HomeMy WebLinkAbout1968-02-15MINUTES Council Chamber, Civic Center Huntington Beach, California Thursday, February 15, 1968 Mayor Shipley called the regular adjourned meeting of the City Council of the City cf Huntington Beach.to order at 7:30 P.M, The Fledge of Allegiance was given by all present in the Council Chamber. ROLL CALL Councilmen Present: Coen, Bartlett, Shipley Councilmen Absent: None CIVIC CENTER CRITERIA Gisler, Kaufman, Stewart, Green, Mr. Monte Nitzkowski, Chairman of the ULI Steering Committee, addressed. the Council and presented a list of criteria established by the ULI Sub -committee on choice of a proposed Civic Center location. He in- formed the Council of the Committee's desire to know the feeling of the Council concerning approval of the list. Mr, Robert Dingwall, 19791 Estuary Lane, addressed the Council and requested information on the size necessary for the future civic center .site. He also requested the Council to make a decision on the site before the election in April. Councilman Green informed the -,Council that it was his feeling that the decision should be delayed until the new Council was able to make a study, Councilman Kaufman requested clarification from Mr. Robert Zinrigrabe, Chairman of the ULI Sub -committee of various items on the list of criteria. On motion by Stewart, Council accepted, as presented, the listed criteria for selecting a new Civic Center as recommended by the Urban Land Institute Citizens. Steering Committee. Motion carried. ORDINANCE NO. 1390 m ADOPTED - MUNICIPAL ELECTION The Clerk gave Ordinance No. 1390 a second reading by title v "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HUNT INGTON BEACH PRO- POSING AMENDMENTS TO THE CHARTER OF THE CITY OF HUNTINGTON BEACH AND PROVIDING FOR .THE SUBMISSION OF THE SAME TO THE QUALIFIED ELECTORS THEREOF FOR ADOPTION AND RATIFICATION AT THE GENERAL MUNICIPAL ELECTION TO BE HELD ON THE 9TH DAY OF 'APRIL, 1968." None ABSENT- Councilmen- None OLU'TION NO, 2692 - ADOPTED ,n ARGUMENTS FOR CHARTER AMENDMENT The Clark read Resolution No, 2692 by title - "A RESOLUTION OF THE CITY COUNCIL Or `.ThE CITY OF HLNTINGTON BEACH, CALIFORNIA, AUTHORIZING CERTAIN OF ITS 'MEMBERS TO FILE A WRITTEN ARGUMENT FOR A CITY MEASURE." On motion by Green, Council waived further reading of Resolution No, 2692, and passed and adopted same by the following roll call voted AYES.- Councilmen.- Coen, Bartlett, Gisler, Kaufman, Stewart, Green, Shipley NOES: Councilmen.- None ABSENT- Councilmen- None RESOLUTION NO, 2693 - ADOPTED ® ARMNT$- RE.- CHARTER AMENDMENT CITY CLERK The Clerk read Resolution No. 2693 by title ® "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH, CALIFORNIA, AUTHORIZING CERTAIN OF ITS MEMBERS TO FILE A WRITTEN ARGUMENT FOR AND AGAINST A CITY MEASURE," On motion by Kaufman, Council waived further reading of Resolution No, 2693, and passed and adopted same by the following roll call vote: (AYES- Councilmen- Ccen, Bartlett, Gisler, Kaufman, Stewart, Green, Shipley NOES- Councilmen- None. ABSENT- Councilmen.- None Page #3 - Minutes - February 15, 1958 RECESS Mayor Shipley called a recess of the Council -..at 8.45. During the recess, Rodger.Howell,.Secretary of the -Talbert Wa-ter:District,and various property owners in the District, held a discussion with the Council regarding possible dissolution of the District. Mayor Shipley reconvened the regular adjourned meeting of the Council at .10020 P.M. TALBERT WATER DISTRICT A motion was made by Councilman Green requesting that the Talbert Water District declare itself a district of limited powers to open up procedures for merger between the City and the'District. Following further discussion by the Council, this motion was withdrawn by Councilman Green. On -motion by Coen, the City Administrator, City Attorney and the City Engineer, together with a Council coumiittee.to be appointed, were directed towork-in an attempt to -arrive at an amicable and speedy solution:in the matter of the dissolution of the Talbert Water District. Motion carried. Mayor Shipley then appointed Councilmen Coen, Green, and Kaufman .as a Committee -of -the -Council to participate..in such consideration. RECESS Mayor Shipley called a recess of the Council at.10:40 P.M. Council was reconvened at 11-00 P.M. by the Mayor. POSTAGE STAMP SIZE LOTS Councilman Kaufman discussed various methods of using the City's status as a Redevelopment Agency;in taking over small lots:in�blighted .areas. He informed the Council .that such action would permit the .subdividing of these properties after title was acquired by the City through eminent domain proceedings. On motion by Kaufman, the City Administrator was directed to have,.a study made of one or two representhtive areas ^of small lots.as an ex- ample for Council consideration, and report back to the Council in the near future. Motion carried. ORDINANCE NO. 1394 - FIRST READING:- SALARY - CITY OFFICER The City Administrator informed the Council that an Ordinance had been prepared relating to the salary.of the City Treasurer for the forthcoming term. The Clerk.gave Ordinance .No. .1394 a first reading by title "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF 'HUNTINGTON BEACH; AMENDING SECTION 1421 OF ARTICLE 142, CHAPTER 14 OF THE HUNTINGTON BEACH ORDINANCE CODE." On motion by Coen, Council waived further reading of Ordinance No. 1394. Motion carried.
