audience. Ed Turnhall, representing the applicant, addressed the Board, and asked various questions pertaining to the code amendment allowing storage of merchandise within the front 50' setback. It was noted by the Board that the matter should be continued to allow time to check on the height of various passenger vehicles. There being no other comment, the hearing was closed to the audience. Sommerville, Harlow AREA VARIANCE NO. 67-72 Applicant: Rick Baldino's Mobile World To allow storage and/or display of Mobile Homes and Travel Trailers within the front 50 ft. setback area in the C-4 Highway Commercial District. Located on the east side of -Beach Boulevard, approximately 230 ft. north of Yorktown Avenue. Legal description on file in the Planning Department Office. The hearing was opened to the audience. There being no one present to speak for or against the matter, the hearing was closed to the audience. Board discussion followed. A MOTION WAS MADE BY HARLOW AND SECONDED BY MANDRELL TO APPROVE AREA VARIANCE NO. 67-72 SUBJECT TO THE FOLLOWING CONDITIONS: 1. The applicant shall comply with Code Amendment No. 68-1. 2. Located on the southwest corner of Beach Boulevard and Clay Street. Legal descrip- tion on file in the Planning Department Office. The hearing was opened to the audience. There being no one present to speak for or against the matter, the hearing was closed. Discussion followed regarding setback of the trailers and the existing building. It was the consensus of the Board that this matter should be continued for on -site field investigation of the existing buildings setback. A MOTION WAS MADE BY MANDRELL AND SECONDED BY HARLOW TO CONTINUE AREA VARIANCE NO. 67-73 TO FEBRUARY 14, 1968. ROLL CALL VOTE: AYES: Man.drell, Somerville, Harlow NOES: None ABSENT: None THE MOTION CARRIED. AREA VARIANCE NO. 67-90 Applicant: Robert Ferguson To allow storage and/or display of automobiles within the front 50 ft. setback area in the C-4 Highway Commercial District. Located on the west side of Beach Boulevard, approximately 1060 ft. south of Ellis Avenue. Legal description on file in the Planning Depart- ment Office. The hearing was opened to the audience. There being no one present to speak for or against the matter, the hearing was closed. Board discussion followed. It was the consensus of the Board that this matter should be continued for further investigation of the height of passenger vehicles. Legal descrip- tion on file in the Planning Department Office. The hearing was opened to the audience. There being no other comment, the hearing was closed to the - audience - Board discussion followed on continuing this matter until the height of passenger vehicles -is investigated.
