WHEREAS, the Cite Council of the City of
Huntington Beach, California, did by Resolution 2689,
duly* and regularly adopt at a regular meeting of said
Council, call for and provide for the holding of the
General Iv`uni,cipal Election within said City of Huntington
Beach on. the 9th day of April, 1968; and
WHEREAS, notice of said election z-7as duly and
regularly given in time, form and manner as provided by
law., and said election was held on said date at the
polling places designated in Resolution. 2689, passed and
adopted 'by the City Council on February 5, 1968, and the
rotes cast thereat were canvassed and the returns thereof
made by the City Clerk of the City of Huntington Beach at
the time and in the manner and form provided by law;
and
WHEREAS, said Cite Council has duly asseinbl_ed
at its usual place of meeting to receive the certification
of the returns of said election as determined by the City
Clerk conducting said canvass for, and by the order o
the City Council;
NOI.-J, THEREFORE, the City, Council of the City.
of Huntington Beach, California,- does hereby rasa-lve,
determine and order as follows:
Section 1, That the General Municipal Election
for the election of members of the City Council.; for the
election of a City Clerk, City Treasurer and for voting on
Charter Amendments to make the offices of City Attorney,
City Clerk and Cite Treasurer appointive, was duly held on
April. 9th, 1968, and the votes cast at said election were
duly and regularly canvassed and the returns thereof made
at the time and in the fore and manner required by law.
The absentee voter ballots have been duly canvassed and
counted as required :by lam,,, and the result of such count
is hereinafter stated.
Section 2. That the City Council has received
the returns of said election, as canvassed by the. Cite
Clerk at this Council°s direction and on its behalf, and
this City Council finds that the total number of votes
cast in each of the respective election precincts, the
number of votes therein for and against each candidate
for said offices and for and against each charter
amendment in each of the respective election precincts,
the total number of absentee votes cast and the number
of votes therein for and against each candidate for said
offices and for and against each charter amendment, the
total number of absentee votes cast at said election
and the total number of votes cast in said city for each
candidate for said office and for each charter amendment
are as shown on the taller sheet attached hereto and made
a part of this r es olut ipn a

Section. 3. That the whole number of ballots
cast in the City of Huntington Beach at said general
election, including all absentee ballots is 8,808 ballots
Section 4s The Council finds and declares that

Section 5. The Council finds and declares that
the amendments to the Huntington Beach Charter Numbers 1, 2,
and 3 were not adopted, to -wit:

City Clerk
Section 6. The City Clerk is hereby directed to
eater on the records of the City Council a statement of the
result of said election as required by law.
Section 7. The City Clerk shall immediately make
and deliver to each of such persons elected a certification
of election signed.by him and duly authenticated. He
shall also impose the constitutional oath of office and have
each of said personas subscribe thereto, whereupon they shall
be inducted into the respective offices to which they have
been elected
Section 8. That the City Clerk shall attest and
certify to the passage and adoption of this resolution by
a majority of the votes of the members of the City Council
of the City of Huntington Bea h.

ELECTION OF MAYOR ALVIN M COS]'
Council was reconvened at 6:25 P.M. with the City Clerk, Paul C. Jones,
presiding, The City Clerk declared the positions of Mayor and
Mayor Pro—t mpore vacated and called for nominations for Mayor of the
City of Huntington Beach..
Councilman N .Johan V. V. rain was nominated ley Councilman Matney,
Councilman Donald D. Shipley was nominated by Councilman Bartlett.
Councilman Alvin` . Coon was nominated by Councilman Kaufman.
On motion :by ''Shipley, nominations for the office of Mayor were chased.
Motion carried.
The Presiding Officer called for a written secret 'ballot on the
nominees, and requested City Administrator Doyle Miller and
Director of Public Works James R. Wheeler to act as tellers.
°Count of the ;,ballots showed the voting as follows:
Councilman Shipley 3
Councilman Green 2
Councilman Coon 2

The Presiding Officer informed the Council that. Procedural Resolution
No. 2539 requires that a nominee receive a ,majority of the votes cast
to he elected, and that if a majority is not obtained, the names of
the two highest shall- he voted on with no write-in ballots permitted
on this vote. He requested an opinion in the matter from the
Assistant City Attorney, since a tie existed for second highest.
The Assistant City Attorney informed the Council that, if they would
concur, a run-off ballot might, he taken between the two nominees
receiving the second highest number - of € otes, with the winner to he
run against the Councilman who had received the highest number of
votes.
On motion by Caen, Council approved and adapted the procedure
proposed by the assistant City Attorney for a run-off Mallet between
the two Councilman tied for second high in the original ballot.
Motion carried,
The presiding Officer then called for a written secret ballot in the
run-off election, and a count of the ballots showed the voting as
follows
Councilman Coen 4
Councilman Groan 3
The presiding Officer than called for a written secret ballot on the
two highest nominees as selected in the foregoing procedure, and a
count of the ballots showed the voting as follows
Councilman Caen
Councilman Shipley 3
Following the announcement of the vote, on motion by Kaufman, second
Green, Council voted unanimously sl-y to make auncil. at% Alvin M. Caen
Mayor for the ensuing year. Motion carried.
The City Clerk as Presiding Officer congratulated Mayor Caen on his
election and presented him with the gavel to conduct the balance of
the meeting.

Mayor Coen called for nominations for Mayor Pro-tempore of the City Council
of Huntington Beach.
Councilman McCracken nominated Councilman John Green for the position
of Mayor Pro-temporeK
Coun :ilm-an Coen nominated Councilman Henry Kaufman for the position
of Mayor Pro- tempore ,
Councilman Shipley nominated Councilman George McCracken for the
position of Mayor Pro -tempura, However, Councilman McCracken declined
the nomination based on the fact that he was a new Councilman.

Warren Go Ball, City Treasurer, addressed the Council arid requested
the reappointment of Pauline Tolson, Elsie Bennie, and Vickie Laney
as Deputy City Treasurers, and the appointment of Mrs. Evelyn- Cornell
as Chief Deputy City Treasurer.

On motion by Green, Council directed the Personnel Board to study the
duties of the Treasurers Office and report back, to the Council, Nation
carried
