BOARD MEMBERS ABSENT: None
USE PERMIT NO. 68-4a - Continued
Applicant: Robert Stellrecht
To allow the construction of
18 apartment units in -:the R-2 Two Family Residence
District. Located on the east side of England Street,
approximately 330 ft. south of Yorktown Avenue. Legal
description on file in the Planning Department Office.
The hearing was opened to the
audience.
There being no and present to
speak for or against the matter, the hearing was closed
to the audience.
The Board reviewed the suggested
conditions of approval.
A MOTION WAS MADE BY HARLOW
AND SECONDED BY MANDRELL TO APPROVE USE PERMIT NO. 68-4a
SUBJECT TO THE FOLLOWING CONDITIONS:
1. The alley as shown on the plot plan shall be
dedicated to the City and improved to City Standards.
2. Provisions will be made to retain access to the
property to the south and said access way shall
be approved by the Department of Public Works.
3. All applicable City Ordinances shall be complied with.

USE PERMIT NO. 68-5
Applicant: Bill Maxey
To allow the construction of
an auto sales and service facility in the C-4 Highway
Commercial District. Located on the west side of
Beach Boulevard, approximately 340 ft. north of Garfield
Avenue. Legal description on file in the Planning
Department Office.
The hearing was opened to the
audience.
Mr. Maxey and Mr. Langston
addressed the Board and explained the proposed request.

A MOTION WAS MADE BY MANDRELL
AND SECONDED BY SOMERVILLE TO APPROVE USE PERMIT NO. 68-5
SUBJECT TO THE FOLLOWING CONDITIONS:
1. Beach Boulevard shall be fully improved to state
Standards. Improvements shall include street trees
and street lights.
2. Water supply shall be through the City of Huntington
Beach's water system.
3. Sewage disposal shall be through the City of Huntington
Beach's sewage system.
4. Preliminary and final soil reports shall be submitted
by an approved private soils engineer to the City
prior to issuance.of building permits.
5. All utilities shall be installed underground.
6. The water, sewer and fire hydrant system shall be
approved by the Lepartment of Public Wcr ks and Fire
Department.
7. Off-street parking facilities including number,
landscaping, arrangement, access, paving and striping
shall conform to Article 979.
8. A 6 inch masonry wall shall be constructed along the
west property line. The height of said wall shall
be such, that the top will be six (6) feet above the
highest ground surface within twenty (20) feet of
the common property line.
9. Driveway locations shall be approved by the Traffic
Engineer.
10. All applicable ordinances shall be complied with.
11. All provisions of Code Amendment No. 68-1 shall be
complied with.

CONDITIONAL EXCEPTION NO. 68-5
Applicant: Hugh K. Warnock
To`allow construction of a 7 ft. high fence
within the side yard setback in deviation to the maximum
6 ft. height. Located at 16792 Kamalii Drive and legally
described as Lot 114 of Tract No. 5050.
The hearing was opened to the audience.
Mrs. Warnock, the applicant, explained the
request to the Board.
Clara Everson, adjacent property owner,
stated that she had no objections to the request.
There being no further comment the
hearing was closed to the audience.
Board discussion followed.

BY SOMERVILLE TO APPROVE CONDITIONAL EXCEPTION NO. 68-5
FOR THE FOLLOWING REASON:
1. Maintain continuity of the front elevation.

The Chairman read communications submitted
by the Orange County Planning Commission regarding the
above variances.
The Board reviewed the variances.

A MOTION WAS MADE BY HARLOW
AND SECONDED BY MANDRELL TO INSTRUCT THE PLANNING DEPART-
MENT TO WRITE A LETTER TO THE ORANGE COUNTY PLANNING
COMMISSION RECOMMENDING THAT USE VARIANCES 6031 6032,
6033, 6034, 6035, and 6036'COMPLY WITH THE STANLARDS
RECOMMENDED IN THE SUNSET BEACH-SURFSIDE STUDY AND ALSO
TO RECOMMEND TO THE ZONING ADMINISTRATOR THAT A CODE
AMENDMENT BE INITIATED TO ALLOW BUILDINGS IN THAT AREA
TO BE CONSTRUCTED IN COMPLIANCE WITH THE REPORT'S
RECOMHENDATIONS.
