addressed the Commission and objected to the request on grounds
that the property is master planned for residential and there is

1. The commercial planned for this site amounts to a service
station site and a small site for professional offices;
neither of which adds greatly to the commercial needs of
the area.
2. It would be more desirable to have large commercial zoning
on some corners rather than small commercial zoning on all
corners.
3. The subject area is Master Planned for low density.

1) 50' right-of-way streets as indicated

2) 10' minimum front yard setbacks for fences
not over 6' in height, for garages with
side -on -to -street approach and for other
-portions of a residence. (Front setback
for garages entered directly from the
street to be 22 ft. min.)
3) 10' minimum rear yard setback on irregular
shaped lots providing an average rear
yard depth of 20' is maintained. On other

3) Landscaped areas to be separated from

1. A 2 ft. high earth berm -shall be installed in lieu of the
required masonry wall. Said berm shall be landscaped in
accordance wa.th ,Departmen.t of' -Harbors and Beache8 and the
Street Tree Superintendent's requirements.
2. Pavement standards shall comply with Building Department
Requirements.
3. Redwood header boards may be used to separate the A..C. from
the landscaped areas provided bumper logs are installed for
physical protection.

4. A 3 ft. wide strip of land shall be dedicated along the
parcel's frontage for sidewalk and utility purposes.
5. Street lights shall be installed to City and State Standards.
6. Existing concrete curb and sidewalk adjacent to Coast Highway
between 5t and 6t Streets maybe used provided existing
grades and construction meet with the approval of the
Department of Public Works. However-, full street improvements
shall be installed between 5b and 6t Streets prior to April 21
1971, or Conditional Exception Na. 68-15 shall become null
and void.
7. Provisions shall be made to pay 'when exitting from the lot
or a satisfactory method which will avoid traffic congestion
shall be approved by, the Traffic'Engineer.
8. Driveway grades shall be approved by the Department of Public
Works.
9. A grading plan shall be submitted to the City and approved.
10. Upon termination of CE#68-15 or when permanent development
occurs-, a 20 ft. wide pedestrian and emergency vehicular
accessway shall be provided to City requirements from Ocean
Avenue to the public beach adjacent to the driveway opposite
Sixth Street. While this conditional exception is in effect
emergency access shall be through the main -drive opposite
6t Street and a 20 ft. wide pedestrian access way shall be
provided adjacent to the westerly side of said main drive.
11. CE #68-15 shall become null and void on April 21 1973, unless
condition #6 is not complied with, iil:which case CE #68-15
shall become null and void on April 2, 1971.
12. Approval of this request shall not effect the ultimate
location of the service road.
AND FOR THE FOLLOWING REASONS:
1. The subject request will be an improvement for the area.
2. The Staff is in the process of preparing a new zone for
beach front property, but this will not be completed for
sometime.
3. A temporary use such as a parking lot appears to be a good
use of this property until such time as the new zone is
prepared and the -highest and best use of this property can
be determined.

was read by the Acting Secretary suggesting additional conditions
of approval for Tentative Tract 6147.
Jack King, representing the developer,
addressed the Commission and stated that there were no objections
to the conditions suggested by the Subdivision Committee Report.

THE FOLLOWING CONDITIONS:
1. The Tentative Map received March 4, 1968, shall be the

Acting Secretary. A report submitted by the Building Depart-
ment pertaining to the building was read by the Acting
Secretary.
A petition signed by 40 property
owners within the area objecting to the request was submitted
to the Secretary.
The hearing was opened to the

William Carlson, representing the
applicant, addressed the Commission and displayed various
sketches showing how the structure will be remodeled. Mr.
Carlson stated that this property has been used for many years
as a business for ceramic tile.
The following property owners
addressed the Commission and objected to the request: W. M.
McCubbin, 228 Frankfort Ave., K. Howell, 607 Alabama Street,
Fred Hernon, 705 Alabama Street, Mr. Brown, 601 Huntington
Street and Albert Garpanan, 230 Frankfort Street.
There being no other comment the

It was noted by the Commission
that the zoning within the immediate area is R-2 and R-3 and
is primarily developed as such, with the exception of a small
market on the southeast corner of Frankfort and Alabama. It
was the consensus that this building will be out of character
with surrounding developments.

The Acting Secretary informed the
Commission that this code amendment pertains to allowing
overhead utilities for oil wells under certain conditions
specified in Section 9730.23B.
The Commission reviewed the
proposed amendment.

INFORMATION: The Acting Secretary informed the
Commission -that Mr. Royce Goln,
Service Area Manager for Building Industry Association,
would like the Planning Commission to visit the Broadmore
Exclusive development, designed by Richard Smith. Mr. Harlow
stated that this development will be open the first part of
May. The Commission expressed a desire to see the development.
