BOARD MEMBERS PRESENT: John Mandrell, Richard Harlow,
Sam Ferguson
BOARD MEMBERS ABSENT: None
MINUTES: The Minutes of April 3, 1968, were
accepted as transcribed.
CONDITIONAL EXCEPTION NO. 68-7
Applicant: Jerry J. Galich
To allow a main dwelling to be
constructed 3' from the side property line in deviation
to the required 5' setback. Located on the north side
of Tenth Street, 1001-4- west of Lake Street. Legal
description on file in the Planning Department office.
The hearing was opened to the
audience. Mr. and Mrs. Jerry Galich, applicants, addressed
the Board and explained the request.
Mr. Biedebach, adjacent property
owner, addressed the Board and stated he had no objections
to a 4' side yard setback as most other structures in the
area are set back four feet.
There being no further comments,
the hearing was closed to the audience.
Board discussion followed.
It was the consensus of the,Board
that there is no hardship on the property and that the
required setbacks can be complied with.
A MOTION WAS MADE BY HARLOW AND
SECONDED BY FERGUSON TO DENY CONDITIONAL EXCEPTION NO. 68-7
BECAUSE THE APPLICANT FAILED TO SHOW SUFFICIENT HARDSHIP.

To allow a division of
land into 2 separate parcels located 828'+ south of Atlanta
Avenue, between Newland Street and Beach Boulevard, adja-
cent to existing Tract No. 5581. Legal description on file
in the Planning Department Office.
The hearing was opened
to the audience.
Alex Findlay, represent-
ative of the applicant, addressed the Board and answered
various questions.
There being no other
comment, the hearing was closed to the audience.
A Board discussion followed.
A MOTION WAS MADE BY
MANDRELL AND SECONDED BY FERGUSON TO APPROVE DIVISION
OF LAND NO. 68-10 SUBJECT TO THE FOLLOWING CONDITIONS:
1. Provisions shall be made to have the west 40 feet of
the private street abutting this property to the east
dedicated to the City and fully improved to City
Standards at the time each parcel is developed.
2. Paved access as approved by the Department of Public
Works and Planning Department shall be provided to
Newland Street at the time either parcel is developed.
3. Water supply shall be through the City of Huntington
Beach's water system at the time each parcel is
developed.
4. Sewage disposal shall be through the City of Hunpington
Beach's sewage system at the time each parcel is
developed.
5. The water, sewer, and fire hydrant system shall be
approved by the Department of Public Works and
Fire Department.
6. The property shall participate in the local drainage
assessment district at the time each parcel is
developed.
7. Preliminary and final soil reports shall be submitted
by an approved private soils engineer to the City
prior to issuance of building permits.
8. All utilities shall be installed underground at the
time each parcel is developed.
9. The Division of Land shall not be effective until an
agreement is signed and recorded agreeing to the
conditions listed above.

Applicant: Joseph L. Holtz, Jr.
To allow a division of land into
four separate parcels located on the south side of Garfield
Avenue and west of Magnolia Street. Legal description on
file in the Planning Department Office.
The hearing was opened to the
audience.
Alex Findlay, representing the
applicant, addressed the Board and answered questions.
There being no other comment, the
hearing was closed to the audience. '
Board discussion followed.
It was the consensus of the Board
that all applicable conditions of the previous approved
Division of Land should be complied with.
A MOTION WAS MADE BY HARLOW AND
SECONDED BY FERGUSON TO APPROVE DISISION OF LAND NO. 68-11
SUBJECT TO THE" -FOLLOWING CONDITIONS:
1. Garfield Avenue and Magnolia Street shall be dedicated
and fully improved to City Standards at the time each
parcel is developed. Improvements shall include street
trees, street signs, and street lights.
2. Water supply shall be through the City of Huntington
Beach's water system.
3. Sewage disposal shall be through the City--of'Huntington
Beach's sewage system at the time each parcel is
developed.
4.-.The.property shall participate in the local drainage
assessment district at the time each parcel is developed.
5. Preliminary and final soil reports shall bersubmitted by
an'approved private soils engineer to the City prior to
issuance of building permits.
6. All utilities shall be installed underground at the time
each parcel is developed.,'
7. The water, sewer, and fire hydrant system shall be
approved by the Department of Public Works and Fire
Department. The Edison Company right of way shall be
fenced to City Standards.
8. 'Improvements on'Magnolia Street shall be'installed along
Parcel 4 at the time Parcel 1 is developed.
9. If a parcel map has not been filed for Division of Land
No. 67-2, then the'210' x 210' corner hold out shall be
included in this parcel map.
10. Parcel 2 shall be excluded from the Parcel Map. A Parcel
Map shall be filed with the City and recorded.

USE PERMIT NO. 68-12
Applicant: William T. Sigurdson
To permit the construction
of 125 apartment units in the proposed R-3 Limited Multiple
Family Residence District. Located on the southeast corner
of Warner Avenue and Green Street. Legal description on
file in the Planning Department Office.
The hearing was opened to
the audience.
Dick Toni., architect,
addressed the Board and explained the request.
Jack Koebig addressed the
Board and answered questions regarding access on Green
Street.
Mr. and Mrs. F. W. Hunter,
property owners across the street approved the request.
There being no further
comment, the hearing was closed to the audience.
Doug Spicard, Fire
Department, questioned overhead clearance on driveways.
It was noted by the Board
that the zone change now in the process of being adopted,
would have to be final prior to issuance of building permits.
A MOTION WAS MADE BY
HARLOW AND SECONDED BY MANDRELL TO APPROVE USE PERMIT
NO. 68-12 SUBJECT TO THE FOLLOWING CONDITIONS:
1. Green Street and Warner Avenue shall be dedicated and
fully improved to City Standards. Improvements shall
include street trees, street signs, street lights and
fire hydrants.
2. Water supply shall be through the City of Huntington
Beach's water system.
3. Sewage disposal shall be through the City of Huntington
Beach's sewage system.
4. The water, sewer, and fire hydrant system shall be
approved by the Department of Public Works and Fire
Department.
5. The property shall participate in the local drainage
assessment district.

plot plan, shall be constructed within the project.

from the remaining property held under the same
ownership, shall be filed with the City, approved
and recorded.
