HUNTINGTON BEACH BOARD OF ZONING ADJUSTMENTS

BOARD MEMBERS PRESENT: John Mandrell, Sam Ferguson,
`Richard Harlow
BOARD MEMBERS ABSENT: None
USE PERMIT NO. 68-8
Applicant: Robert L. Stellrecht
To allow the construction of
20 apartment units in the R-3 Limited Multiple Family
Residence District. Located on the west side of Hunting-
ton Avenue and north of Memphis Street. Legal descrip-
tion on file in the.Planning Department Office.
The hearing was opened tb'the
audience.
Robert' "Stellrecht,' applicant,
addressed the Board and explained the proposed request.
The suggested conditioris of
approval were reviewed.
There being no other comment,
the hearing was closed to the audience.
Board discussion followed.
A MOTION WAS MADE BY FERGUSON
AND SECONDED BY HARLOW TO APPROVE USE PERMIT NO. 68-8
SUBJECT TO THE FOLLOWING CONDITIONS:
1. Memphis Street, Nashville Street and Huntington
Avenue shall be dedicated and fully'improved to
' City Standards.* Improvements shall include'street
trees, street signs,'street-lights and'fire hydrants.
2. Water supply shall be through the City of Huntington
�-- Beach's water system.
3. Sewage disposal shall be through the City of
Huntington Beach's sewage system.
4. A soil investigation acceptable to the Grading
Engineer shall -be submitted to the City and approved.
5. All utilities shall be installed underground.
6. The water,, sewer; and fire hydrant system shall'
be approved by the Department of Public Works and
Fire'Department.
7. All applicable City Ordinances shall be complied with.

DIVISION OF LAND NO. 68-5
Applicant: Robert L. Stellrecht
To allow a division of land into 4
separate parcels located on the southwest corner of
Heil Avenue and Graham Street. Legal description on
file in the Planning Department Office.
The Board reviewed the proposed
division of land with the applicant.
The suggested conditions of approval
were reviewed.
Board discussion followed.
A MOTION WAS MADE BY FERGUSON AND
SECONDED BY HARLOW TO APPROVE DIVISION OF LAND NO.
68-5 SUBJECT TO THE FOLLOWING CONDITIONS:
1. Heil Avenue and Graham Street shall be dedicated
and fully improved to City Standards at the time
each parcel is developed. Improvements shall
include street trees, street signs, street lights
and fire hydrants.
2. Street sections shall be determined by soil "R"
value and traffic index.
3. Water supply shall be through the City of Huntington
Beach's water system at the time each parcel is
developed.
4. Sewage disposal shall be through the City of
Huntington Beach's sewage system at the time each
parcel is developed.
5. The property shall participate in the local drain-
age assessment district at the time each parcel
is developed.
6. Preliminary and final soil reports shall be submitted
by an approved private soils engineer to the City
or a soil investigation as,approved by the Grading
Engineer shall be submitted,to the pity prior to
issuance of building permits.
7. All utilities shall be installed underground at,,
the time each parcel is developed.
8. The water, sewer, and fire hydrant system shall
be approved by the Department of Public Works -
and Fire Department.
9. Fire alarm system conduit and appurtenance.s.shall
be installed by the developer at locations and,to
specifications provided by the Fire Department.
10. Access to said parcels shall be as follows: Access to
Lot 1 shall be limited to one driveway on Graham Street;
Access to Lots 2 and 3 shall be from a common drive
on Heil Avenue; and access to Lot 4 shall be from
Graham Place (a private street).
11. A Parcel Map shall be filed with the City.,and
- recorded.
12. The -Division of Land shall not be effective until
an agreement is signed and recorded agreeing to the
conditions listed above.

CONDITIONAL EXCEPTION NO. 68-8
Applicant: Armour Building Co.
To allow a 61 high wall to be
constructed within the 10, x 10' corner cut-off .
required on reverse corner'lots in'deviation to the
maximum 32' height limit. Located on the northeast
corner of Atlanta Avenue and Magnolia Street and
legally described as Lots 42,.44, and 53 of Tract
No. 6283.
The hearing was opened to the audience.
Paul Bruns, representing•the-
applicant, addressed the Board and explained the
.1roposed request. He presented displays of the proposal.
There being no other comment,
the hearing was closed to the audience.
Further Board discussion followed.
A'MOTION WAS MADE BY MANDRELL
AND SECONDED BY FERGUSONJO APPROVE CONDITIONAL
EXCEPTION NO. 68-8 FOR THE FOLLOWING REASONS:
1. The garages on the two abutting lots are on the
opposite side of the lot, therefore a_sight
problem does not exist.
2. The driveway on Lot.41 is setback 10, from the
side lot, thus preserving sight clearance.
3. The cut off will not serve any benefit for view
of the street because the house is oriented
toward the rear yard.

PLOT PLAN REVIEW FOR TRACT NO. 6283:
The Board reviewed the plot
plans for Tract No. 6283.
Paul Bruns answered various
questions.
A MOTION WAS MADE BY HARLOW AND
SECONDED BY FERGUSON-TO APPROVE THE PLOT PLAN FOR
TRACT NO. 6283 SUBJECT TO THE FOLLOWING CONDITIONS:
1. Final review shall be performed by the Building
Department.
2. All provisions of previous application shall be
complied with.

SECONDED BY MANDRELL TO INSTRUCT THE PLANNING DEPART-
MENT TO WRITE A LETTER TO THE ORANGE COUNTY PLANNING
COMMISSION RECOMMENDING THAT USE VARIANCE NOS. 6042
AND 6043 COMPLY WITH THE STANDARDS RECOMMENDED IN THE
SUNSET BEACH-SURFSIDE STUDY.
