National Bank Building Huntington Beach, California Wednesday, April 10, 1968 BOARD MEMBERS PRESENT: John Mandrell, Richard Harlow, Bam Ferguson BOARD MEMBERS ABSENT: None MINUTES: The Minutes of March 20 and 27, 1968 were accepted as transcribed. USE PERMIT NO. 68-10 - AApplicant: George T. Shaw To allow the construction of 63 apartment units in the R-3 Limited Multiple Family Residence District. Located on the east side of Spring- dale Street, approximately 445 feet south of Edinger Avenue. Legal description on file in the Planning Department Office. The hearing was opened to the audience. Don Davis, architect, addressed the Board and answered various questions. Jack Koebig, representing the applicant, addressed the Board and questioned several of the conditions of approval. Mr. and Mrs. Hensley and Allan Crews, adjacent property owners, addreas_ed,the. Board and objected to the proposal on the grounds that there were too many apartments in the area. They also questioned the drainage requirements. There being no further comment, the hearing was closed to the audience. Board discussion followed. A MOTION WAS•.MADE:BY:MANDRELL AND SECONDED BY HARLOW TO APPROVE USE PERMIT NO. 68-10 SUBJECT TO THE FOLLOWING CONDITIONS: 1. Springdale,Street shall be dedicated and fully improved to City Standards. Improvements shall include street trees, street lights, and fire hydrants. 2. Water supply shall be through the City of Huntington Beach's water system.- 3. Sewage disposal shall be through the City of Hunting- ton Beach's sewage disposal system. 4. Preliminary and final soil reports shall be submitted by an approved private soils engineer to the City prior to issuance of building permits. 7. All utilities shall be installed underground. 8. The water, sewer, and fire hydrant system shall be approved by the Department of Public Works and Fire Department. 9. Fire alarm system conduit and appurtenances shall be installed by the developer at locations and to specifications provided by.the Fire Department. 10. Off-street parking facilities shall conform to Article 979. 11. No structures, other than those shown on the approved plot plan, shall be constructed within the project. 12. A Division of Land application, separating this parcel, from the remaining property under the same ownership shall be filed with the City, approved and the conditions of approval complied with. USE PERMIT NO. 68-11 Applicant: Dot Datsun To allow the construction of an automobile dealership in the C-4 Highway Commercial District. Located on the west side of Beach Boulevard, approximately 578 feet north of Garfield Avenue. Legal description on file in the Planning Department Office. The hearing was opened to the audience. Pete Becker, Ken Robinson, owners, and Bill Langston, Contractor; and Leason Pomeroy III, architect, addressed the Board and answered various questions. They questioned the Conditions of Approval regarding the block wall along the rear of the property and underground utility requirements. There being no furhher comment, the hearing was closed to the audience. Board discussion followed. A MOTION WAS MADE BY HARLOW AND SECONDED BY FERGUSON TO APPROVE USE PERMIT NO. 68-11 SUBJECT TO THE FOLLOWING CONDITIONS: 1. Beach Boulevard shall be fully improved to City and/or State Standards. The water, sewer, -and fire hydrant system shall be approved by the Department of Public Works and Fire Department. 7. Off-street.parking facilities shall -conform to Article 979_._ 8. A masonry wall shall be constructed along the rear property line. The height of said wall shall be such, that the top will be six (6) feet above the highest ground surface within twenty (20)"feet of the common property line. 9. Legal description on file in the Planning Department Office. The hearing was opened to the audience. DIVISION OF LAND NO._ 68-8 Applicant: The Rutherford --Company__. To cause the consolidation of 3 lots into two separate parcels -located on the east side of Sher Lane approximately 550' south of Edinger Avenue. Legal description on file in the Planning Department Office. The hearing was opened to the audience, there being no one present to speak for or against the matter, the hearing was closed. Board discussion followed. A MOTION WAS • MADE BY- HARLOW AND SECONDED BY FERGUSON TO APPROVE DIVISION OF LAND NO. 68-8 SUBJECT.TO THE FOLLOWING CONDITIONS: 1. Sher Lane shall be fully improved to City Standards: Improvements.shall include street trees, street lights and fire hydrants. 2. The east 55' of Parcel 2 shall be dedicated to the City for street purposes. Said street shall be - fully improved to City Standards at the time said parcel develops. Improvements shall include street trees, street lights and fire hydrants. 3. Water supply shall be through the City of Hunting- ton Beach's water system at the time each parcel is developed. 4. Sewage disposal-sha1L-be .through the City of Hunt- ington Beach's -sewage system at -,the time each parcel is developed. 5. A drainage easement shall be provided to Department of Public Works Standards. 6. The property shall participate in the local drainage assessment district -at .the time each parcel is developed. 7. All buildings on lots abutting a City easement shall be set back five (5) feet from the edge of such easement. 8. Preliminary and final soil reports shall be submitted by an approved private soils engineer to the City prior to issuance of building permits. 9. All utilities shall be installed underground at the time each parcel is -developed. 10. Located at 9472 Lanai Circle, Huntington Beach, and legally described as Lot 66 of Tract No.' 3903•. The hearing was opened to the audience. William Martini, applicant, addressed -:the Board and explained the request. There being no other'comment, the hearing was closed to the audience. Board discussion followed. It was noted by the Board that thel applicant- could' build to the 10, required set- back with 750 sq. ft. of open'space'in deviation to the required 900 sq. ft. because he has an unusually large front yard to compensate for the reduced open space in the rear yard,. A MOTION WAS MADE BY HARLOW AND SECONDED BY MANDRELL TO APPROVE CONDITIONAL EXCEP- TION NO. 68-12 WITH A 10 FT. REAR YARD SETBACK AND TO ALLOWIA REDUCTION OF THE REQUIRED OPEN SPACE TO 750 SQ. FT. (1) 616" high walls to be located 6' from the front property line in deviation to the required 15-' front setback; (2) Straight in garages to be setback 61 from the front yard property line in deviation to the required 22' setback; and, (3) Reduction of the side yard setback to R, on.one side of the:lot. Legal descrip- tion on file in the Planning Department Office. the audience. The hearing was opened to - Syd Hill, representing the applicant, addressed the Board and said he was in agreement with the conditions of approval. There being no further comment, the hearing was closed to the audience. Board discussion followed. A MOTION WAS MADE BY"FERGUSON AND SECONDED BY MANDRELL TO APPROVE DIVISION OF LAND NO-. 68-9 SUBJECT TO THE FOLLOWING CONDITIONS: 1. Garfield Avenue and Brookhurst Street shall be dedicated and fully improved to City Standards at the time each parcel is developed. Improvements. shall include street trees, street signs, and street lights and fire hydrants. 2. Water supply shall be through the City of Huntington Beach's water system at the time each parcel is developed. 3. Sewage disposal shall be through the City of Hunt- ington Beach's sewage system at the time each parcel is developed. 4. The property shall participate in -the local drainage assessment district at the time each parcel is developed. 5. The Division of Land shall not be effective until an agreement is signed and recorded agreeing to the conditions listed above.
